We present this issue in the aftermath of the passing of Nelson Mandela – a leader whose commitment to the liberation and rennaissance of Africa and to equality and social justice remains unrivalled; a leader who many around the world associate with good governance and development on the continent. As we reflect on Mandela's legacy, we think of him as a good leader whose charisma could inspire people to do more and better, and thus achieve desirable results towards development. It is common knowledge that the success or failure of our development policies occur through the lack of good leadership rather than lack of capacity, know-how or skills. Corruption, self-enrichment and nepotism are some of the undesirable acts that prevail when leadership and accountability are absent. During his presidency and post-presidency, amid technical and obviously human limitations, Nelson Mandela gave his best to shape policy and influence the world. As the world mourns this iconic leader, his words are echoed unchallenged by every continent: "I would like it to be said, here lies the man who has done his duty on Earth. That is all." (Nelson Mandela) The African Journal of Governance and Development draws on Mandela's commitment to governance and development on the African continent and seeks to unpack, interrogate and critique these values and concepts.

In most Danish cities we experience problems with the distribution of goods in the city centre. On the one hand the environment suffers from the impact of heavy lorries, and on the other hand the distributors have great difficulty in bringing goods to the city, because of traffic congestions and restrictions on the heavy traffic, enforced by the municipality. Since the traffic density in Danish cities is steadily growing, there will be increasing need for solutions of the problems. The municipality of Odense has initiated a project, in which the problems will be analysed in search for future solutions. In 1993 the Commission of the European Union granted support to the project within the framework of the SAVE Programme. The Danish Transport Council, which is established by the Danish government, is furthermore giving support to the project. Odense is the third largest town in Denmark with approximately 170.000 inhabitants.

Maritime and civil aviation security is a global problem posed by terrorism and illegal acts and therefore requires global attention and solutions that can only be provided by relevant international organizations (International Maritime Organization and International Civil Aviation Organization). Nineteen years have passed since the attacks of 11 September 2001 on the World Trade Center, but the threat of another terrorist attack is still just as possible and unacceptable. The series of attacks in the USA have started a new period of history. This period can be characterised as unsteady, unpredictable, and transforming of complex systems, including new types of dangers. The paper provides a comprehensive analysis and comparison of the most serious types of unlawful acts (terrorism and piracy) regarding legislation and jurisdiction. For the sake of comparability of legal phenomena, special attention is paid to illegal acts at sea and in the airspace above the sea.

Socio-economic cost-benefit analysis (CBA) is a powerful framework that can be very useful to governments making investment decisions. However the standard application of transport CBA has room for improvement. This paper describes efforts to improve the quality of transport CBA and its applicability to decision making. Three areas are addressed in detail: strategies for making the most of CBA, valuing and forecasting reliability benefits, and capturing wider economic impacts. The report is based on the papers and discussions at a roundtable meeting of 30 experts held in Paris in November 2015. Roundtable participants took the view that a multi-faceted approach is needed to address the shortfalls; CBA theory and practice need to be gradually expanded to incorporate more impacts in the rigorous valuation and forecasting framework; and CBA results need to be more effectively linked to other criteria in the broader decision-making framework, including by bringing in a more diverse evidence base.
