A review of SE development & development policy in Latin America, with particular attention to Raul Prebisch's analysis of the situation in the 1950s (eg, see Problemas teoricos y practicos del crecimiento economica [Theoretical and Practical Problems of Economic Growth], 1951). An attempt is made to reveal the links between Prebisch's themes & those of dependency & transnationalization, which emerged in the 1960s. The evolution of the center-periphery system is traced since the nineteenth century. Ways in which national SE systems are shaped by internal & external factors are examined. The economic & social crisis of the 1980s again confronts Latin America with the need for a radically transformed development process: one that proceeds from within, as was already suggested by Prebisch forty years ago.
