"The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment and is often perceived to be the 'Somalia' of the country. It is also the site of a large number of governmental interventions. This book focuses on governance in the state of Odisha and provides an ethnographic account of the changing forms of governmental actions in the development sector. It analyses the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed-based development project in Kalahandi district in Odish. It shows the morphings of the forms of the state on the ground and the ways in which it is perceived by the agents and objects of statist actions. Arguing that the changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes five governmental tactics related to emergent modes of governmental action in the context of watershed development in Kalahandi . The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of 'the social' as a terrain and object of governmental action as two important effects of the process of deployment of these tactics. Providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations. The modern public prosecutor is a figure both powerful and enigmatic. Legal scholars and criminologists often identify "three essential components" of criminal justice systems: police, courts and corrections. Yet increasingly, the public prosecutor occupies a distinct role independent from any of these branches. Acting outside of the court, and therefore largely out of the public eye, the prosecutor's control over whether and what charges proceed to court can limit judicial discretion on sentencing, open pathways to alternative measures and even deny entry into the criminal justice system entirely. "The increased militarization of the police in the United States has been a topic of controversy for decades, brought to the public eye in notable events such as the Los Angeles Police Department's use of battering rams in the 1980s and the siege of the Weaver family at Ruby Ridge, Idaho, in the 1990s, among others. The issue of police militarism has been back at the forefront of criminal justice policy discussions in the wake of the militaristic police response to the protests that took place after the fatal shooting of Michael Brown by a police officer in Ferguson, Missouri, in 2014. This book examines the issue of militarization in a post-Ferguson environment from the perspective of those inside policing. Drawing from a variety of data--including historical analysis of newspaper articles to examine the use of firearms in policing; original data from police respondents attending the FBI's National Academy in Quantico, Virginia; interviews with police chiefs and tactical officers regarding their direct experiences; and a sample of National Academy attendees reporting on the deployment of patrol rifles in policing--this work provides a nuanced look at police militarization that will inform future conceptual discussions and empirical research into the phenomenon. This book investigates the emergence and working of governance networks in contemporary Russia. Drawing on a case study design, it provides a novel comparison of seven policy issues each investigated across various Russian regions or over time. Its authors reveal that governance networks are a ubiquitous phenomenon emerging in different regime types. It sheds light on how and why state authorities interact with non-state actors and unravels various types, functions and flavours of governance networks in Russia. By precisely tracing how state authorities govern networks under the terms of a hybrid regime, special emphasis is placed on the analysis of 'meta-governance' tools. Moreover, the book allows for theorising on governance in an increasingly authoritarian regime and thus can also be read as a unique contribution to research on governance theory in general. From Ayres' and Braithwaite's ground breaking work on 'responsive regulation', we have seen models of 'smart regulation', 'regulatory governance'; and 'regulatory capitalism'; emerge to capture the growing prevalence and importance of regulation in modern liberal Western capitalist societies. Important advances also have been made in the practice of regulation, with regulators evolving from traditional enforcement focussed 'command and control; models to being 'modern regulators'; with a suite of diverse and innovative regulatory tools at their disposal. It has been argued that during the Cold War era scholarship was limited by the anxiety that authors felt about the possibility of a global thermonuclear war, and the role their scholarship could play in obstructing such an event. Key elements of the North American Free Trade Agreement (NAFTA) deal with temporary labor mobility. Ideally, NAFTA status provisions should make the temporary movement of professionals easier across the border of all NAFTA countries. However, in the case of emerging sectors such as high technology and the creative industries, it is arguably not the case. Within the context of recent literature on cross-border trade, city regions, economic clusters, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of 'knowledge-workers' between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area, namely, Cascadia. On 3 November 2016, BICC hosted its annual International Academic Conference, focussing this year on the pressing global issue of internal displacement and refugee movements. Almost 65 million people are currently displaced worldwide, most of whom have been displaced for more than five years. Entitled "Fleeing Conflict - Trajectories of Displaced Persons", the conference brought together academics from around the world to present and discuss conceptual and empirical research on the causes, consequences of and solutions for forced migration in current conflicts and displacement settings. In his welcome address, Thomas Grünewald, State Secretary at the Ministry for Innovation, Science and Research of the state of North Rhine-Westphalia stressed the importance of innovative research on displacement and integration. Unlike some of the discourse in this field, the conference focussed on the issue of displacement from the perspective of the displaced themselves, highlighting their agency in the sometimes cyclical and often interrupted processes of departure, transit and arrival. Three consecutive panels were convened, beginning with scholarly presentations on the "Causes and Conditions of Displacement", "(Interrupted) Transit and Forced Immobility" and finally, "Durable Solutions for Protracted Displacement". A concluding panel summarized some of the key points of the day, including the need for more political solutions that target the root causes, and not only the consequences, of protracted displacement. The conference was generously funded by the Foundation for International Dialogue of the Savings Bank in Bonn and the US Consulate General in Düsseldorf.
