Migrants are omnipresent in cosmopolitan societies. Propelled from their homelands by poverty, violence, and environmental disasters—and the promise of better opportunities and security—migrants have found their way into metropolitan regions. At the same time, we see steep increases in economic inequality. These changes, which are intrinsically connected to the rise of neoliberal polices, have pushed immigration to the top of the political agenda for both the political right and left in many nations. The right seeks to erect walls, restrict immigration, and deport the undocumented. The left seeks amnesty, sanctuary policies and other measures to advance human rights in response to the migration crisis. Yet neither approach addresses the underlying causes of migration nor growing inequalities that together animate populist revolts on both the left and right across the globe. In this paper, I employ a framework that foregrounds capitalist accumulation at the center of these processes. Focusing on urban areas in the US, I highlight the ways economic, social and political structures contribute to growing inequalities between immigrants and the native born -- as well as sharp inequalities within each group -- which, in turn, affect patterns of immigrant incorporation, politics and options for reform. The paper examines US immigration and immigrant policy, assessing their impacts on inequality and immigrant incorporation processes and outcomes. I conclude by pointing to contemporary social movements and evolving political alignments, which have the potential to achieve more egalitarian outcomes capable of sustaining social cohesion in metropolitan regions, as well as more stable and robust democratic systems across borders. Given that immigrants and their offspring comprise nearly one in four people in the U.S., addressing such inequalities is theoretically important and a pressing political concern.
In der soziologischen Systemtheorie von Niklas Luhmann findet sich nicht nur eine Theorie der modernen Gesellschaft, die die Struktur ihrer differenzierten Teilbereiche und ihrer Organisations- und Interaktionsverhältnisse erfasst, sondern diese Theorie erlaubt es zugleich, internationale Migrationen als Teil der Strukturentwicklung der modernen, funktional differenzierten Gesellschaft und der damit verknüpften sozialen Mobilitätsverhältnisse zu begreifen. Dies schließt systematisch eine Analyse der sozialen Ungleichheitsverhältnisse und damit auch die Frage ein, wie die Reproduktion strukturierter sozialer Ungleichheit unter den Bedingungen funktionaler Differenzierung zu begreifen ist. Dies wird im vorliegenden Beitrag in drei Hinsichten erläutert: (1) Die Systemtheorie fasst das Verhältnis von Individuen und sozialen Systemen als System/Umweltverhältnis auf und beschreibt damit Migration als räumliche Mobilitätsform, die auf die Inklusionsstrukturen der Gesellschaft reagiert. (2) Die Theorie funktionaler Differenzierung erlaubt es, die Formen der Wanderung in der modernen Weltgesellschaft theoretisch zu ordnen. Auf dieser Grundlage wird einsichtig, dass die Migrationsproblematik auf der Besonderheit der Binnendifferenzierung des politischen Systems in Nationalstaaten als Organisationsform der Politik beruht. (3) Die Systemtheorie hält die Migrationsforschung dazu an, bei der Beschreibung von Migration und den daraus resultierenden sozialen Strukturen Systemreferenzen zu kontrollieren und solche Strukturen als Teil der Reproduktion der jeweils untersuchten Systemtypen zu begreifen. "Grenzüberschreitende Migration ist ein bedeutender Faktor für die Entwicklung der ukrainischen Gesellschaft. Nach der Auflösung der Sowjetunion kehrten viele Menschen aus den postsowjetischen Staaten in die Ukraine zurück, darunter die unter Stalin deportierten Krimtataren. Umgekehrt verließen vor allem Juden das Land Richtung Israel. Diese ethnische Migration ist weitgehend abgeschlossen. Heute verlassen Millionen Ukrainer ihr Land, um in Russland, Ostmittel- und Südeuropa zu arbeiten. Ihre Überweisungen sind von großer volkswirtschaftlicher Bedeutung. Die sozialen Folgen sind jedoch fatal, da viele Arbeitsmigranten ihre Kinder zurücklassen. Die Bedeutung der Ukraine als Transitland von Migranten wird hingegen oft überschätzt. Die Grenzen sind heute weitgehend gesichert. Angesichts der demographischen Krise sollte sich die Ukraine daher vor allem um die Rückkehr der Arbeitsmigranten kümmern." (Autorenreferat)

Les formes de déplacements humains sont nombreuses. Les migrations se font tantôt en masses compactes, tantôt par petits groupes ou individuellement. Mais la durée des déplacements ou des absences et leur répétition apportent aux migrations des nuances variées dans le temps et dans l'espace. Géographes, historiens, économistes ont cherché à classer les courants migratoires et ils ont distingué les migrations temporaires des migrations définitives. Mais que de formes entre le déplacement local régulier et quotidien et la migration lointaine permanente ou définitive !Les courants migratoires temporaires comportent plusieurs degrés : migrations alternantes quotidiennes entre la ville et sa banlieue ou entre zones de régions industrielles, migrations hebdomadaires, migrations saisonnières, migrations polyannuelles reposant sur des absences de plus ou moins longue durée. Si certains courants comme les migrations saisonnières semblent s'être fortement atténués depuis le XIXe siècle, d'autres, au contraire, se sont maintenus ou développés.
