Die vorliegende Arbeit geht der Frage nach, ob internationale bzw. globale Zivilgesellschaft in der Erscheinungsform von NGOs und insbesondere INGOs einen Beitrag zur Demokratisierung der Weltordnung leisten kann und darf. Sind NGOs und INGOs und deren Aktivitäten im Kontext der Internationalen Beziehungen legitime Akteure? Und woran genau bemisst sich ihre Legitimität? Inhärente Mängel und Grenzen parlamentarisch-repräsentativer Demokratieformen, die Globalisierung, alte und neue globale Probleme und die faktische Illegitimität von global governance bilden den Kontext der hier zu behandelnden Fragestellung. Mithilfe eines multi-indexikalischen Legitimitätskonzepts kann am Ende über die Legitimität bzw. Illegitimität zivilgesellschaftlicher Akteure im Rahmen der global governance geurteilt werden. Dabei ermisst sich die Legitimität von NGOs bzw. INGOs wesentlich an deren Leistungen. Zu diesen zählen ihr Beitrag einmal zur Linderung und Lösung demokratieinhärenter Probleme; dann zur Linderung und Lösung globaler Probleme; und schließlich zur Demokratisierung und Legitimierung von global governance. Die Legitimität von NGOs und INGOs ermisst sich insbesondere aber auch an der Ausrichtung auf bestimmte Ziele, hier das globale Allgemeinwohl. Thematisiert werden in diesem Zusammenhang auch besondere Formen der Befugnis bzw. Mandatierung politischer Verantwortlicher jenseits von Wahlen sowie nicht-majoritäre Formen der Entscheidungsfindung. Und schließlich wird in einer Auseinandersetzung mit zivilem Ungehorsam zwischen legitimen und illegitimen Mitteln der Einflussnahme unterschieden.

This paper analyzes an innovative approach to train students in Germany and the francophone part of Switzerland in intercultural communication competencies. The teaching material has been created during a cooperation project between a university in Germany and one in Switzerland.
It deals with three different aspects: First, the learning and teaching approach, which is based on team learning experience described initially by Kolb (1984), the analysis of different intercultural subjects and upcoming critical incidents1 in teams (Schumann 2012). In a second part, it treats the developed teaching and learning material including the guidelines to indicate tasks and exercises to the students, as well as the realization of the project by the students of both institutions. And third, the paper concludes with an evaluation analyzing in detail the students' opinion about the cooperation,
what they liked or disliked, and which communication and working tools they applied.
The evaluation results show a great success in learning intercultural competence with this method even in larger groups, as well as in the use of new media to bridge the distance. Occurring cultural problems were solved within the teams and by coaching from the teachers' side, so that intercultural competencies and academic knowledge have been simultaneously developed during this group work.
