"In Wahlsystemfragen gibt es keinen Stillstand. Besonders im Zuge der dritten Welle der Demokratisierung hat es viele Wahlsystemwechsel gegeben. Aber auch in einigen gestandenen Demokratien fanden grundlegende Wahlreformen statt. Der Beitrag fragt nach allgemeinen Tendenzen der Wahlsystementwicklung auf der Ebene der Wahlsystemtypen. Er stellt die multidimensionalen Funktionsanforderungen an Wahlsysteme heraus und fragt danach, welche Wahlsystemtypen ihnen am ehesten gerecht werden. Sodann werden die Entwicklungen nach Regionen aufgezeigt. Der beobachtete gewisse Trend zu kombinierten Wahlsystemen wird mit der höheren Funktionsleistung dieser Wahlsysteme erklärt, ohne andere Faktoren, welche die Wahl oder das Design von Wahlsystemen bestimmen, zu vernachlässigen." "Die Systeme der sozialen Sicherung in den Industriestaaten und auch innerhalb der Europäischen Gemeinschaft weisen erhebliche Unterschiede bei Art und Ausmaß der Absicherung des Pflegerisikos, seiner Finanzierung und bei den Versorgungsstrukturen auf. Als einziges Land in Europa sichern die Niederlande das Pflegerisiko in einem beitragsfinanzierten Sozialversicherungssystem in enger Anbindung an die Krankenversicherung ab. International law is usually conservative, with lawyers and judges emphasizing consistency, stability and predictability as the major advantages of the law.
