THE FUNDAMENTAL PURPOSE OF THIS ESSAY IS TO EXPLORE THE NORMATIVE TENSION BETWEEN REVOLUTIONARY AND RESTORATIVE HUMANITARIANISM, HOPING TO UNDERSTAND WHY RESCUE FOUNDERS. IT OFFERS AN OVERVIEW OF APOLITICAL ATTEMPTS TO RESCUE THE "WRETCHED OF THE EARTH," DURING WHICH BOTH OUTSIDE AID PERSONNEL AND VICTIMS ARE IMPLICATED IN THE POLITICS OF RESCUE. BY FOCUSING ON THE UNHCR AND ITS ATTEMPT TO DEAL WITH DISPLACEMENT FROM YUGOSLAVIA'S WARS, IT DISCERNS THE SHORTCOMINGS OF ANY ESPISODE OF RESCUE AND THE IMPLICIT PRINCIPLES THAT COULD GUIDE FUTURE RESCUE MISSIONS.

Discusses the question of national identity among Croatians & Serbians, focusing on the history of the two countries' national discourses & how they have impacted regional politics. It is contended that Croatia's national project has constituted throughout modern history a kind of integrative nationalism that entails the idea of a federal or confederal South-Slavonic state. Review of the Serbian national project shows that territorial pretensions lie at its heart. Suggestions regarding how Croatia can reformulate its national project in light of its independence are offered, & it is concluded that the Balkans will remain unstable for some time. W. Howard
