US military strategy in Central America is analyzed. It is argued that, after rethinking the mistakes made in Vietnam, & in the new global context of politics, the US has devised a new military strategy for the Third World -- ie, "low intensity warfare." Instead of sending US troops, the different national armies are being supported; ie, the US now plans, rather than wages, war. This strategy avoids the problem of gaining the approval of the US public & Congress. The details of how this new approach has taken effect in El Salvador & Nicaragua are analyzed. It is argued that apparently unconnected events -- eg, in US policy in Haiti & the Philippines -- are also part of the overall scheme of the new logic in US foreign policy. 1 Table. C. Waters
This study analyzes the relevance of the creation of cooperative units for a better management of the competence of the GAD (Autonomous Decentralized Government) and its contribution to the reduction of present and future risks. There is an analysis on how, since the creation of the cooperative unit for the basin of the Portoviejo river, new efforts and actions have appeared seeking to create beneficial results on risk reduction, especially regarding adverse events such as floods, landslides, drought, wildfires and others. There was a qualitative conceptual approach using a descriptive analytic method, and an analysis of the regulations involved for the creation of the cooperative unit and the modalities used for its management. The main result is evidence of the cooperative processes to handle the risks in the basin which constitutes a mechanism that strengthens the management of the competencies of the municipalities and enables a joint access to climatic financing and helps reduce the risk conditions of the territories in order to improve the adaptive capacity of the population. ; El presente trabajo analiza la relevancia de la conformación de mancomunidades para una mejor gestión de la competencia de los GAD y su contribución a la reducción de los de riesgos presentes y futuros. Se analiza cómo, desde la conformación de la mancomunidad de la cuenca del río Portoviejo, se realizan esfuerzos y acciones para generar resultados favorables sobre la reducción de riesgos, principalmente respecto a eventos adversos como inundaciones, deslizamientos, sequías, incendios forestales, entre otros. Se realizó una aproximación conceptual de corte cualitativo con un método analítico descriptivo, y análisis de la normativa sobre la conformación de una mancomunidad y modalidades de gestión.
