Du travail social à l'économie sociale et solidaire

Les représentations de l'économie sociale et solidaire ( ess ) chez les travailleurs sociaux sont très contrastées. Certains s'en prévalent pour accélérer une évolution entrepreneuriale des structures qu'ils dirigent dans le secteur social et médico-social ; ils s'opposent à ceux qui y voient une managérialisation de l'action sociale. Mais d'autres encore considèrent que l'inscription dans l' ess peut faciliter l'évolution vers une plus grande participation des usagers, favorisant une démocratisation de l'intervention sociale. Cette contribution cherche à expliquer cette confusion par le fait que l' ess est un compromis stratégique et politique. Cette alliance utile dans le rapport de forces avec les politiques publiques ne doit pas faire oublier l'existence de deux théories distinctes, celle de l'économie sociale et celle de l'économie solidaire. La référence implicite à l'une ou l'autre explique largement les différences qui s'expriment. Il importe donc de préciser les implications de chacune d'entre elles.
The Social Construction of Cannabis in Social Work

AbstractThe social construction of cannabis has important implications for policy, research, practice, and education in social work. The objective of this article is to chart the construction of cannabis in articles published in social work journals across the past half century. The author critically reviews empirical articles with references to cannabis published in 15 key social work journals between 1970 and 2018. Systematic searches resulted in a combined set of 510 articles, of which 244 matched the inclusion criteria for this study. A content and thematic analysis of the corpus identified the dominant construction of cannabis in social work research literature as a harmful substance undifferentiated from other drugs. This construction was challenged by a minority of the articles in three ways: (1) by differentiating between use and abuse and between cannabis as a soft drug and a hard drug; (2) by highlighting social inequality as an important component of any consideration of social work policy and practice with regard to cannabis use; and (3) by considering the possible positive effects of cannabis use. This article calls for a revision of the construction of cannabis use in social work.

2 approaches to educ in underdeveloped countries are outlined: (1) to assume that the gaps in skilled manpower in the existing production structure will continue in a predictable way so that the educ'al system can be planned & geared to expanding the supply of 'the missing components' of specific categories & in specific numbers; & (2) to emphasize the dynamic role of educ in introducing new ideas by breaking down existing soc rigidities which facilitate soc discipline. The stress is on a general educ at a higher level as contrasted with specialized technical educ required by the 1st approach. Most writers urging educ'al expansion in the underdeveloped countries fail to distinguish these 2 conflicting approaches. Meanwhile, educ'al expansion in the underdeveloped countries is creating large supplies of 'missing component' types of specialist graduates, while their gov's are busy tearing down & transforming the existing soc & production structure into which they are designed to fit. Once the existing gaps are filled, this is likely to lead to an explosive situation of increasing graduate unemployment. Modified AA.

Procura relacionar o entendimento que se tem sobre a questão social e o posicionamento da profissão do Serviço Social diante dela. O serviço Social toma a questão social como eixo central, tanto sobre o ponto de vista teórico, quanto sobre a sua prática. O que requer tornar vivo o debate sobre esta relação, onde também comparecem as categorias: trabalho, proteção social e Estado. Este último, como regulador das relações que se estabelece neste campo.

La notion de développement social est portée par la volonté de promouvoir la mise en œuvre de politiques émancipatrices, participatives. Dans le cadre de la décentralisation, elle traduit la volonté de s'appuyer sur l'atout de la proximité et incarne l'ambition d'une approche plus locale et partenariale des politiques publiques, afin de dépasser les approches verticales et sectorielles. Le développement social est une stratégie territoriale qui consiste à agir sur l'environnement dans tous ses aspects, à promouvoir le pouvoir d'agir individuel et collectif. En matière de gouvernance, il appartient aux institutions en responsabilité des politiques publiques de formaliser la coopération territoriale, le pilotage politique et institutionnel dans une conception de l'intervention, ascendante, transversale, qui se traduit par la coopération de tous les acteurs autour d'un projet social de territoire. Au niveau technique, le travail social doit être orienté vers des approches globales, des pratiques plus collectives. Les egts , à travers les assises interrégionales, ont été l'occasion de mettre en avant des « pratiques inspirantes », des initiatives et des projets collectifs dans les territoires. Dès lors, il s'agit d'étendre ces pratiques et pour cela de renforcer la formation des travailleurs sociaux à l'intervention collective, de favoriser une culture de la transversalité, le décloisonnement des secteurs d'activités comme des métiers.

Par delà la diversité et les variations des justifications philantropiques, sécuritaires, politiques ou morales, il s'agit bien de répondre aux risques liés à la question sociale posée par le développement de la société industrielle. Avec l'émergence contemporaine du référentiel de l'Etat social actif, et la mise en oeuvre des mesures et dispositifs qui le concrétisent, on assiste à une nouvelle déclinaison du paradigme de gestion des risques. A la figure du travailleur protégé par son inscription dans des régulations collectives tend à se superposer, et parfois à se substituer, celle de l'individu entrepreneur de soi, incité, et parfois contraint, à faire face des risques auxquels l'expose son inadaptation.

Clinical Social Workers: Advocates for Social Justice

Advocacy activities provide an avenue for all social workers to connect their practice with the profession's aim of social justice. In fact, it is this social justice connection to the advocacy role that may distinguish social work from other professions. Yet advocacy remains a controversial practice for many clinical social workers. This study reports on one aspect of a larger study (McLaughlin, 2006), which examined how clinical social workers in mental health conceptualized social justice as part of their work. The data revealed a strong relationship exists between clinical social work practice, social justice and advocacy. The concept of advocacy that emerged from the data was multi-dimensional and included strategies that were instrumental, educational, and practical.
Post-disaster social reconstruction and social development
The Asia-Pacific region has experienced major disasters, both natural and man-made, in the recent past. Hundreds of families and communities, and several governments, non-government organisations, international organisations and aid agencies have been engaged in relief, rebuilding and rehabilitation activities with varying degrees of effectiveness and success. This article aims to reflect on some of these post-disaster reconstruction experiences; exploring how a social development approach can be employed for the post-disaster social reconstruction; and suggest regional social policies and strategies for multi-stakeholder cooperation to effectively address post-disaster issues at the local level. Although efforts made by several agencies in very challenging contexts are commendable, there are few examples to show the application of the social development approach. By discussing the social development approach, the paper argues that the conscious use of such an approach facilitates a better planning and preparation for anticipated disasters, rehabilitation processes and the comprehensive development of disaster affected areas, including environmental and psycho-social issues. Towards this end, it underscores the role of regional social policies and multi-stake-holder cooperation. The discussion has implications for local and international communities, which are engaged in pre-planning and preparation for disasters and post-disaster reconstruction.
