This rich ethnographic and socio-historical account uncovers how toxicity and safety are expressed transculturally in a globalizing world. For the first time, it unpacks the "pharmaceutical nexus" of mercury in Tibetan medicine (Sowa Rigpa) where, since the thirteenth century, it has mainly been used in the form of tsotel. Tsotel, an organometallic mercury sulfide compound, is added in small amounts to specific medicines to enhance the potency of other ingredients. In concordance with tantric Buddhist ideas, Tibetan medical practitioners confront and tame poisonous substances, and instead of avoiding or expelling them, transform them into potent medicines and elixirs.

Recently, the UN Environment Programme's global ban on mercury, the Minamata Convention, has sparked debates on the use of mercury in Asian medicines. As Asian medical traditions increasingly intersect with biomedical science and technology, what is at stake when Tibetan medical practitioners in India and Nepal, researchers, and regulators negotiate mercury's toxicity and safety? Who determines what is "toxic" and what is "safe," and how? This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today's strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today's world. The analysis of origin-destination traffic flows may be useful in many contexts of application (e.g., urban planning, tourism economics) and have been commonly studied through the gravity model, which states that flows are proportional to ''masses" of both origin and destination, and inversely proportional to distance between them. Using data on the flow of mobile phone SIM among different aree di censimento, recorded hourly basis for several months and provided by FasterNet in the context of MoSoRe project, in this work we characterize and model the dynamic of such flows over the time in the strongly urbanized and flood-prone area of the Mandolossa (western outskirts of Brescia, northern Italy), with the aim of predicting the traffic flow during flood episodes. Whereas a traditional "static" mass explanatory variable is represented by residential population (Pop), or by gross domestic product (GDP), here we propose to use a most accurate set of explanatory variables in order to better account for the dynamic over the time. First, we employ a time-varying mass variable represented by the number of city-users by area and by time period, which has been estimated from mobile phone data (provided by TIM) using functional data approach and already adopted to derive crowding maps for flood exposure. Secondly, we include in the model a proper set of factors such as areal and time dummies, and a novel set of indices related to (e.g.) the number and the type of streets, the number of offices, restaurants or cinemas, which may be retrieved from OpenStreetMap. The joint use of these two novel sets of explanatory variables should allow us to obtain a better linear fitting of the gravity model and a better traffic flow prediction for the flood risk evaluation.

Western society has become estranged from the borders and social boundaries that have for centuries given meaning to human experience. This book argues that the controversy surrounding mass migration and physical borders runs in parallel and is closely connected to the debates surrounding the symbolic boundaries people need to guide on the issues of everyday life. Numerous commentators claim that borders have become irrelevant in the age of mass migration and globalisation. Some go so far as to argue for No Borders'. And it is not merely the boundaries that divide nations that are under attack! The traditional boundaries that separate adults from children, or men from women, or humans from animals, or citizens and non-citizens, or the private from the public sphere are often condemned as arbitrary, unnatural, and even unjust. Paradoxically, the attempt to alter or abolish conventional boundaries coexists with the imperative of constructing new ones. No-Border campaigners call for safe spaces. Opponents of cultural appropriation demand the policing of language and advocates of identity politics are busy building boundaries to keep out would-be encroachers on their identity. Furedi argues that the key driver of the confusion surrounding borders and boundaries is the difficulty that society has in endowing experience with meaning. The most striking symptom of this trend is the cultural devaluation of the act of judgment, which has led to a loss of clarity about the moral boundaries in everyday life. "The volume is the key outcome of the Arctic Crashes project (full title: Arctic People and Animal Crashes: Human, Climate and Habitat Agency in the Anthropocene). It was implemented in 2014-2016 by a team of scholars at the Smithsonian Institution's Arctic Studies Center, in collaboration with their colleagues and indigenous partners from the U.S., Canada, Denmark, Greenland, and the Netherlands, supported by the Smithsonian Grand Challenges Consortia grant. The 'Arctic Crashes' team introduced a new vision to explore human-animal-climate interactions, including rapid animal declines ('crashes') in the North that-unlike earlier top-down models that tied changes in species' abundance and ranges to alternating warmer and cooler, or high ice/low sea-ice regimes across the polar zone-analyzed such relations primarily at regional and local scale. This approach is closer to Arctic peoples' traditional view that animals, like people, live in 'tribes' and they could 'come and go' according to their relations with the local human societies. As Arctic climate changes and climate/sea-ice/ecotone boundaries shift, we increasingly observe diverse responses by people and animals to environmental stress. In some species we can also document the sustained effects of commercial over-exploitation during the 17th - 20th centuries, which varied across sub-populations. The emerging record may be best approached as a series of localized human-animal disequilibria ('crashes') interpreted from different angles by population biologists, Arctic indigenous people, and anthropologists, rather than top-down climate-induced collapses. This new understanding also highlights varying rates of change-in the physical, animal, and human domains. Besides six keystone polar game species (the Pacific and Atlantic walrus; harbor seal, harp seal, bowhead whale, and caribou) the volume examines the status of polar bear and narwhal in the Canadian Arctic, Pribilof Island fur seal, Atlantic cod in Greenland, presenting a diversity of historical, archaeological, evolutionary, and cultural/spiritual perspectives on Arctic 'crashes.'"--

Despite multiple past efforts, fragile Sub-Saharan African economies such as those of Mali, Chad, Niger, and Guinea still rank among the least diversified worldwide, with natural resources constituting a high share of their gross domestic product or exports. Large-scale production of gold for Mali, oil for Chad, uranium for Niger, and bauxite for Guinea offers substantial opportunities, but also has major shortcomings. Conclusive evidence shows poor economic performance by resource-rich but fragile Sub-Saharan African countries. The primary reason is not only their high vulnerability to external shocks, but the greed or grievances that typically lead to rents appropriation by a small group of elites in countries that are prone to conflict. This publication explores the following questions: What are Mali's, Chad's, Niger's, and Guinea's main constraints to export diversification as perceived by key exporting firms? How it could be beneficial for these countries to target certain emerging export products? Are their current interventions to promote global value chain (GVC) adequate? What lessons can be extracted from specific cases? How can trade and logistic policies favor (or hamper) export diversification led growth. The book lays the groundwork for effective step-by-step multidimensional policies to propel export diversification in fragile economies that are hindered not only by poor governance and weak institutions, but also by their landlocked position (except Guinea), small domestic markets, and business-unfriendly environments. Recognizing that traditional project interventions in these countries have had limited success, mainly due to their unidimensional focus on single components of an agricultural value chain, the book proposes a GVC 2.0 cluster-based approach to export diversification, in which complementary efforts attract foreign firms and public investment in support of agribusiness. Promising pilot examples of joint implementation plans among multiple donors, risk-sharing facilities, and agribusiness clusters provide valuable insights into recent global value chain developer interventions
