The government of Lithuania actively increases the minimum wage in 2012–2014: in-one-and-a-half year period it increased by 22 percent – from 246 EUR (850 LTL) to 300 EUR (1035 LTL). It is promised to increase the minimum wage in 2015 as well. The amplification of the competitiveness of the economy is one of the main conditions of economic development. This is emphasized by economists, Lithuanian government, and European Commission. The core issues of the competitiveness of Lithuania are the energy sector and the labour market. Such statement is provided by the European Commission in the 2014 report on Industry competitiveness. Therefore, the aim of this article is to evaluate the economic and social consequences of the increased minimum wage and their impact on the competitiveness of the labour force. In the first part of the article, changes of the minimum wage and their economic and social consequences are analysed. In the rest part of the article, the impact of these consequences on the competitiveness is evaluated.

In June 2010, the House of Commons agreed standing order changes creating the Backbench Business Committee, which was to schedule Commons business on 35 days a session. This was both claimed as 'a defining moment of parliamentary reform' (HC Deb, 15 June 2010, c787) and dismissed as comprising only 'very modest changes indeed' (HC Deb, 22 February 2010, c118). Using parliamentary records and interviews with MPs and parliamentary officials, this article assesses the Committee's effectiveness during the 2010-2012 session and makes recommendations on how its effectiveness can be enhanced for the future. It finds the Committee to have made a significant impact, enhancing the transparency of scheduling non-government business, improving the relevance of Commons debates and showing itself to be an excellent method of holding government to account. The article warns, however, that changes made at the end of the session to the way the Committee is elected risk undermining its future effectiveness. Adapted from the source document.

Reforms within the Indonesian political system, following the fall of the Soeharto regime in 1998, have led to some fundamental changes in the structure of government and civil administration. Two new laws, Law No. 22/1999 on Regional Government (Decentralization Law) and Law No. 25/1999 on the Fiscal Balance between the Central Government and the Regions (Fiscal Decentralization Law), which have already been revised with the enactment of laws 32/2004 and 33/2004 promote a reconsideration of community-based approaches to coastal zone management. These laws also provide new opportunities for institutionalization of local values and community institution to manage coastal resources. This paper examines community-based and co-management approaches in coastal zone management in Indonesia. It is argued that co-management is an appropriate approach in managing Indonesian coastal zone as it allows for the development of a model containing a balance of power between governments, communities as whole and a wide range of individual stakeholders.

Aus Anlass der schweren Omnibusunfälle im Sommer 1992 hat das Bundesverkehrsministerium die Bundesanstalt für Straßenwesen (BASt) beauftragt, eine Analyse der Gründe dieser Unfälle zu erstellen. Die vorliegende Sonderauswertung der amtlichen Straßenverkehrsunfallstatistik zur Frage der Sicherheit von Bussen unter Einbezug von Exposure-Daten ist Teil des von der BASt vorgelegten Untersuchungskonzepts. Die Anzahl der Busunfälle mit Personenschaden ist in den Alten Bundesländern von 1980 bis 1991 um insgesamt rund 22 Prozent auf 5.111 Busunfälle gesunken. Insgesamt verunglückten im Jahre 1991 bei Busunfällen 8.099 Personen (4.189 Businsassen), davon wurden 134 getötet (darunter 9 Businsassen). Im Jahre 1991 ereigneten sich in den Neuen Bundesländern 888 Busunfälle mit Personenschaden, dabei verunglückten 1.713 Personen (768 Businsassen), davon 110 (17 Businsassen) tödlich. Businsassen reisen vergleichsweise sicher. Das Unfallrisiko für Busse war zwar im gesamten Untersuchungszeitraum überdurchschnittlich hoch (Bus-Unfallrate 1991: 1,28; Gesamt-Unfallrate 1991: 0,69), ist jedoch auf eine sehr hohe Bus-Unfallrate auf Innerortsstraßen zurückzuführen. Das Risiko für Businsassen war dagegen in jeder Ortslage niedriger als das der Gesamtheit der Verkehrsteilnehmer (Bus-Verunglücktenrate: 0,071; Gesamt-Verunglücktenrate: 0,584). Auf den Bundesautobahnen (BAB) der Alten Bundesländer war die Anzahl der Busunfälle mit Personenschaden mit 238 im Jahre 1991 (703 Verunglückte) deutlich höher als im Jahre 1985, auf Landstraßen hingegen lag die Anzahl der Busunfälle und die Anzahl der Verunglückten niedriger. Die häufigste polizeilich genannte Unfallursache beim Busfahrer war "nicht angepasste Geschwindigkeit". Auf Autobahnen war der Anteil der Nachtunfälle von Bussen auffällig hoch. The article presents the results of management quality survey in Russian clusters that reveals specifics of cluster support policy in Russia. We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators' correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy recently became a popular topic.

Background. Studies investigating the relationship between exercise and haemodynamic regulation conducted in older caucasian and blackAfrican populations suggest that lifestyle modification is effective in the management of numerous disease processes. There are few longtermstudies in young healthy populations and even less is known about the influence of habitual exercise on autonomic and haemodynamicvariables in young black African subjects.Objective. To investigate the benefit of prolonged exercise on cardiovascular and haemodynamic variables in young healthy black African males.Methods. Fifty-five healthy male volunteers between 18 and 22 years of age participated in this prospective 20-week medium- to highintensityexercise intervention study with a self-control design. The Finometer Pro (Finapres Medical Systems, the Netherlands) was usedfor non-invasive data sampling of a number of cardiovascular and autonomic variables. Results were generated by computer algorithm andwere analysed using non-parametric Wilcoxon signed rank tests.Results. Significant (p0.05).Conclusion. The measured changes suggest a favourable response to exercise and imply that habitual exercise may be an important lifestylemodification for reducing the risk of cardiovascular disease in young black African males.

The authors acknowledge financial support from the Economic and Social Research Council (ESRC) (RES-000-22-2460) ; Part of the political argument in favour of the right to buy (RTB) was that it would stimulate the economy by encouraging the inter-regional mobility of those in public sector housing. This is the first study to examine whether RTB-owners are indeed more mobile than those in social housing. Using longitudinal data from the British household panel survey and panel regression models we show that the probability of a RTB-owner making a long distance move falls between that of social renters and owner occupiers. However, the difference between RTB-owners and homeowners or social renters is not significant. Social renters are significantly less likely to move over long distances than traditional owners. The results also suggest that RTB-owners are less likely than traditional owners to move for job related reasons, but more likely than social renters. ; Publisher PDF ; Peer reviewed

'Stories Through Memories: 70 Years of Friendship' is a joint exhibition of events to commemorate the 70th anniversary of Australian forces liberating Borneo from Japanese occupation in WWII hosted by the Australian High Commission to Brunei Darussalam. Comprising oral-history videos conducted by Dr Janet Marles (JCU) and colleagues Dr Maslin Jukim and Dr Frank Dhont (UBD) with unique historical photographs of the Borneo campaigns, drawn from the Australian War Memorial Archives. Opened by Australian Minister for Veteran's Affairs, Senator the Hon. Michael Ronaldson, eight Australian veterans from the Borneo campaigns and Bruneian elders from our oral-history project attended as special guests. The exhibition was held at the Art Gallery, Royal Wharf, Bandar Seri Begawan, Brunei Darussalam. From 8-30 June 2015 approximately 1400 visitors viewed the 70th anniversary exhibit representing 30 schools, all four Bruneian districts and at least 22 nationalities. Additionally, 15 seminars and tours were held including a successful panel seminar for approximately 70 teachers, academics and government officials.

Artículos en revistas ; Las elecciones autonómicas celebradas el 22 de marzo de 2015 en Andalucía han devuelto la primacía electoral en esta comunidad al PSOE andaluz, tras el paréntesis que supuso el triunfo del Partido Popular en 2012. Sin embargo, aunque dicha victoria parece anticipar la continuidad de los socialistas en el gobierno regional, el mapa que se dibuja tras los décimos comicios autonómicos presenta elementos lo suficientemente originales como para hablar de un nuevo ciclo político. Ello se evidencia con la aparición de nuevos actores en la escena institucional y, en especial, en un parlamento autonómico caracterizado por la presencia de cinco grupos políticos y la ausencia de mayoría absoluta. El presente trabajo tiene por objeto realizar un esbozo de las claves que permiten confrontar con la Constitución las tasas judiciales establecidas por la Ley 10/2012, de 20 de noviembre, así como su modifi cación por el Real Decreto Ley 3/2013 de 22 de febrero. Aunque en principio la Constitución no se opone al establecimiento de un sistema de tasas judiciales, el legislador ha de respetar los límites que se derivan de la Constitución y especialmente de lo dispuesto en sus arts. 24.1 y 119.1 ; This article aims at examining from a constitutional point of view the court fee regulation brought in with the recent Law 10/2012 of 20 November as amended by Royal Law Decree 3/2013 of 13 February. Ce rapport a été réalisé dans le cadre d'un projet comparatif européen sur l'accès à l'enseignement supérieur, et présenté lors de la conférence de clôture de ce projet à Athènes le 22/11/2014. ; In this report designed for a European audience, and conceived within a project focused on access to higher education (HE), the first part recalls the principles that shape the present organization of the French system. Then, the present frame in which HE issues are nested is described (especially the evolution of the population eligible). In a third part, the report focuses upon the main problems one may consider about the functioning of access to HE (especially, the difficulty to regulate students' choices and to guarantee success), before setting out the main reforms which have been implemented to address them. Last, a fifth part underlines that some recurrent problems do remain (especially in an open non selective system), and evokes the ongoing debates (about professionalization, democratization.)
