Inclusive citizenship and degenderization: A comparison of state support in 22 European countries

AbstractThis paper argues that welfare state progress needs to be based upon support for "inclusive citizenship" – the right to care, work and earn. Comparative analyses of welfare have often focused on defamilization to capture these dimensions. But inclusive citizenship requires challenging gender roles in both work (public sphere)andcare (private sphere), and thus the paper argues that the concept of degenderization is a more suitable analytical tool. This paper adds to our understanding by operationalizing the concept of degenderization to compare how (far) 22 European countries degenderize. Indeed, it goes further to examine not just howmuchwelfare states degenderize buthow– whether they focus on degenderingbothwork and care, crucial for "inclusive citizenship". To examine how states degenderize, it uses a new way of classifying welfare states by examining policy packages using radar charts. It examines how much they degenderize against a yardstick, using the Surface Measure of Overall Performance approach. Seven welfare types were identified, but none fully supported inclusive citizenship. Indeed, the country clusters identified in this study differ from those found by previous studies, challenging commonly held views about which countries ought to be seen as key exemplars. This reflects the paper's distinctive focus on inclusive citizenship – capturing support for degendering care and work – and that it compares countries on the basis of their policy packages. It also examines how approach to and generosity of degenderization are related to gender equality outcomes.

Les élections municipales et autonomiques du 22 mai en Espagne et en Catalogne
Les élections municipales et autonomiques qui se sont déroulées le 22 mai 2011 en Espagne représentent le plus important succès électoral du Parti Populaire à l'échelle territoriale. Ce papier analyse les données du scrutin, en observant la participation électorale, la répartition territoriale des votes obtenus par chacune des formations politiques, de même que la position de ces élections municipales et autonomiques dans le cycle électoral des vingt dernières années. Après avoir traité des explications globales de ce renversement, il se focalise sur la Catalogne, où seules avaient lieu les élections municipales ; Municipal and autonomic elections, which took place in May 2011 in Spain, represent the largest electoral victory for the Popular Party at the territorial level. This paper analyzes data polling , scrutinizing voters' turnout, the territorial distribution of electoral votes obtained by each party as well as the position of the autonomic and municipal elections within the electoral cycle of the last twenty years. After dealing with global explanations of these results, it focuses on Catalonia, where only the municipal elections were held

A General Model of Author "Style" with Application to the UK House of Commons, 1935–2018

We consider evidence for the assertion that backbench members of parliament (MPs) in the UK have become less distinctive from one another in terms of their speech. Noting that this claim has considerable normative and substantive implications, we review theory and findings in the area, which are ultimately ambiguous on this question. We then provide a new statistical model of distinctiveness that extends traditional efforts to statistically characterize the "style" of authors and apply it to a corpus of Hansard speeches from 1935 to 2018. In the aggregate, we find no evidence for the claim of more homogeneity. But this hides intriguing covariate effects: at the MP-level, panel regression results demonstrate that on average, more senior backbenchers tend to be less "different" in speech terms. We also show, however, that this pattern is changing: in recent times, it is more experienced MPs who speak most distinctively.

Cuando la Revolución Libertadora llegó a YPF: la comisión investigadora No 22
En septiembre de 1955, un movimiento encabezado por las Fuerzas Armadas junto con la adhesión de numerosos sectores civiles, dieron fin al gobierno peronista mediante un golpe de estado. Luego del mismo, y del fracaso del proyecto conciliador del General Eduardo Lonardi, el presidente Pedro Eugenio Aramburu habilitó una serie de acciones tendientes a revisar el "régimen depuesto". En este marco surgieron las denominadas Comisiones Investigadoras con la finalidad de obtener herramientas justificadoras de la persecución y proscripción del peronismo. En este trabajo analizaremos los expedientes que elaboró la denominada "Comisión n° 22", la cual tuvo a su cargo la investigación sobre lo actuado en YPF durante el gobierno peronista, enfocándonos en los tipos de denuncias que se hallaron en los mismos. La hipótesis que guía este artículo es que no solamente la Revolución Libertadora impugnaba la politización de YPF, que la habría llevado a la decadencia y por ende a la "entrega del petróleo", sino que lo que resultaba ahora inadmisible era la fidelidad al peronismo que todavía expresaban los agentes de la empresa estatal luego de 1955. A mega-index for the Americas and its underlying sustainable development correlations
Indicators and their composite indices have been embraced as development tools for guiding humanity toward a sustainable destination. In response, public and private organizations have generated hundreds of these metrics, making their application overwhelming to policymakers, planners, and scientists. Past reviews have revealed that a majority of common development indices have theoretical or quantitative shortcomings, supporting that there is no consensus regarding their theoretical basis, design, use, thresholds-of-effect, or validation. In response, this study was designed around four guiding research questions: (i) What are the underlying development themes within a collection of established sustainability indices, and what distinguishes winning locations from losing ones? (ii) Are the three major divisions of sustainability (economic growth, social equity, environmental integrity) equally represented by current sustainable development measuring initiatives? (iii) Could just a few common and freely available indicators capture all present dimensions of sustainable development? (iv) Would a new sustainable development mega-index research paradigm improve humanity's ability to assess progress toward sustainability? Those questions were investigated using data from 30 mostly contiguous Western Hemisphere nations and three amassing methodological objectives. First, 31 known indices were reduced into underlying dimensions (factors) of sustainable development. Next, those factors were combined (aggregated) into the first mega-index of sustainable development (MISD). Finally, 11 common development indicators were explored regarding collinearity and explanatory power of the sustainable development dimensions and MISD. Seven latent dimensions (sub-metrics) captured over 85% of the variation of the original 31 indices, with socioeconomic themes dwarfing environmental ones. The factors conveyed: (F1) socioeconomic well-being synergies; (F2) economic freedom and democracy; (F3) environmentally efficient happiness; (F4) ecosystem wellbeing; (F5) peace to economic vulnerability tradeoff; (F6) natural resources protection; and (F7) environmental stewardship and risk resilience. MISD is the geometric mean of the seven sub-metrics,which were directed toward sustainability, and rescaled (normalized) 0 (worst case) to 100 (best case). Geographically, this study ranked Belize best overall, followed by Guyana, Panama, Uruguay, and Canada; Barbados ranked worst, preceded by Haiti, Trinidad and Tobago, Mexico, and Cuba. Winning countries were characterized by low population density, increased forestland, decreased urban, and larger country area. Child mortality and population growth rate remained negative predictors of socioeconomic conditions; however per-capita CO2 sacrificed ecological integrity for improved human well-being. Mega-index creation will serve as an important scientific stepping-stone for improving accuracy and simplifying valuations of sustainable development, thus others should follow. ; Shaker, R. R.
