U.S. Congressional publication. 2 pp. ; The U.S. Serial set is a specially bound, consecutively numbered version of all House and Senate reports and documents. Many, but not all, of the government documents in the Americas archive come originally from the U.S. Serial set, although were bound together at some later point into the collection that is now represented in this collection.
The purpose of this study is to investigate policy coalitions of the Every Student Succeeds Act (ESSA) at U.S. congressional hearings. This study is grounded in the advocacy coalition framework, which argues that advocacy coalitions are forged by policy actors who have similar policy preferences. To identify the coalitions, according to the policy claims articulated by policy actors, discourse network analysis was performed to examine 30 testimonies in the congressional hearings on ESSA since its passage in 2015. The policy actors fall into eight categories: (1) federal administrative and executive offices, (2) state administrative and executive offices, (3) teachers unions, (4) interest groups, (5) superintendents, (6) teacher, (7) education professor, and (8) Congress members. The results of discourse network analysis suggest four coalitions based on the actors' policy claims on (1) equity, (2) assessment and accountability, (3) states have changed/passed legislation to align the state accountability systems with ESSA goals, and (4) the U.S. Department of Education's state plan approval was inconsistent with the ESSA statutory provisions. The findings provide timely insights into the ongoing process of ESSA implementation at the federal, state, and local levels.
Die Women's National Coalition (WNC) is in 1992 gestig om gelykberegtiging vir vroue in demokratiese Suid-Afrika te verseker. Inligting oor vroue se behoeftes en aspirasies sou ingesamel word en in 'n Vrouehandves saamgevat word wat uiteindelik deel van die nuwe grondwet sou word. The unsustainable, and still rapidly growing, U.S. Federal Government debt is a classic case of ''in denial." Indeed, we are no closer to a solution to the debt crisis than we were ten years ago when the Simpson-Bowles Commission issued a report with recommendations to address the nation's debt crisis. The bipartisan Commission fell short of the supermajority vote required to submit their recommendations to Congress. President Trump declared a debt crisis, but didn't act like it. Various commissions and think tanks have made numerous recommendations. In 2019, a Congressional Committee was appointed to recommend budget process reforms, but that Committee could not agree on any recommendations to submit to Congress. While the dominant sentiment is that maybe if we ignore it, it will just go away, the debt crisis will not just vanish. And we have a glimmer of hope to nurture. The Trump Administration has been hinting that a re-elected President Trump will begin to take serious action to address the debt crisis he declared in 2017. Indeed, the first year of a second presidential term is the most favorable time for difficult action to reign-in spending and debt growth.
