El papel de la opinión publicada en la prensa escrita colombiana antes del plebiscito del 2 de octubre de 2016O papel da opinião publicada na imprensa colombiana antes do plebiscito de 2 de outubro de 2016This article gathers the results of a descriptive research project conducted by researchers from the Media Observatory of the School of Communication at the Universidad de La Sabana. It discusses the role of opinions published in the Colombian press before the plebiscite of October 2, 2016 with which the Government of President Juan Manuel Santos Calderón intended to endorse the peace agreements reached with the Revolutionary Armed Forces of Colombia (FARC). Using the content analysis method, 466 plebiscite-related opinions published by the main national and regional printed media in Colombia were analyzed. We noted, among other things, the primacy of emotional persuasive resources over rational ones, greater presence of episodic interpretation frameworks over thematic ones, and a strong political, social and cultural connotation within the arguments for or against approving the Havana peace accords. Persuasive strategies included the use of values, either their exaltation or threatened continuity, especially in central aspects of the Colombian political culture matrix such as the risk of changing the economic model, the hypothetical threat to the democratic system, or the destabilization of social and moral models such as the family structure.Para citar este artículo / to reference this article / para citar este artigoGómez-Giraldo, J. Con la metodología del análisis de contenido, se analizaron 466 piezas de opinión publicadas por los principales medios impresos nacionales y regionales de Colombia relacionadas con el plebiscito. Se evidenció, entre otras cosas, la primasía de los recursos persuasivos emocionales sobre los racionales, una mayor presencia de marcos de interpretación episódicos por encima de los temáticos y una fuerte connotación política, social y cultural dentro de la argumentación a favor o en contra de aprobar los acuerdos de La Habana. Las estrategias persuasivas involucraron la utilización de valores, o bien su exaltación, o bien la amenaza de su continuidad, sobre todo, en aspectos centrales de la matriz de cultura política de los colombianos, como el riesgo del cambio de modelo económico, la hipotética amenaza al sistema democrático o la desestabilización de referentes sociales y morales como la estructura familiar.Para citar este artículo / to reference this article / para citar este artigoGómez-Giraldo, J. Background: Open source software (OSS) and software ecosystems (SECOs) are two consolidated research areas in software engineering. The adoption of OSS by firms, governments, researchers and practitioners has been increasing rapidly in the last decades, and in consequence, they find themselves in a new kind of ecosystem composed by software communities,foundations, developers and partners, namely Open Source Software Ecosystem (OSSECO). In order to perform a systematic quality evaluation of a SECO, it is necessary to define certain types of concrete elements. This means that measures and evaluations should be described (e.g., through thresholds or expert judgment). The quality evaluation of an OSSECO may serve several purposes, for example: adopters of the products of the OSSECO may want to know about the liveliness of the OSSECO (e.g., recent updates); software developers may want to know about the activeness (e.g., how many collaborators are involved and how active they are); and the OSSECO community itself to know about the OSSECO health (e.g., evolving in the right direction). However, the current approaches for evaluating software quality (even those specific for open source software) do not cover all the aspects relevant in an OSSECO from an ecosystem perspective. Goal: The main goal of this PhD thesis is to support the OSSECO quality evaluation by designing a framework that supports the quality evaluation of OSSECOs. Methods: To accomplish this goal, we have used and approach based on design science methodology by Wieringa [1] and the characterization of software engineering proposed by M. Shaw [2], in order to produce a set of artefacts to contribute in thequality evaluation of OSSECOs and to learn about the effects of using these artefacts in practice. Results: We have conducted a systematic mapping to characterize OSSECOs and designed the QuESo framework (a framework to evaluate the OSSECO quality) composed by three artifacts: (i) QuESo-model, a quality model for OSSECOs; (ii) QuESoprocess, a process for conducting OSSECO quality evaluations using the QuESo-model; and (iii) QuESo-tool, a software component to support semi-automatic quality evaluation of OSSECOs. Furthermore, this framework has been validated with a case study on Eclipse. Conclusions: This thesis has contributed to increase the knowledge and understanding of OSSECOs, and to support the qualityevaluation of OSSECOs. La evaluación de la calidad de un OSSECO puede ser de utilidad desde diferentes perspectivas, por ejemplo: los que adoptan los productos del OSSECO pueden querer conocer la vitalidad del OSSECO (por ejemplo, el número de actualizaciones recientes); los desarrolladores de software pueden querer saber sobre la actividad del OSSECO (por ejemplo, cuántos colaboradores están involucrados y qué tan activos son); incluso la propia comunidad del OSSECO para conocer el estado de salud del OSSECO (por ejemplo, si está evolucionando en la dirección correcta). Sin embargo, los enfoques actuales para evaluar la calidad del software (incluso aquellos específicos para el software de código abierto) no cubren todos los aspectos relevantes en un OSSECO desde una perspectiva ecosistémica. Objetivo: El objetivo principal de esta tesis doctoral es apoyar la evaluación de la calidad de OSSECO mediante el diseño de un marco de trabajo que ayude a la evaluación de la calidad de un OSSECO. Métodos: Para lograr este objetivo, hemos utilizado un enfoque basado en la metodología design science propuesta por Wieringa [1]. Adicionalmente, nos hemos basado en la caracterización de la ingeniería de software propuesta por M. The object of this research is the commercial banks of Cyprus. The paper examines the impact of macroeconomic changes, in particular inflation, on the level of non-performing loans in commercial banks. The macroeconomic indicators studied include inflation rates. The research methodology is based on theoretical and methodological analysis of the scientific literature, statistical and econometric methods, as well as observation, comparative method, description, measurement, analysis and modeling. To develop a statistical model that represents the relationship between inflation rates and non-performing loans in Cyprus, the author uses simple linear correlation and data analysis methods such as the correlation coefficient and the determination coefficient.The research results show that the resulting econometric model is acceptable, since the determination coefficient is equal to 0.504, and inflation indicators are decisive for the level of non-performing loans. This is due to the fact that the correlation coefficient between these variables is –0.710, and according to the Chaddock scale the coupling magnitude is high. In addition, the correlation coefficient of inflation and non-performing loans in Cyprus is statistically significant, since the value of the correlation coefficient is beyond the limits of critical values of |0.468|. Also from the research results it is found that in the case of Cyprus, inflation rates are negatively associated with non-performing loans, since the resulting correlation coefficient is a negative number. The resulting model is not used to compile a short-term forecast, due to the insufficient value of the determination coefficient (50.4 %). In general, it is proposed that policy makers devote considerable attention to the determinants of non-performing loans, as the deteriorating conditions of non-performing loans will affect not only banking institutions, but also the general state of the financial system of Cyprus. The practical significance of the research cited in the work lies in the fact that the research results can be used as reference material for business, government and education. ; Объектом данного исследования являются коммерческие банки Кипра. В цілому пропонується, щоб особи, що визначають політику, приділяли значну увагу детерминантам непрацюючих кредитів, так як умови непрацюючих кредитів, що погіршуються, будуть впливати не тільки на банківські установи, а й на загальний стан фінансової системи Кіпру. Практична значимість досліджень, наведених в роботі, полягає в тому, що результати досліджень можуть бути використані в якості довідкового матеріалу для бізнесу, уряду та освіти.
El trabajo analiza la regulación de la transparencia y el acceso a
la información en las entidades locales vascas. Pone de relieve la necesidad de
atender a varios bloques normativos: el estatal, constituido por la Ley 19/2013,
de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno,
por una parte, y a la Ley 7/1985, de 2 de abril, reguladora de las Bases del
Régimen Local, por otra. El autonómico vasco, integrado por la Ley 2/2016, de 7
de abril, de Instituciones Locales de Euskadi (LILE) y a la que previsiblemente se
unirá la futura Ley de Transparencia, participación ciudadana y buen gobierno
del sector público vasco. Y el local, constituido por las Ordenanzas que han ido e
irán aprobando no pocas entidades locales vascas, que, respetando los bloques
normativos estatal y autonómicos pueden concretar para su respectiva entidad
aspectos organizativos e ir más allá de las amplias obligaciones ya previstas en
la normativa básica estatal y de desarrollo autonómico. En el estudio se analizan
los diversos aspectos en juego: el sentido de la transparencia, su reconocimiento
en la Constitución y su desarrollo legal anterior a la Ley estatal de transparencia
en la legislación estatal general y local, la aprobación de las leyes estatal y autonómicas
y su u respectivo ámbito de aplicación, así como el ámbito de decisión
de las entidades locales, la nueva regulación en la LILE y las dudas de encaje
con el Proyecto de Ley vasca de transparencia, los obligados, los límites, la publicidad activa, el derecho de acceso a la información pública o publicidad pasiva,
las garantías y, finalmente, la relación de las Leyes de transparencia con el

harremana. This work analyzes the regulation of transparency and the
access to information within the Basque local governments. It highlights the
need to pay attention to several legal systems: that of the State, with Act
19/2013 of December 9th, on transparency, access to public information and
good governance on one hand and that of the Act 7/1985 of April 2nd, governing
the bases of the local regime on the other. The Basque autonomous system
with Act 2/2016 of April 7th on Local Entities of Euskadi (LILE) and which
predictably will also be integrated with the future Act on transparency, citizen
participation and good governance within the Basque public sector. And the
local, with the ordinances approved and yet to be enacted by not few Basque
local entities which if they do not interfere in State and Autonomous systems
can specify for its own entity organizational issues and go beyond the broad
obligations established by the State basic regulation and that of autonomous
development. In this study the different aspects at stake are studied: the
meaning of transparency, the acknowledgement by the Constitution and its legal
development previous to the State Act on Transparency by the State general
and local legislation, the approval of the State and Autonomous acts and their
respective scope of application, together with the decision-making scope of local
entities, the new regulation by the LILE and the doubts of fitting with the Basque
bill on transparency, the persons concerned, the limits, the active advertisement,
the right of access to public information or passive advertising, the guarantees
and finally the relationship between the Acts of transparency with the access of
councilmen and councilwomen to the municipal information.
The main topic of the thesis is the search and obtention of certain tools and criteria which allow us to propose an analytical methodology in order to understand and demonstrate the reasons why Spain has been importing Clinker from so far places as China or Thailand instead of Turkey which should have been the "natural" supplier due to their geographical proximity. Initially we highlighted the next objectives: -To Analyze the capacities and/or logistic limitations of the spanish ports on their cement terminals. -To demonstrate that the import/export capacities of a country go intimately linked to their logistic capacities. -To relate the main cement economic parameters with the import/export capacities of a country. For that: -We have studied the cement history from their begginings together with his Spanish evolution till nowadays. -We have analyzed the freight market from the cement transportation point of view. -We have analyzed the Spanish port cement terminals. -We have issued done freight calculations in order to demonstrate the paramount importance of the ports logistics capacities. Achieving the next conclusions: -The freight value is what determines the global cement movements. The shorter distance does not guarantee the cheapest freight. -It has been demonstrated that the import/export capacites of a country go linked to economical factors, which might be financial or logistics, and the economical level of a country are intimately linked to the cement consumption of the same. -It has been demonstrated that the logistic capacities are the ones determining if a country can import/export to overseas countries, so Spain with her fantastic ports and bulk terminals has been able to receive big vessels from distant countries like China. Also we can confirm: -The cement is a strategical material that big corporations and governments try to control giving rise to an oligopoly. -The value of a ship analyzed as a logistic cost is directly related to the value of the cement. We have standardized a formula to pass from Time charter to a freight par metric ton. -The cost of the low value dry bulk cargoes depends almost exclusively of their logistic cost. -The economy of scale in the cement world does not always apply, due to the fact that in a lot of places we need vessels cranes and grabs to load/discharge which makes totally impossible to use bigger vessels because those are usually gearless. ; El tema central de la tesis es la búsqueda y la obtención de unas herramientas y/o criterios que permitan proponer una metodología de análisis para entender y demostrar las razones por las que España ha importado Clinker de lugares tan lejanos como China o Tailandia en lugar de Turquía que debería haber sido el suministrador "natural" por cercanía. La distancia más corta no nos garantiza el flete más barato. -Queda demostrado que la capacidad de importación y exportación de un país va ligada a factores económicos, ya sean logísticos o financieros así como el nivel económico de un país está íntimamente relacionado con el consumo de cemento del mismo. -Ha quedado demostrado que las capacidades logísticas son las que determinan si un país puede importar y/o exportar a países lejanos, ergo España con sus fantásticos puertos y terminales de graneles ha podido recibir buques grandes y por tanto importar de lugares tan lejanos como China. Asimismo, podemos afirmar: -El cemento es un material estratégico que tanto corporaciones como gobiernos intentan controlar y que da por tanto lugar a un oligopolio. -El valor del buque analizado como coste logístico afecta de forma directamente proporcional al valor del cemento. "La buena noticia es que sabemos qué hacer hoy. La buena noticia es que, tenemos todo lo necesario para hacer frente al desafío del calentamiento global. Tenemos todas las tecnologías que necesitamos, cada vez se están desarrollando más, y se están volviendo disponibles y más accesibles cuando se producen a gran escala, facilitando hacer frente a este desafío. Pero no tendríamos que esperar, no podemos esperar, no debemos esperar." AL GORE, discurso en la Convención Nacional del Sierra Club, 9 de septiembre de 2005. Como lo dijo Al Gore en su discurso, tenemos los recursos ya listos para poder preservar el medio ambiente. Pero, ¿Cómo tenemos que proceder para poner estos recursos al servicio del planeta? Es una buena pregunta que intentan contestar los gobiernos de nuestros países Europeos. Al final del año 2007 se lanzó en Europa un plan de actuación llamado 20-20-20. Este plan pone como fecha límite 2020 para reducir las emisiones de CO2en un 20%, reducir nuestro consumo energético en un 20% y aumentar las energías renovables en un 20%. Estamos ahora en 2014, entonces hemos alcanzado ya la mitad del plazo y tendríamos que haber llegado ya a un 10%. Comentaré en la primera parte donde estamos con respeto a estos objetivos. En Francia, estas medidas se aplican en diversos sectores de actividad, yo he decidido enfocarme en el de la edificación. He realizado una práctica en una oficina técnica de la empresa SNC LAVALIN, uno de los líderes de este sector. He tenido la ocasión de participar en varios proyectos, y en este estudio trataré uno en particular. Trabajé sobre el diseño del sistema de climatización para una bodega de tamaño industrial. Para darse una idea de la capacidad del edificio, hoy se almacenan mas de 2 millones de botellas con un valor que alcanza los 60 millones de euros en total. La climatización de un edificio de este tamaño plantea varios problemas de diseño e ingeniería. A través de este estudio explicaré los pasos que se tienen que seguir para poder diseñar de manera organizada un sistema de este tipo. Me apoyé en un programa de simulación térmico para ayudarme en el cálculo de parámetros necesarios al diseño, y propuse 4 configuraciones para el edificio. Al final del estudio comparé los resultados de cada configuración en términos de impacto medioambiental, consumo de energía, y de coste. Se podrá verificar como se posiciona cada configuración con respeto a las expectativas de ahorros en las construcciones recientes. ; The good news is we know what to do. The good news is, we have everything we need now to respond to the challenge of global warming. We have all the technologies we need, more are being developed, and as they become available and become more affordable when produced in scale, they will make it easier to respond. But we should not wait, we cannot wait, we must not wait. AL GORE, speech at National Sierra Club Convention, Sept. 9, 2005. As just said Al Gore in his speech, we have all the technologies available to face the challenge of global warming. How do we proceed to make benefit our planet from those advances? That is the big question that all governments intend to answer. By the end of 2007, Europe started an action plan called 20-20-20. This plan put a deadline for all participant countries, by the end of 2020, to cut their CO2 emissions by 20%, to reduce their energy consumption also by 20%, and to increase the use of renewable energy by 20%. Now in 2014 we have reached the half of the period, so we should be at the 10% point. I will comment in the first part how the things have gone so far. In France, we apply these measures in different sectors, for my part I decided to focus on the building trade. I made an internship in a design office of SNC LAVALIN group (one of the leader in building trade). I had the opportunity to participate in different projects, so in this study report I will talk about one in particular. I worked on the design of a HVAC system for a wine warehouse. To give you an idea of the building capacity, it stores currently more than 2 billion bottles of wine what represent an amount of 60 billion Euros. The climatization of such a big building raises design and Engineering difficulties. Through this study, I will explain the basic steps we need to follow in order to design such a system with an organized approach. I used a software program close to CALENER to support my design, and help me in the calculus of required parameters, that way I suggested 4 configurations of the building. In the end, I compared the results of each configuration according to the environmental impact, energy consumption, and costs. This way we will be able to check how this building satisfies the requirements of new constructions. ; Ingeniería Industrial
In 2001–2002 the Swedish Environmental Protection Agency (SEPA) initiated an investment in larger research programs, funded over periods of six years. This report evaluates, with emphasis on bibliometric methods, seven of the programs established in the final phase of this initiative. The programs started around 2003–2004, in one case a bit later, and ended around and after 2010.Initially, it can be stated that one of the program's primary effect has been to allow for more than 30 young scientists to contribute to the expansive research area with their dissertations. A number of these PhDs will in due time move to other activities in companies and government agencies and at the same time society's absorptive capacity for new knowledge in the environmental field will be expanded and transformed.This main message of this report concerns the publication production and citation performance of researchers within the above mentioned seven research programs. Papers published by more than 100 researchers are compared with papers published by their international colleagues during the same time period and in the same areas of science. The analysis primarily focuses on those scientific papers the researchers themselves have reported as a result of program-related activities. In addition, analyses have been carried out based on (1) all publications from all program members in the Web of Science database, and (2) on all team member publications similarly indexed in Google Scholar. These latter two studies provide results which basically indicate lower performances than the analysis based on self-reported publications.It is worth noting that remarkably few of the publications specifically mentioned the SEPA as financier in the respective "funding acknowledgements" in the articles.Concerning publication productivity, i.e. production of papers in relation to Nordic reference values, the SEPA funded programs exhibit an activity at levels that would be expected by researchers in these areas. This implicates that the Swedish Environmental Protection Agency is likely to have received results in parity with the resources invested.With respect to the relative citation performance, the outcome was even better, about 50 per cent above international reference levels. Therefore, the impression is generally very good but the evaluation points out that three out of seven programs have weak impact.Concerning the grading of each programme based on self-reported publications: One of the research programs achieved levels equivalent to the highest rating, i.e. Outstanding. Another program reached the level of Excellent. Two programs had a citation score that corresponds to the grade Very Goodand two programs were rated as Good. Finally, one program with low level of activity, did not achieve satisfactory levels, i.e. Insufficient. ; Naturvårdsverket inledde 2001–2002 en satsning på större forskningsprogram, vilka finansierades över en femårsperiod. I denna rapport utvärderas, med tonvikt på bibliometriska metoder, sju av de program som startades i slutfasen av denna programsatsning.Inledningsvis kan konstateras att en huvudsaklig effekt har varit att ge förutsättningar för ett 30-tal nya forskare att med sina avhandlingar bidra till forskningsområdets expansion. I takt med att ett antal av dessa flyttar till andra verksamheter i företag och myndigheter kommer samhällets absorptionsförmåga av ny kunskap inom området att förbättras. Publiceringar i vetenskapliga tidskrifter utgör navet för utvärderingen och de specifika metoder som tillämpas bygger på idén att normalisera antalet artiklar och antalet erhållna citeringar till jämförbara områden. Analysen har i första hand inriktats på de artiklar som forskarna själva, enligt sina slutrapporter (eller motsvarande), redovisat som resultat av programrelaterade aktiviteter. Utöver detta har analyser utförts dels på publiceringar som hänför sig till programandeltagarnas samtliga publiceringar under programperioden dels på de publiceringar som på motsvarande sätt indexerats i Google Scholar. Dessa båda senare undersökningar ger i huvudsak resultat som är något svagare än analysen på basis av egenrapporterade publiceringar.Noterbart är att påfallande få av de publiceringar som programmen uppger vara relaterade till Naturvårdsverkets finansiering har uppgett finansiären i sina tack och tillkännagivanden, dvs. funding acknowledgements. Vad gäller produktivitet, dvs. antalet producerade artiklar i relation till nordiska referensvärden, uppvisar programmen en nivå som ligger i paritet med eller högre än vad som kunde förväntas av forskare inom dessa områden. I klara verba betyder det att Naturvårdsverket fått förhållandevis god utväxling på insatta resurser. Med avseende på citeringsgrad – påverkan på internationella kolleger inom de vetenskapliga nätverken – har utfallet varit likaledes gott om vi ser till den generella nivån. Med en citeringsgrad som uppgår till närmare 50 procent över världsgenomsnittet har Naturvårdsverket finansierat starka forskargrupper även om intrycket dras ned av att tre av sju program har förhållandevis svaga prestationer. Tar vi forskningsprogrammen inrapporterade publikationer till utgångspunkt erhåller vi följande: Ett program uppnår en nivå som motsvarar högsta betyg, dvs. Outstanding. Ett annat program uppnår nivån Excellent och ytterligare två program får betyget Very Good. Vidare har två program en citeringsgrad som motsvarar betyget Good. Slutligen ges ett program, som till följd av låg aktivitet inte når tillfredsställande nivåer, betyget. Insufficient. Betygssättningen bygger på drygt trehundra svenska forskargrupper som varit inbegripna i olika finansieringsprogram för excellens och starka forskningsmiljöer (se nedan sid. 66–67).
La década de los noventa marcó el inicio de la modernización del transporte urbano en las principales ciudades de Venezuela, entre ellas en la ciudad de Maracaibo, segunda ciudad en importancia en el país, proceso que tuvo lugar formalmente desde la Alcaldía de Maracaibo, pero en el cual participaron numerosos actores nacionales e internacionales que dan cuenta de un proceso que se inserta en un modelo de transporte urbano de origen foráneo, vinculado a la necesidad de poner esta actividad a tono con los requerimientos de una economía de mercado. El propósito de este trabajo es identificar la política que en definitiva se formó, los distintos actores involucrados y el rol de cada uno. Se parte de la hipótesis que es escasa la participación local en este proceso, el cual se origina en los organismos multilaterales. Los resultados revelan: 1) Los principales actores involucrados en la formación de la política fueron: Banco Mundial, Consorcio Systra-Sofrrtu, Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo (IMTCUMA), Fondo Nacional de Transporte Urbano (FONTUR), Ministerio de Infraestructura (MINFRA), antiguo Ministerio de Transporte y Comunicaciones (MTC), La Universidad del Zulia, Comisión Presidencial del transporte para la ciudad de Maracaibo, Consejo Venezolano de transporte, Alcaldía de Maracaibo y Metro de Maracaibo; 2) La participación de estos organismos fue muy variada, correspondiéndole el rol de orientador al Banco Mundial y el resto en distintos niveles y en el rol de asesores y ejecutores; 3) La política estuvo dirigida a: reducir los tiempos de viaje de los trabajadores; incorporar empresas privadas en el sector transporte y dar prioridad en la prestación del servicio en los sectores comerciales e industriales. Se concluye que la política de transporte de la ciudad de Maracaibo ha tenido lugar con la participación de los organismos multilaterales y la escasa participación del gobierno local y los usuarios. ; The 1990s marked the start of the urban transport modernization in the main cities of Venezuela, including Maracaibo, the second city. It was formally managed from the Mayor's Office of Maracaibo, but involved a number of national and international actors in a process that became embedded into an urban transport model of foreign origin, linked to the need of aligning this activity with the market economy requirements. The purpose of this paper is to identify the policy that resulted in the end, the different actors involved, and the role played by each of them. The basis assumption is the scarce local participation in this process, which arose from multilateral organizations. The results reveal that: 1) The main actors involved in the policy structuring were: World Bank, Systra-Sofrrtu Consortium, Maracaibo Urban Mass Transport Institute (Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo –IMTCUMA–), National Urban Transport Fund (Fondo Nacional de Transporte Urbano –FONTUR–), Ministry of Infrastructure (MINFRA), former Ministry of Transport and Communications (MTC), La Universidad del Zulia, President's Transport Commission for the city of Maracaibo, Venezuelan Transport Board, Mayor's Office of Maracaibo, and Metro of Maracaibo; 2) The participation of these organizations was very varying, the World Bank playing the directing role, and the others in different levels as advisors and implementers; 3) The policy was addressed to: reducing workers commuting times; incorporating private companies into the transport sector; and giving priority to the service provision in commercial and industrial sectors. The conclusion is that the transport policy in the city of Maracaibo occurred with the participation of multilateral organizations and very little participation of the local government and users. ; A década dos noventa marcou o início da modernização do transporte urbano nas principais cidades da Venezuela, entre elas na cidade de Maracaibo, segunda cidade em importância no país, processo que teve lugar formalmente desde a Prefeitura de Maracaibo, mas no qual participaram numerosos atores nacionais e internacionais que dão conta de um processo que insere-se em um modelo de transporte urbano de origem forânea, vinculado à necessidade de pôr esta atividade a tom com os requerimentos de uma economia de mercado. [spa] Esta tesis doctoral centra su interés en el estudio geográfico de la cuenca hidrográfica del estero Morales, afluente del río Volcán, en los Andes centrales chilenos. Para ello analiza el medio biofísico, describe, analiza y clasifica el paisaje, realiza una serie de propuestas para su mejor y adecuada gestión. Se trata de una investigación de base que aporta datos de interés relativo al funcionamiento del sistema natural del valle, catalogado como figura de protección por parte del Gobierno chileno, administrado por CONAF, tipo de paisaje que lo caracteriza y recomendaciones para su uso y salvaguarda de sus valores patrimoniales (medio natural y social-económico). Desde la perspectiva del medio biofísico hay que señalar el interés que posee la zona de estudio, pues se trata de un valle recientemente deglaciado en el que en cabecera aún persisten masas glaciares (glaciar de San Francisco). Ello lo convierte en un espacio montañoso donde el medio glaciar y periglaciar persisten y alternan según estacionalidad, lo que conduce la dinámica y evolución de sus ecosistemas. En tal sentido, destaca, ante todo, la proliferación de procesos morfogénicos de producción de clastos y movimientos de masas, que se traducen en una generalizada inestabilidad de laderas producto de las fuertes pendientes. Estas condiciones de clima frío se traducen en el desarrollo incipiente de suelos, mayoritariamente de acuerdo a su capacidad de uso Vlll y en la presencia de una cubierta vegetal en disposición abierta y de porte herbáceo o subarbustivo. Biophysical medium, landscape and behavior proposal." TEXT: This Phd thesis deals with the geographical study of the Morales stream basin, tributary of the Volcán River, in the Chilean central Andes. For that purpose it analyses the biophysical medium; describes, analyses and classifies the landscape, it puts forward a series of proposals for its better and adequate management. It is about a base research that provides interesting data related to the valley's natural system classified as protected figure by the Chilean government, managed by CONAF, type of landscape that characterizes it and recommendations for its use and safeguard of its patrimonial values. From the biophysical medium perspective it must be said that this region possesses a huge interest because it is a recent melted glacier where we still can see an ice cap (San Francisco glacier). This fact turns it into an specific mountainous area where glaciers and periglaciers endure and take turns according to the season, fact that guides the dynamism and evolution of their ecosystem. In that sense, what can be highlighted is the spread of morphogenic processes, clastos production and mass movements, all that results on a generalized instability of hillsides due to steep slopes.This cold weather conditions converge at the development of an incipient ground, mainly because of its capacity to use VIII and on the presence of a vegetation cover in an open position and herbaceous or shrub-like size. However these ecological conditions are not the same in the lowest sections of the valley where Baños Morales village can be found. It is an urban center which shows a diverse landscape due to nice weather conditions and an introduced wooded area. The valley itself is a high value patrimony medium, particularly in its biophysical and socio cultural context plus thermal water outbursts due to volcanic activity in the area. That fact gives the place the quality of "protected area" because there are vast ecosystems that house relic vegetal species and material form old colonization, besides the fact of being a significant high scientific enclave to do research and also to follow up the melting process of ice caps mass glaciers (San Francisco). These circumstances require actions towards the landscape and so, it is necessary to check former laws put forward by CONAF and, at the same time, to assume new programs by the administration that will lead towards the preserving of patrimonial values and beauty of the valley.

The purpose of this research is to increase our understanding of how sustainable entrepreneurship (SE) can enable the commercialisation of radical clean technologies (cleantech). The aim is to realise more sustainability-oriented innovation (SOI) in order to move towards an economy with closed carbon loops and an efficient (re-)use of resources. Previous research focussed on drivers, barriers, and success factors for SE and identified sustainability-specific characteristics that could be added to findings of conventional innovation and entrepreneurship studies. Hence, new cleantech ventures face barriers related to SOI (e.g., path dependencies, regulatory dependencies or absence of business cases) and entrepreneurship-related hurdles in general. In particular, the interplay of the dimensions sustainability effect and market impact has been discussed in the light of SE's capabilities to contribute to a sustainability transition. Furthermore, risk capital in the form of venture capital (VC) has been acknowledged to play an important role in the commercialisation of cleantech via SE. Recent research suggests facilitating SE with dedicated systems that address these specifics and help to coordinate both dimensions. Three management problems are reflected in this research and discussed in the doctoral thesis. First, specific barriers of new radical cleantech ventures on multiple levels (internal, external, hybrid) have not been examined in light of overcoming these hurdles with dedicated support systems. Second, the financial supply from private actors for these ventures in an early stage of their development is scarce due to unfavourable risk-return ratios. Hence, strategies that increase the capital supply by decreasing risk and increasing returns are necessary. Lastly, although previous research has examined different roles and activities that support system actors such as intermediaries should carry out, little is known about the evolution of these roles and activities or the evolution and survival of intermediary actors themselves. The empirical setting of this PhD project is directed at niche, intermediary and system actors in the radical cleantech field with a focus on carbon dioxide (CO2) utilisation. This research draws from over 80 interviews with individuals from new ventures, large incumbents and infrastructure provider, investors, investment experts, and innovation intermediaries primarily in Europe, North America, and Australia. Methodology applied in this research is a set of qualitative and semi-quantitative methods. Data from semi-structured interviews and documentation are analysed using Atlas.ti software and are combined with semi-quantitative evaluations from recorded interview data and collected survey data in case-study and "mixed-methods" approaches. Results from these analyses are manifold. First, cross-linkage barriers – bridging internal and external barrier dimensions – occur in addition to barriers within the internal organisation and external stakeholders and complete the barrier framework for new CO2 utilisation ventures. Second, commercialising the technologies of these ventures confirms the tensions between the dimensions of sustainability effect and market impact and thereby supports the notion of increased complexity in comparison to conventional new technology ventures. Third, 27 strategies are identified that potentially affect the investor's decision-making for early-stage, hardware-, material- or chemical-based cleantech venture investments by either increasing expected returns (archetypes a and b) or decreasing risks (archetypes c and d). Fourth, the potential, relevance and implementation complexity of these strategies are determined, and on this basis, strategy clusters for recommendations to bridge the valley of death are developed for investors, ventures, service providers and public authorities. Fifth, the dynamics of innovation intermediaries over time are revealed and described based on their characteristics, scope, objectives, and roles and activities. Lastly, four dimensions are identified that influence the survival of coordinating innovation intermediaries: neutrality (independence from public administration or politics in terms of funding or technological orientation), technological context (interplay of market, policy, and technology), shared consensus (alignment and shared vision of stakeholders), and internal value creation (financial and non-financial values to sustain operations). Contribution to theory is the advancement of a barrier framework for new hardware-, material- or chemical-based cleantech ventures with an emphasis on the contextual relationships between internal and external dimensions. Moreover, both dynamic capabilities and stakeholder synergies are confirmed to be appropriate theories to describe internal and external barriers. In addition, the valley of death is used to describe the effect of strategies on the risk-return ratio of early-stage radical cleantech investments. Lastly, static typologies of characteristics, scope, objectives, and roles and activities are complemented by dynamic considerations about the evolution and survival of innovation intermediaries that are influenced by internal and external dimensions. In summary, all articles acknowledge internal (organisation) dimensions and external (stakeholder) dimensions across either the niche, intermediary or system (regime) level and confirm – in an overall framework – the notion to use innovation intermediaries as a connector between niche- and regime-level activities. Managerial implications are derived from this research for relevant stakeholders alongside the innovation process of new radical cleantech. First, four critical aspects of a dedicated support system (actors, resources, institutional settings, and the coordination of support systems) are used to provide recommendations to new ventures, policy makers and intermediary third parties about how to facilitate a successful commercialisation from CO2 utilisation ventures. Second, hands-on strategies within five areas of recommendation sensitise stakeholders (investors, new ventures, service provers and public authorities) beyond policy makers only of their stake in bridging the valley of death for new early-stage and hardware-, material- or chemical-based cleantech ventures. Third, innovation intermediation process is enriched by recommendations to acknowledge the technology-specific requirements of SOI for initiators (e.g., policy makers) and operators (innovation intermediaries) of this process. ; Zweck dieser Forschung ist es, unser Verständnis dafür zu verbessern, wie Sustainable Entrepreneurship (SE) die Kommerzialisierung radikaler sauberer Technologien (Cleantech) ermöglichen kann. Die Studie basiert auf 78 Interviews mit Personen aus neuen Unternehmen, großen etablierten Unternehmen und Infrastrukturanbietern, Investoren, Investmentexperten und Innovationsintermediären vor allem in Europa, Nordamerika und Australien. Die angewandte Methodik ist eine Reihe von qualitativen und semi-quantitativen Methoden. Daten aus halbstrukturierten Interviews und Dokumentationen werden mit der Software Atlas.ti analysiert und mit semi-quantitativen Auswertungen aus aufgezeichneten Interviewdaten und gesammelten Befragungsdaten in Fallstudien- und "Mixed-Methods"-Ansätzen kombiniert. Zweitens bestätigt die Kommerzialisierung der Technologien dieser Unternehmen die Spannungen zwischen den Dimensionen Nachhaltigkeitseffekt und Marktauswirkung und unterstützt damit die Auffassung von erhöhter Komplexität im Vergleich zu herkömmlichen neuen Technologieunternehmen. Drittens werden 27 Strategien identifiziert, die die Entscheidungsfindung des Investors für hardware-, material- oder chemiebasierte Cleantech-Venture-Investitionen im Frühstadium beeinflussen können, indem sie entweder die erwarteten Erträge erhöhen (Archetypen a und b) oder die Risiken verringern (Archetypen c und d). Viertens werden Potenzial, Relevanz und Umsetzungskomplexität dieser Strategien ermittelt und auf dieser Basis Strategiecluster für Empfehlungen zur Überbrückung des "Valley of Death" für Investoren, Unternehmen, Dienstleister und die öffentliche Hand entwickelt. Fünftens wird die Dynamik von Innovationsintermediären im Laufe der Zeit anhand ihrer Eigenschaften, ihres Umfangs, ihrer Ziele und ihrer Rollen und Aktivitäten aufgezeigt und beschrieben. Schließlich werden vier Dimensionen identifiziert, die das Fortbestehen der koordinierenden Innovationsintermediäre beeinflussen: Neutralität (Unabhängigkeit von öffentlicher Verwaltung oder Politik in Bezug auf Finanzierung oder technologische Orientierung), technologischer Kontext (Zusammenspiel von Markt, Politik und Technologie), gemeinsamer Konsens (Ausrichtung und gemeinsame Vision der Akteure) und interne Wertschöpfung (finanzielle und nichtfinanzielle Werte zur Aufrechterhaltung der Geschäftstätigkeit). Theoretischer Beitrag ist die Weiterentwicklung eines Barriereframeworks für neue hardware-, material- oder chemiebasierte Cleantech-Ventures mit Schwerpunkt auf den kontextuellen Beziehungen zwischen Innen- und Außendimensionen. Darüber hinaus werden sowohl dynamische Fähigkeiten als auch Stakeholder-Synergien als geeignete Theorien zur Beschreibung interner und externer Barrieren bestätigt. Zudem wird das "Valley of Death" angewendet, um die Auswirkungen von Strategien auf das Risiko-Rendite-Verhältnis von radikalen Cleantech-Investitionen im Frühstadium zu beschreiben. Schließlich werden statische Typologien von Merkmalen, Geltungsbereich, Zielen, Rollen und Aktivitäten durch dynamische Überlegungen über die Entwicklung und das Fortbestehen von Innovationsintermediären ergänzt, die von internen und externen Dimensionen beeinflusst werden. Zusammenfassend lässt sich sagen, dass alle Artikel interne (Organisations-)Dimensionen und externe (Stakeholder-)Dimensionen entweder auf Nischen-, Intermediär- oder Systemebene bestätigen und – in einem Gesamtrahmen – den Gedanken bestätigen, Innovationsintermediäre als Bindeglied zwischen Nischen- und Regimeaktivitäten einzusetzen. Management-Implikationen für die relevanten Stakeholder entlang des Innovationsprozesses neuer radikaler Cleantech werden auch aus dieser Forschung abgeleitet. Erstens werden vier kritische Aspekte eines dedizierten Fördersystems (Akteure, Ressourcen, institutionelle Rahmenbedingungen und die Koordination von Fördersystemen) genutzt, um Empfehlungen an neue Unternehmen, politische Entscheidungsträger und zwischengeschaltete Dritte zu geben, wie eine erfolgreiche Kommerzialisierung von CO2-Nutzungsvorhaben erleichtert werden kann. Zweitens sensibilisieren praktische Strategien in fünf Empfehlungsbereichen die Stakeholder (Investoren, neue Unternehmen, Dienstleister und Behörden) über die politischen Entscheidungsträger hinaus nur für ihre Beteiligung an der Überbrückung des "Valley of Death" für neue, auf Hardware, Material oder Chemie basierende Cleantech-Unternehmen. Drittens wird der Innovationsintermediationsprozess durch Empfehlungen zur Anerkennung der technologiespezifischen Anforderungen von SOI für Initiatoren (z.B. politische Entscheidungsträger) und Betreiber (Innovationsintermediäre) dieses Prozesses bereichert.

Over the last few days, there has been a flurry of news reports confirming that U.S. policy regarding Gaza is firmly based on revitalizing the Palestinian Authority (PA). This policy is part of the standard Great Power diplomatic toolkit aimed at empowering a supposed Third Force as a way out of a political and military nightmare. Alas, the record shows that Third Force policies are most often chimeras, not solutions, and that the choice boils down to cutting a deal with the group that is beyond the pale, or else accepting war for the indefinite future.One of the first Third Force policies took place just over a century ago, when the UK, fighting an insurgency in Ireland, looked for a political grouping that would be intermediate between the now-discredited system of direct rule and the demonized Sinn Fein. For several years, Lloyd George pursued a will o' the wisp Gladstoneism, creating and backing a Southern Irish Parliament; but in the end, was forced to abandon this idea and invite Sinn Fein's own Eamon de Valera himself to London to negotiate what became the Free State.Fast forward to Algeria, when French President Charles De Gaulle, having been returned to power by the threat of military revolt and having initially called for FLN rebels to surrender honorably, called for his version of a Third Force: an Algeria "governed by Algerians but in close union with France." This alternative to both the status quo and the "horrifying misery" of secession was, a year-and-a-half later, discarded in favor of negotiations with the FLN and independence.One can tell a similar story for other Great Powers fighting counterinsurgencies, such as the Russians in Afghanistan (or, at least in terms of local military dominance, the Dutch in Indonesia or the Nationalist government in South Africa); but the point is that when the United States chases after a Third Force, as it did in Cuba in 1958 (neither Batista nor Castro) and in Iran in 1978 (neither the Shah nor Khomeini), it is following an oft-trodden path. That path is a dead end, and for a very simple reason: the lengthy fighting (or, in the case of Iran, repression) that leads policy makers to hunt around for a Third Force also makes it impossible for any such Force to have more than a fraction of the legitimacy of the foe that the Great Power, or its client, has been combating.Of course, policy makers may decide, for any number of reasons, that they prefer to continue fighting than to work out a political arrangement with their enemies. In this regard, waving the standard of a Third Force may be less a sign of naivete and more a way to try and distract audiences from the decision to continue fighting. Such a decision is often accompanied by invocation of the enemy's moral repugnancy; for example, its use of terrorism and its maximalist political program. The fact that those making these arguments may themselves have a history of both negotiating and coordinating with the repugnant enemy does not make the moral condemnation or the search for a Third Force any the less heartfelt. But it does, however, present a way out — if the will is there.A good case in point is U.S. and Israeli policy with regard to the PLO after the latter was expelled from Lebanon. One might have imagined that, after Yassir Arafat and company had decamped to Tunisia, the Third Force — in this case, King Hussein's Jordan — would have been at the center of attempts to find a Palestinian policy. But those attempts ended, predictably, in a dead end; and the Israelis turned to the PLO, negotiating with the group that their own legislation had until then prohibited them from contacting. Of course, the Oslo Accords failed — a point I will return to below — but the issue here is that both the U.S. and Israel made progress precisely because they jettisoned the Third Force fantasy, and de-anathematized the PLO. Indeed, the boycott of the PLO was always shot through with holes, with face being saved by dint of conversations that took place through third parties. Nonetheless, as a political gesture, Prime Minister Yitzhak Rabin's move was symbolically important, not only convulsing Israel but costing him his life, an outcome which could easily have happened to De Gaulle as well.The point is simple: peace is made between enemies, not friends. Negotiations can occur without any implication that one side trusts the other, or considers it morally legitimate, or that future arrangements can never be scrapped (as seems to have happened between Hamas and Israel, and Hamas and the U.S., on multiple occasions over the past decade). Negotiations in this sense are not a reward for good behavior, but a response to vile actions and bad faith.For in the end, the only alternative is to keep fighting, with the goal of a Hamas-free Gaza administered by a revitalized PA receding like Gatsby's green light. The Israelis can fight for weeks, months, or even years more, with the U.S. continuing to provide them cover; they can kill or capture or exile every member of Hamas; and it will not make the PA any stronger or better able to administer Gaza. It is time for those who pride themselves on their sense of realism to face facts and drop the Third Force.
