The problem of squaring the circle is not confined to mathematics. A somewhat similar task confronts the members of the Organization of American States (OAS) as they seek to enlarge respect for human rights and to create a firmer basis for democratic institutions in the life of the western hemisphere while maintaining the treasured principle of non-intervention. Not a new problem, it has increased in urgency in the last few years with the mounting opposition to dictatorships throughout the continent, with the increasingly communist orientation of Castro's government in Cuba, and with the political unrest elsewhere in Latin America to which Castro's victory appears to have contributed. Faced somewhat obliquely at the Sixth and Seventh Meetings of Foreign Ministers in Costa Rica in August 1960, it will have to be confronted more directly at the Eleventh International Conference of American States to be held in Ecuador in May 1961. The agenda for the Eleventh Conference contains items relating both to the protection of human rights and to the preservation of representative democracy.

American foreign policy since 1945 has been made by the often cumbersome processes of response of a representative republic to very rapidly acquired responsibilities as a world power. It involves the story of the transformation of an isolationist citizenry, who had frequently assumed that international order was of no vital concern to it, or that the order would be maintained automatically, or that American efforts to maintain world order could end only in disaster because of the inadequacies of American leaders and the sophisticated deviousness of foreigners. The transformation of a largely isolationist citizenry into the consenting citizens of a republic facing the demands of world rivalry has the epic sweep of a decisive world historical movement. The magnitude of the effort involved, however, dwindles when the dimensions of the challenge to the republic are considered.

An emergency session of the Council of the Organization of American States (OAS) was reportedly held on November 30, 1960, in response to a note sent to Dr. Savhez Cavito, chairman of the Council, by the government of Venezuela requesting the opportunity to inform the Council of new acts of aggression that the Dominican Republic was planning and had already begun launching against Venezuela. At the meeting Dr. Nelson Himiob, Venezuelan delegate to the Council, was said to have charged the Dominican Republic with placing airplanes and other war materials at the disposal of former Venezuelan military officers residing in the Dominican Republic. Dr. Himiob asked that the fivenation Inter-American Peace Committee be convoked immediately after the emergency session, with a view to initiating an investigation of the aggressive acts contemplated by the Dominican Republic. The Venezuelan representative was reported to have stated that unless the Peace Committee took action, his government would have to act unilaterally in legitimate self-defense. Dr. Himiob also told the Council that there had been considerable delay in fulfilling the mandate for action against the Dominican Republic agreed upon at the August meeting of the foreign ministers; he pointed out that this was the fifth time in two years that Venezuela had brought charges against the Dominican Republic. According to the press, however, the Venezuelan delegate did not provide any concrete evidence in support of his government's contentions, and Mr. Virgilio Diaz Ordonez, Dominican delegate to the Council, denied the Venezuelan allegations.

After years of hesitation, Canada is now seriously considering full membership in the Organization of American States (OAS). The initiative for this shift in policy has come, not from officials in die Department of External Affairs, but principally from Prime Minister John Diefenbaker and especially die Secretary of State for External Affairs, Howard Green. Both have returned within die past year from visits soudi of the Rio Grande critical of Canada's traditional neglect of its interests in Latin America.

Sam Nicholls, constituent and President of the United Mine Workers of America, writes to Catherine May in protest of the Hanford NPR reactors project. Nicholls expresses his concerns that the project will hurt the coal mining industry. May responds respectfully reasserting her support for the Hanford NPR reactor, and states that the Pacific Northwest will benefit from numerous power sources in addition to coal as a matter of national security. She states, "The coal industry is biting the hand that feeds it."

Latin America as an area would yield to few if any other regions of the world in its devotion to what it considers the constitutional process and, indeed, the supremacy of constitutions in establishing and ordering the political life of the several states. If the mere number of excursions into the practical exercise of constitution-making were to be considered significant—which it probably is at most only in a limited way—it might lead to the conclusion that the Latins were affected by some form of legpmania. A compilation of Latin America constitutions published a little more than a decade ago indicated that as of the beginning of 1948 the twenty states had written a total of 200 basic laws since their respective achievements of independence. Several additional ones have since been drafted.

Few stones have remained unturned in an effort to reconstruct Anglo-American history in the critical years from the Treaty of Paris in 1763 to the outbreak of the Revolution in 1775. Much has been learned by investigating such problems as public finance, colonial administration, and mercantile policy within the context of an expanded British empire. It is not always realized, however, that by the Treaty of 1763 Great Britain acquired new fields for capital investment as well as vast new lands to govern. In addition to taxation and public expenditure, such problems were raised as capital recruitment and allocation, the modification of financial institutions, and the adjustment of debtor-creditor relationships. Though distinct in certain respects, public and private finance impinged upon each other in the period from 1763 to 1775. This was especially the case after the British credit crisis of 1772, when, in addition to the controversy over tea, debtor-creditor relations between the thirteen colonies and the mother country underwent marked deterioration.

InSpite of a continued gradual increase of American-Soviet contacts, the official Soviet image of the United States in 1959 was shaped, as before, largely by a combination of preconcert tion and contrivance. The massive Soviet machinery of communication continued to present to the peoples of the Soviet Union a picture of America based less on empirical judgment than on the application to changing circumstances of unchanging attitudes. As in the past, the Kremlin's image of America and of the West in general appeared to be as much an instrument for the manipulation of foreign and Soviet public opinion as it was a reflection of Moscow's appraisal of international political forces. The official doctrine of irreconcilable struggle between Soviet "socialism" and Western "capitalism" held undiminished significance for the rationalization and legitimization of Kremlin power and policy.

Constituent Clinton Groves writes to Catherine May regarding the immorality of the United States. He urges lawmakers such as May to ensure that children's textbooks espouse appropriate morals, and that the "communist infiltration" is ended. May notes some arguments on Groves' letter, but writes back with a simple,".thank you from the bottom of my heart for a wonderful letter."
