Grundlage der sowjetischen Weltraumforschung ist die friedliche Nutzung des Weltraums für alle Staaten. Davon ausgehend versucht die UdSSR bei den Verhandlungen in Genf eine Militarisierung des Weltraums durch Entwicklung und Installierung von Weltraumangriffswaffen durch die USA zu verhindern. Ein Scheitern dieser Bemühungen würde allerdings Gegenmaßnahmen bewirken, die die US-Pläne für eine militärische Überlegenheit durchkreuzen. (AuD-Wln)

The essay begins with an examination of the notion of "good neighbourliness" as well as a consideration of its historical antecedents within the context of the spatial interactions of the area under study. The examination of the economic and security relations between Nigeria and its Francophone neighbours (Benin, Cameroon, Niger and Chad) shows contrasting results. The pursuit of the principles of good neighbourliness by these states does not set their relations apart from those with other non-neighbouring countries. (DÜI-Ott)

Vietnam has overcome the difficult period of 1979 and 1980. The achievements of the last ten years have enabled Vietnam to map out a long-term socioeconomcic strategy designed to take the country to a new stage of development. With respect to Kampuchea, Vietnam does not separate the security of Kampuchea from the security of other nations in Indochina and Southeast Asia. The normalization of relations between Vietnam and the US would help decrease tensions in Southeast Asia. (DÜI-Pa)

In the six years following the Vietnamese conquest of Cambodia and the Sino-Vietnamese war, there has been a period of relative equilibrium during which the pattern of conflict in the area has remained unchanged. There has been no sign of willingness on the part of Hanoi to abandon its essential objective in Cambodia. Any pressure there may have been from Moscow towards encouraging a compromise has certainly not been visible to the outside world. The Chinese government continues to regard the Vietnamese presence in Cambodia as an obstacle to the restoration of fully harmonious relations between itself and the USSR. (Internat. Au plan politique, la question cambodgienne prend les dimensions d'une crise globale, car elle touche aux relations entre URSS, Chine et Etats-Unis: a present, Moscou et Pekin cherchent a poursuivre une politique de rapprochement, tandis que Washington, tout en soutenant la position de l'ASEAN, hesite a prendre un engagement precis. Der Beitrag skizziert Möglichkeiten und Grenzen der Computernutzung in der universitären Ausbildung anhand der Erfahrungen des Autors an der Universität von Stanford. Bei den zur Debatte stehenden Kursen handelt es sich im wesentlichen um Bereiche der symbolischen Logik und der Mathematik bzw. der Programmierung von Computern, die mit Hilfe sogenannter 'mainline-Programme' durchgeführt wird; hier übernimmt das Programm die meisten Funktionen des Lehrers. Da die Lerngegenstände weitgehend mit dem Lernmittel Computer kompatibel sind (formale Strukturen), wird der Computereinsatz befürwortet, die Möglichkeit adäquater Vermittlung von Unterrichtsinhalten auf universitärem Niveau bejaht. Das Fehlen sozialer Kommunikation wird als weniger problematisch erachtet. Für die Herausbildung der Fähigkeit zur Bildung eines rationalen Urteils wird der Computereinsatz allerdings als inadäquat dargestellt. Als Gefahr wird die mit dem Computer notwendig verbundene Reduktion intellektueller Vielfältigkeit beschrieben. Insgesamt liegt aber eine deutlich positive Einschätzung des Computers als Lernmedium vor. (MB)
