The challenges associated with determining fair compensation for expropriated land have been extensively discussed and debated among scholars, practitioners, policymakers, and the public. However, to date, a comprehensive study of national-level compensation procedures established by law considering whether such procedures meet internationally recognized standards on compensation valuation has not been conducted. This article aims to bridge this gap by serving as a reference point and informing "fair compensation" debates among scholars, practitioners, and policymakers. This article examines national-level legal provisions on compensation in 50 countries/regions across Asia, Africa, and Latin America against a set of legal indicators that are based on international standards on the valuation of compensation. The legal indicators focus on the substantive and procedural requirements pertaining to the calculation of compensation. The indicators ask whether laws require assessors to account for various land values when calculating compensation, and whether there are legal processes in place that allow affected persons to negotiate compensation amounts, receive prompt payments, and hold governments accountable by appealing compensation decisions in courts or before tribunals. The results of the study show that most of the 50 countries/regions assessed do not have national laws that comply with internationally recognized standards on the valuation of compensation. Based on the findings from the legal indicator analysis, this paper presents a set of recommendations for reforming compensation procedures to bring them into conformity with international standards.

The goal of the article is a study the relation of categories «animal» and «thing» in the civil law and the formulation of the distinctions of the legal regime of animals in the legislation of Ukraine. The author concludes that the animal is a unique object of civil rights with a double nature, which has two key aspects: material and legal. The fields of application of the results are rule-making process, the learning process, case law etc. ; Целью статьи является теоретическое исследование соотношения категорий «животное» и «вещь» в гражданском праве на базе концепций биоцентризма и антропоцентризма, а также формулирование на его основании особенностей правового режима животных в законодательстве Украины. По результатампроведенного исследования автор приходит к выводу о том, что животное является уникальным объектом гражданских прав с двойной природой, которая имеет два ключевых аспекта: материальный и юридический. Областью применения полученных результатов являются нормотворческий процесс, учебный процесс, судебная практика, в том числе толкование судами положений нормативно-правовых актов при разрешении споров, возникающих в отношении животных как объектов гражданскихправ. ; Метою статті є теоретичне дослідження співвідношення категорій «тварина» і «річ» в цивільному праві на базі концепцій біоцентризма і антропоцентризму, а також формулювання на його підставі особливостей правового режиму тварин в законодавстві України. За результатами проведеного дослідження автор приходить до висновку про те, що тварина є унікальним об'єктом цивільних прав з подвійною природою, яка має два ключові аспекти: матеріальний і юридичний. Областю застосування отриманих результатів є нормотворчий процес, навчальний процес, судова практика, в тому числі тлумачення судами положень нормативно-правових актів при вирішенні спорів, що виникають у відношенні тварин як об'єктів цивільних прав.
