Professional Backgrounds in State Legislatures, 1993‐2012

In this paper, I introduce a new dataset of individual-level professional background data for state legislators in 98 chambers from 1993 to 2012. Using this data, I examine trends in the professional backgrounds of state legislators over the period of the study, with attention to institutional factors such as professionalism and legislative turnover and individual-level factors such as political party and gender. In addition, I briefly illustrate three applications of the data. First, I analyze the extent to which district-level demographic and political factors affect the probability that a district will elect a legislator from certain backgrounds. Second, I examine the relationship between occupational background and ideology, identifying the backgrounds that identify moderate and extreme members in each party. Third, I contrast the occupational backgrounds of legislators who hold leadership positions with the membership at large. Taken together, these examples speak to some of the ways in which the composition of state legislatures can reveal interesting and relevant information underlying legislative behavior and institutions.
PREVIEW—Oklahoma v. Castro-Huerta: A Test of State and Tribal Sovereignty
Oklahoma v. Castro-Huerta challenges the reach of the United States Supreme Court's landmark ruling in McGirt v. Oklahoma and tests the settled criminal jurisdiction scheme within Indian Country. On April 27, 2022, beginning at 10:00 a.m. EST., the U.S. Supreme Court will hear argument on the sole question of whether a state court has concurrent jurisdiction with a federal court to prosecute non-Indians who commit crimes against Indians in Indian country. The State of Oklahoma ("Petitioner") argues that it has concurrent jurisdiction to prosecute such crimes. Castro-Huerta ("Respondent") argues that the Court should adopt the current understanding that the federal government has exclusive authority to prosecute here.

Improving Performance of Indonesia State-Owned Enterprises Holding; Policies and Strategies
The government has issued several policies to improve the performance of State Owned-Enterprises (SOEs), namely by establishing ABC SOEs or BUMN Holding, providing additional capital, guaranteeing the purchase of ABC SOEs products such as bio ethanol and bio diesel to be purchased by PT Pertamina, excess electricity supply from the sugar mills to be purchased by PT PLN. Meanwhile, ABC SOEs Holding has also implemented a strategy to improve the performance of ABC SOEs Holding and its subsidiaries. Unfortunately, the implementation of those policies and strategies have not been able to improve ABC SOEs Holding performance as expected. We use Soft System Methodology (SSM) as frame work, which is combined with the strategic assumption surfacing and testing (SAST) and interpretive structural modeling (ISM). This study concludes that actions must be taken to improve the performance of ABC SOEs Holding: 1) strengthening of definite legal rules related to SOEs, 2) handling negative issues of plantation products, 3) synergy of holding and subsidiary decision making, 4) independent assessment of holding's performance, 5) strengthening subsidiary governance, 6) increasing capability and integrity of human resources, 7) strengthening technological development for production and distribution efficiency, and 8) developing talent pool for innovation improvement.
