This work examines in depth the hypotheses explaining the tax capacity of regional governments, also determining their tax effort and explanatory factors. The study is done for the Spanish regions, using different techniques which have rarely been applied in this area. The results show that these jurisdictions have exercised their tax autonomy responsibly, in response to different budget and demographic factors and to the economic cycle. Also, an asymmetrical tax behaviour linked to income is observed: some regions have practically exhausted the possibilities of current sub-central taxes, while others still have ample fiscal space.

Summary
The Bavarian Ministry of Economics published a comparison between price and income levels of various municipalities of Bavaria based on the current monthly statistics of consumer prices. This widely disseminated official publication gained much attention and served to plead a cause in the German constitutional court. It then turned out that it was highly objectionable from a methodological point of view. The present paper not only collates the shortcomings of the ministerial publication it also presents alternative statistical results and some considerations about the methodological requirements and the feasibility of estimating valid regional purchasing power parities.

'Privatisierung ist ein wesentlicher Eckpfeiler im von westlichen Geldgebern und Gläubigern formulierten System von Struktur-Anpassungsprogramm und guter Regierungsführung. Diese Fallstudie aus Kamerun zeigt deutlich, dass Privatisierungsprojekte häufig nicht in der Lage waren, bei Reformen im öffentlichen Sektor Transparenz und Verantwortlichkeit zu fördern oder größere Partizipation der Zivilgesellschaft in den Entscheidungsprozessen zu erreichen. Häufig haben Privatisierungspläne dagegen zu vehementen Protesten auf Seiten ethno-regionaler Organisationen geführt, insbesondere dann, wenn diese sich beim Verkauf bedeutender regionaler öffentlicher Unternehmen an gutsituierte inländische Firmen oder an Unternehmen in ausländischem Besitz ausgeschlossen fühlten.' It can be assumed that international relations terminology has not mentioned enough about the significance of the Eurasian Economic Union in territorial as well as in economic terms during a period of growing geopolitical risks and high interdependence between the member countries and the rest. According to Kazakhstan's President Nursultan Nazarbayev, it is truly difficult for states to overcome economic, political and security issues and therefore, states need to act together against the problems in a globalizing world by establishing regional and international organisations. This article thus examines the Eurasian Economic Union integration proces, which is driven by political and economic factors that consolidate regional security and create an effective economic system, whether it in the long term will become successful or not. The author also analyses the Kazakh economic and strategic interests in the region as well as the motivation, power and influence of other members in deepening the cooperation with international arena and the limits in the economic-security integration.
