Saxons of Transylvania (Romania) migrate to the F.G.R. for fifty years. Their migration questions the interaction space-ethnicisation through the idea of "return". The Saxon migration experience is built on ethnicisation, belief in a Germanic genealogy kept alive among the Saxons and is made possible by German laws allowing the Aussiedler immigration coming from so-called "German" minorities from former communist States. Since changing of Romanian political regime in 1989, Saxons migrations differ more and more from the ethnic migration supposed to be an answer to the will to live "among one's own" and get closer to circulatory movements non-defined by the putative ethnicity of the migrants. This process of increasing complexity in Saxon migration has been called "return": it is a myth of break set in the idea of being sedentary and producing interdependence in mobility. The "return" is not only longer the final stage of a migration history but its very beginning. ; Les Saxons de Transylvanie (Roumanie) migrent vers la R.F.A. depuis cinquante ans. Leur migration interroge l'interaction espace-ethnicisation à travers l'idée de « retour ». L'expérience saxonne est fondée sur l'ethnicisation, croyance en une généalogie germanique entretenue parmi les Saxon, et sur des lois allemandes d'encadrement de l'arrivée des Aussiedler venant des minorités « allemandes » des Etats ex-communistes. Mais depuis le changement de régime en Roumanie fin 1989, les migrations des Saxons s'éloignent de la migration ethnique supposée répondre à une volonté de vivre « parmi les siens » pour se rapprocher d'allers-retours fréquents non qualifiés par l'ethnicité putative des individus qui se déplacent. Ce processus de complexification de la migration saxonne a été appelé « retour » : c'est un mythe de la rupture dans la sédentarité qui produit de l'interdépendance dans la mobilité. Le « retour » n'est plus l'étape finale d'une histoire migratoire mais son commencement.

Sanbar, Sindbad/Actes Sud, Paris, 2002, pp.207-231. ; This article shows how UNRWA's assistance has come to exceed the traditional scope of a humanitarian mandate. From the outset, two key factors have effectively helped root UNRWA within the Palestinian nation building process. The first concerns the organic link existing between UNRWA and resolution 194 (III) that guarantees the principle of the refugees' right to return or/and to compensation; the second pertains to the Agency's involvement in the establishment of a Palestinian state entity. The article also highlights the various stakes pertaining to UNRWA's future, especially within the context of the peace process. To a great extent, these stakes are closely intertwined with those related to the future of the Palestinian people and that of the Near East at large. Hence, the article advocates the establishment by the Palestinian leadership and the other Arab host authorities of an "UNRWA policy" likely to meet their national interests. ; Cet article montre comment les implications de l'action de l'UNRWA ont dépassé le cadre purement humanitaire fixé par son mandat en s'inscrivant historiquement à deux niveaux du processus de construction nationale palestinienne : la préservation de droit des réfugiés au retour et à la compensation tel que défini dans la résolution 194 (III) de l'Assemblée générale des Nations Unies ; et l'établissement d'une entité étatique palestinienne. L'article éclaire aussi les enjeux liés à l'avenir de l'UNRWA, notamment dans le cadre du processus de paix. A bien des égards, ceux-ci se confondent avec l'avenir de la société palestinienne ainsi que celui du Proche-Orient dans son ensemble. En ce sens, il plaide pour l'établissement par la direction palestinienne et les autres autorités arabes d'accueil d'une véritable politique vis-à-vis de l'UNRWA à même de répondre à leurs objectifs et intérêts nationaux.

Der Autor diskutiert die Ergebnisse der WTO-Konferenz von Cancun (Mexico) im Oktober 2003 im Hinblick auf die Entwicklungsperspektiven Afrikas und afrikanischer Staaten. Die Hoffnung auf generelle Handelserleichterungen habe sich nicht erfüllt, das Nichterreichen globaler Regelungen zwinge zu weniger günstigen Regelungen auf bilateraler und regionaler Grundlage. Notwendig sei die Ausarbeitung einer neuen Handelsstrategie, möglicherweise in Zusammenarbeit mit der EU, die ebenfalls eine Verliererin der Cancun-Konferenz gewesen sei. (DÜI-Kör)

This article examines the closer and more complex relationship between the US and Malaysia during the Bush Administration and the closing years of the Mahathir administration. This period marked a new stage in their bilateral relationship, one that placed greater emphasis than before on security ties because of the global war on terrorism. The September 11 attacks have significantly impacted the U.S.-Malaysia relationship, especially as Southeast Asia is now viewed as the second front in the war against terrorism. The Introduction of this article provides some historical context for the relationship by noting the state of the relationship towards the end of the Clinton administration. The second part then discusses the closer U.S.-Malaysian relationship on the political level during the Bush administration. The third part examines the steadily growing economic relationship. The fourth part deals with the growing security ties, especially over strategies to fight terrorism, and will stress that security is now the dominant factor in the bilateral relationship. Der Autor, der in seiner Fragestellung einen Teil des von König Hussein geprägten Slogans "Jordan is Palestine and Palestine is Jordan" aufgreift, beleuchtet den palästinensischen Charakter Jordaniens unter historischem und demographischem Aspekt und diskutiert die Implikationen für die Suche nach einer umfassenden und dauerhaften Lösung des Palästinaproblems. Da Jordanien drei Viertel der Fläche des ursprünglichen Mandatsgebiets Palästina umfasst, die Hälfte der Palästinenser in Jordanien lebt und rund 75% der jordanischen Bevölkerung Palästinenser sind, muss Jordanien Teil dieser Lösung sein. Israel hätte - so der Autor - frühzeitig auf der Etablierung eines "Hashemite Kingdom of Palestine" bestehen müssen. Die Debatte würde sich dann heute nicht um die Gründung eines zweiten palästinensischen Staates, dessen Größe und Überlebensfähigkeit ungewiss sind, drehen, sondern um die permanenten Grenzen eines großen palästinensischen Staates, der in der Lage wäre, den größten Teil der palästinensischen Bevölkerung aufzunehmen, zu versorgen und zufrieden zu stellen. At the heart of the Bush administration's approach to the Middle East is the determination to use America's unprecedented power to reshape the Middle East by supporting America's friends in the region, opposing its enemies and seeking to promote democracy and freedom. This means using force to overthrow the dictatorship in Iraq, promoting gradual political reform among the moderate Arab regimes and standing by Israel until the Palestinians understand that they will get nowhere with violence. Whether or not one thinks that it makes any sense - and there are plenty of reasons to believe that Bush's assumptions are misguided and that the approach will fail - it is important to understand and take seriously the new thinking in Washington.
