China's efforts in conflict mediation are an important test of the durability of the principle of non-interference. By analysing the approaches and means of China's post-2014 mediation efforts in Afghanistan, this article finds that China's behaviour shows it engages in medium-level interference in domestic affairs, but mostly with the host government's concurrence. This is because of the two forms China's mediation takes. In a bilateral context, China's mediation takes the form of "incentivizing mediation," in which its economic power, and its omnidirectional foreign policy, provide incentives or leverage for warring factions to come to the negotiation table, but which also lets the warring factions formulate their own roadmap to peace talks. In a multilateral context, China sometimes engages in "formulative mediation," in which the mediators, not the disputing parties, formulate a roadmap to peace talks. (China Q/GIGA)
In the aftermath of the Cold War the hope for a more stable and just international order rapidly dissolved underneath the pressure of internecine conflicts raging on all continents. The Rwanda and Srebrenica genocides especially proved that promoting peace is a particularly fraught challenge in the face of intra-state conflict and sub-national groups that boldy confront nation-states. Tim Murithi investigates the role that ethics plays in promoting and consolidating peacebuilding, synthesizing the fields of moral philosophy and international relations through an analysis of the ethics of negotiation, mediation, forgiveness, and reconciliation. In its exploration of the extent to which ethical concerns influence and inform peacebuilding, this book contributes to a growing body of literature on ethics and international relations that enable students, scholars, and practitioners to contextualize their understanding of a principled peacebuilding.
In this roundtable discussion reprinted in the special issue Islamism in America, the current state of US-Saudi relations are addressed by five discussants. The forum addresses questions regarding the solidity of US-Saudi relations, who is in control of Saudi Arabia, the Saudi influence on Washington on Middle Eastern affairs, & the importance of oil in to the US-Saudi relationship. Both authors reflect on personal accounts of engineering toward social justice and peace. Upon reflection, each of the authors' experiences as engineers working toward clean water indicate the presence of two existential problems for practitioners of engineering - and potentially design, architecture, and other project areas: hyper-specialization and the problem solver narrative. The authors reflect on well-intentioned efforts that seek to remove oppression from practices and foster mutual understanding, but may inadvertently be contributing to oppression, referred to as engineering parasites. Lastly, the authors envision systems free of oppression in both practice and training centered on joy, well-being, and love.
La Ley de Justicia y Paz, recientemente aprobada por el Congreso de la República, ha sido objeto de un gran debate nacional e internacional. Sus mayores detractores han sido organizaciones no gubernamentales de derechos humanos que argumentan que este instrumento no satisface los parámetrosinternacionales de verdad, justicia y reparación. Sin embargo es fundamental que más allá del análisis puramente legal, se tengan en cuenta las particulares circunstancias de una democracia amenazada por poderosas organizaciones armadas al margen de la ley, y de un Estado históricamente débil que, sin embargo, está haciendo su mejor esfuerzo pararecuperar el monopolio de la fuerza y restablecer el imperio de la ley en todo el territorio mediante la implementación de una política de seguridad democrática que en sólo tres años ha conseguido un significativo mejoramiento en los índices de graves violaciones a los derechos humanos. Pero este esfuerzo no puede desconocer que una solución exclusivamente militar, que conduzca a la aplicación de parámetros de justicia propios de una situación de normalidad es no sólo difícilmente alcanzable, sino excesivamente costosa en términos humanos y materiales. Por ello el gobierno ha ofrecido una salida negociada a todos aquellos grupos que demuestren su voluntad de paz y declaren un cese de hostilidades con verificación internacional. Esta política de paz y reconciliación requiere un marco jurídico que pondere los intereses de la paz con los de la justicia, y ofrezca incentivos a miembros de grupos armados al margen de la ley que decidan dejar las armas y desmovilizarse. Este marco jurídico, que facilita los procesos de paz y la reincorporación individual y colectiva es la Ley de Justicia y Paz, de cuyo estudio puede deducirse un fuerte compromiso con los derechos de las víctimas.
