The author has developed a flowchart that shows the skills required for quality infrastructure management. Areviewof job announcements for infrastructure managers ratifies his findings—that people skills are the greatest such requirement. A course is now taught inWashington State and Oregon based on the author's analysis; the course is taught by experienced professionals to students who want to be public works administrators and who are willing to undertake a self-assessment as part of the course. The author recommends that any curriculum for infrastructure managers should be 50% people-skill oriented. Administrative training, analytical skills, and governmental finance familiarity should be about one quarter of the course of study. The remainder should consist of training in law, planning, and other day-to-day governmental activities. The courses should be taught by experienced managers using something like the Washington course as an introduction and guide for individual learning plans.

A vast empirical literature has used ad hoc linear cross‐country regressions to search for the determinants of FDI. The literature is extensive and controversial. Can policy‐makers use this body of research to learn anything that can help them stimulate FDI? The author uses Extreme Bound Analysis (EBA) to examine if any of the conclusions from the existing studies is robust to small changes in the conditioning information set. The EBA upholds the robustness of the correlation between FDI and market‐size, as measured by per‐capita GDP, but indicates that the relation between FDI and many of the controversial variables (namely, tax, wage, openness, exchange rate, tariff, growth, and trade balance)bare highly sensitive to small alterations in the conditioning information set. The author also studies the distribution of the estimated coefficients of the controversial explanatory variables to rank them in order of their likelihood of their being correlated with FDI.

According to Copenhagen criteria from 1993, the European Union (EU) defined the takeover of the complete body of common EU legislation (so called acquis communautaire) as one of the requirements for EU membership -- together with democracy, protection of human rights, market economy, & external security. While the accession countries have mostly achieved other prerequisites of becoming an EU member, the implementation of the acquis remains a difficult & contested issue & is hence an impediment for membership. The author investigates the corresponding position of interests for both the old EU members & the candidates concerning the acquis. The author concludes that the EU enlargement will not fail due to the opposition of the old members, since the potential enlargement losers will be compensated. In the accession countries, however, the fulfillment of membership requirements must be democratically legitimized: therefore it needs support both from the EU & the candidate country governments. 2 Tables, 5 References. The author claims that the countries of Central & Eastern Europe that have signed the Agreement on Association & Stabilization with the European Union (EU) need a reform to facilitate an interaction between the national law & the EU law. This may lead to a direct implementation of the community law or/& the association law. In Croatia there is a dualistic understanding of the secondary association law that may create some obstacles in its implementation. To resolve this, the author proposes that the countries aspiring to association with the EU should redefine their national sovereignty. Such a redefinition would ensue from an acceptance of the voluntary regulatory restraints that should be based on a broad pro-European political consensus. In the situation when the concepts of the supremacy of the EU law & its unequivocal implementation have to be endorsed, such restraints might even call for amending the national constitutions. This is a study that examines the demographics of & instructional techniques utilized by the APSA's Teaching Award Winners, using the results of a 1999 survey administered by the author. There was uniformity found in agreeing that teaching is important, yet class preparation time varied, as sex & experience level of the instructor indicated differences. Also, institutional affiliation made a difference, due to varying resources & research priorities among PhD-granting institutions vs master's-granting & liberal arts institutions. Also, it seems that no one method of teaching was preferred over another, although writing was emphasized by the majority of excellent teachers. Finally, whether selected by faculty or student committees or as a whole, "star" teachers' pedagogy did not seem to be related to their selection. In conclusion, the author suggests future research be done that compares attitudinal differences between award-winning political science teachers against a broader sample of political scientists. 4 Tables, 4 References. A narrative account of the author's participation in the demonstration against the Summit of the Americas meeting in Quebec City, Quebec, in Apr 2001 is shared. An overview of procedures undertaken by the protestors to prepare for the demonstration is presented. The author's experience with getting tear gassed by local law enforcement is discussed. The need for leftist demonstrators to accept that anarchist protestors are becoming a part of such demonstrations against globalization is articulated. The participation of local medical personnel in treating injured demonstrators, particularly the author, is then addressed. It is asserted that local law enforcement altered its approach to dealing with demonstrators halfway through the summit & intentionally attempted to injure demonstrators. The demonstrators' various responses to this change in policing tactics are subsequently covered, eg, holding raves. It is noted that several acquaintances congratulated the author for participating in the demonstrations, thereby suggesting the increase of antiglobalization sentiment within the international community. The author examines Miller's Crossing, a 1990 film by Joel & Ethan Coen, which presents a rich & intricate philosophic allegory about self-knowledge & the discovery of justice or natural right. This is accomplished through the protagonist Tom Reagan's development of self-discovery. The story of Miller's Crossing also portrays the nature of political rule, the nature of the origin of Christianity, & the small, though significant, influence of classical & Machiavellian politics. Both parts of the story culminate by revealing challenges of self-knowledge. Tom's two "executions" of Bernie show Tom's development from a potential philosopher to a genuine one who has obtained a degree of self-discovery. To reach this level, Tom had to sacrifice his past, his friends, & his home, illustrating the cost of the philosophic life. Based on fieldwork in Sri Lanka & among Tamil migrants in Norway, this article discusses the relationship between space, time, & national identity. The author argues that in the Sri Lanka-Tamil diaspora, one finds two different conceptions of Tamil culture: traditional & revolutionary. The first expresses a space-time relationship that is nomadic & grounded in heritage; the second is sedentary & historicist. The latter serves as a basis for Tamil separatism; the first does not. By propagating the revolutionary model of culture, with its particular understanding of space & time, the Tamil separatist movement, Liberation Tigers of Tamil Eelam (LTTE), has adopted viewpoints that throughout this century have fueled the nationalism of the Sinhalese majority in Sri Lanka. The author argues that instead of explaining social change historically, one trend in anthropological theory today, anthropologists should concentrate on exploring the conditions under which historical explanations are seen as more valid than their alternatives. 43 References. This is in particular the great influence of the Russian Church and "interfaith" conflicts. Since its entry into the Russian Empire (1654), Ukraine has been of great importance to this empire. The church in Ukraine was stronger and more effective than in Russia. The author notes that in the postwar period the share of Ukrainian temples in the Soviet Union, thanks to the Christians of Ukraine, was ninety-five percent.

This introduction to the 2001 edition of Fiscal Crisis of the States is presented because it distinguishes between Golden Age US capitalism (1950-1970) & Global Age capitalism (1980-present). The introduction outlines the methods the author used to conceptualize his theories & explains that these methods are more reliable when applied to economic theories of the 1960s rather than those of the late 1990s. The author ties this reasoning into a new theory explaining that, at the time of the original publication, he was not "fully conscious of the missing link" in his theory of fiscal crisis -- that of the effect that expanding social expenses will have on the economy's macroeconomic performance. This is particularly important when the "end of the fiscal crisis" is being considered. SUMMARY:
The article explores the history of the Judaizers' heresy, situating it in the broader context of the religious tradition of medieval Rus'. The author maintains that the Judaizers movement was not just a Christian heresy fed by the anticipation of apocalypses, but also a fact of Judaic proselytism. In order to understand why such proselytism was possible in Rus' and virtually impossible in other Christian countries, the author scrutinizes specific features of the Rus' Christian tradition. He suggests the centrality of the Old Testament concepts and tropes for the medieval Russian religious tradition due to the specificity of the reception of Christianity, the relationship between Byzantium and Rus', and the overlapping of confessional and political boundaries in the ancient Russian state. The impact of the Old Testament culture on Russian Orthodox Christianity and the closure of Russian culture in the XIV century laid the groundwork for the particular receptivity to the Judaic proselytism.
