This paper examines the causes of a new underclass in China. The paper has three main objectives. The first objective is to demonstrate that economic reforms are the force that brought about this poverty and marginalization--in their several forms--that now so bedevil the Party rulers, and to examine the background and nature of the associated problems. The next objective is to show how "weapons of the state" have been forged or enhanced by the turn to marketization and the affluence this afforded the state, and how these tools are being put to use to quiet the discontented. And last, the paper offers a few policy suggestions--possibilities that either have not yet been attempted, or that have not yet yielded optimal effects.

La globalización del comercio y las comunicaciones no han traído la armonía universal. Urbanización, extensión de la educación y mejora en las infraestructuras de comunicación no han supuesto siempre más prosperidad y, a menudo, sí más odio. En un mundo conceptualmente empequeñecido, la identidad constituye una necesidad en aumento frente a la que los yihadistas ofrecen una propuesta singular y singularizadora: la marca al-Qaeda.

La incidencia de los atentados del 11 de marzo de 2004 en las elecciones que se celebrarían tres días después en España ha sido objeto de todo tipo de especulaciones. Llega el momento de contrastar las hipótesis que, a lo largo de estos doce meses, han pretendido explicar un resultado electoral inesperado, aportando nuevos datos que permitan determinar el sentido y la magnitud de la influencia de los atentados en el voto.

Este Documento de Trabajo explora los aspectos siguientes: -Los fallos de organización, de anticipación y de aprendizaje en el sistema de gestión de crisis de seguridad (alerta temprana y sorpresa estratégica, política informativa, filtraciones a la prensa y a la oposición de la policía y la inteligencia, politización partidista de los atentados terroristas) en comparación con el funcionamiento eficaz de la respuesta de emergencia. -Si el gobierno del Partido Popular gestionó mal sus relaciones con otras elites y periodistas, en especial porque no pudo encontrar unos esquemas convincentes que sustentasen su línea principal (el encuadre (frame) "la autoría de ETA") durante los días previos a las elecciones y si el presidente Aznar perdió el control del encuadre debido a su falta de credibilidad. -Bajo estas circunstancias las elites oponentes, incluyendo a los periodistas opositores pudieron obtener tanta influencia sobre el encuadramiento (framing) como el gobierno, y desarrollaron su propia línea culpabilizando al gobierno (el encuadre "el gobierno miente"), ganando el conflicto de encuadramientos y las elecciones.
