Unter völkerrechtlichem Aspekt werden einerseits die Position und die Argumente Libyens untersucht, der Golf sei libysches Hoheitsgewässer und das Eindringen amerikanischer Schiffe stelle eine Verletzung der libyschen Souveränität dar, andererseits wird auf die amerikanischen Reaktionen auf die libysche Haltung und deren Ergebnisse eingegangen. Internet is a global market place. The rapid development of the Internet, and especially of Internet-based commerce, has largely taken place outside the standard trade-regulatory frameworks that cover most other forms of cross-border commerce. As the size of the Internet markets has grown, and as their contribution to the overall economy has become more pronounced, more attention has been given to regulatory concerns, such as traderestrictive measures, damaging the climate of trade and investment in the fields of e-commerce, informationbased services and online transmissions. One such measure is the blockage of access to websites. This paper suggests that many WTO member states are legally obliged to permit an unrestricted supply of crossborder Internet services. And as the option to selectively censor rather than entirely block services is available to at least some of the most developed censorship regimes (most notably China), there is a good chance that a panel might rule that permanent blocks on search engines, photo-sharing applications and other services are inconsistent with the GATS provisions, even given morals and security exceptions. Less resourceful countries, without means of filtering more selectively, and with a censorship based on moral and religious grounds, might be able to defend such bans in the WTO. But the exceptions do not offer a blanket cover for the arbitrary and disproportionate censorship that still occurs despite the availability to the censoring government of selective filtering.

We describe CShapes, a new dataset that provides historical mapsof state boundaries and capitals in the post-World War II period. The dataset is coded according to both the Correlates of War and the Gleditsch and Ward (1999) state lists, and is therefore compatible with a great number of existing databases in the discipline. Provided in a geographic data format, CShapes can be used directly with standard GIS software, allowing a wide range of spatial computations. In addition, we supply a CShapes package for the R statistical toolkit. This package enables researchers without GIS skills to perform various useful operations on the GIS maps. The paper introduces the CShapes dataset and structure and gives three examples of how to use CShapes in political science research. First, we show how results from quantitative analysis can be depicted intuitively as a map. The second application gives an example of computing indicators on the CShapes maps, which can then be used in statistical tests. Third, we illustrate the use of CShapes for generating different weights matrices in spatial statistical applications. All the examples can be replicated using the freely available R package and do not require specialized GIS skills. This article considers points of convergence and divergence in English-language publications in the sociology of professions. While research on professions in the US, UK, Canada and Western Europe shares many similarities, UK researchers have devoted more attention to professional regulation, while their US counterparts focus instead on organizational challenges facing professionals. Contrasting these empirical and theoretical approaches opens up new research directions, and highlights the importance of socio-historical and cultural context to professions.
