The report is an initiative of the Agriculture and Rural Development Department (ARD) of the World Bank. Aquaculture is the fastest-growing food sector in the world and is expected to contribute more than 50 percent of total fish consumption by 2020. Just over 90 percent of aquaculture production originates in Asia, and nearly 70 percent in China alone. Efforts to expand aquaculture production to meet the ever increasing worldwide demand for seafood continue. Although the boom in international demand for shrimp has drawn attention to this sector, the development potential of aquaculture stems partly from the variety of products, production systems, and scales of production it covers. In comparison with the dominance of large-scale coastal aquaculture systems in Latin America, North America, and Europe, the vast majority of aquaculture production in Asia is carried out in rural areas, is integrated into existing farming systems, takes places on a small scale, depends on the cooperation of family members, and involves large numbers of the rural population. Aquaculture is a promising business venture in many contexts, and the private sector drives and plays a major role in this. The aim of this study is to guide two potential World Bank operations in Vietnam and Nigeria with the aquaculture value chain as their focus. This paper describes the specific contexts of Vietnam and Nigeria and recommends concrete project entry points and actions for gender integration, applying the lessons learned from past experiences.
Theoretical and methodological problems of country studies and regional studies in the context of creating and functioning of the Department of Country Studies and International Tourism at the Faculty of International Relations of Ivan Franko National University of Lviv are being researched in the article.In the rather complicated current geopolitical situation it is especially important for Ukraine to strengthen its status quo on the international arena, as well as to build its own system of international relations that are focused on the government interest. Therefore political elite of Ukraine should have its own vision of every country's part in global regional political economic and cultural processes as well as focus on the most powerful players of the current international system and influential countries Objective and reasonable attitude to the countries and regions, efficient use of the foreign experience in the transformation and creating the civil society based on democratic values and supremacy of lawThe problems of country studies as a subject of the scientific research in international relations. The first component of the system of knowledge about the country is defining its general specialties and its main features that sustain the country's uniqueness and exclusivity. It also includes figuring out geopolitical situation of the country its political and economic value in the international process. Finding the most essential and typical information about the specific areas of the life of the country that could be of interest to the related area and help forming a complete image of the country is also very important.Analysis in the country studies should include natural combination of various elements and factors defining functioning of the given society.Another important problem is preserving the comparative method in country studies research. It is important to keep specific method and multilevel system (global or local) which will help to successfully define social and economic processes of the country. To sum up it is important to stress that knowledge collected by country studies should be not only educating but more importantly effective and fruitful impact. However country studies should be considered an synthetic science that provides complete vision of the country as well as analyzes its development makes predictions about its future based on the mix of historical political economic cultural religious and other factors.Importance of the country studies is crucial for the activity of Ukrainian embassies and diplomatic entities and other foreign representatives. It was stated at the meeting of Ukraine's ambassadors diplomats and heads of the faculties of the universities who are educating diplomats that took place in December 2015 at the faculty of International relations of Ivan Franko National University of Lviv.Country studies is a necessary background, thorough theoretic and methodological base for the graduate to be able to make a professional evaluation of the processes in the country of stay, analyze them and make prognosis for the future. A graduate who specialized in specific country or region can be easily oriented onto political economic or cultural aspect of the country which will give him an opportunity to cover a much wider volume of work with spending less effort.Thanks to optimization of the specializations teaching staff of the department of the country studies and international tourism strengthened their scientific research in the regional studies sphere. Regionalization and regionalism became important elements of the scientific analysis in the beginning of the ХХІ century. It was supported by dynamic development of the regional cooperation and reaching to new geographical areas and confirmation from a lot of experts and politicians that region studies is a very effective way to strengthen international security. Regionalism and regionalization became crucial part of researching other processes characteristic for modern world such as globalization, integration, fragmentation, institutionalization and multialaterialism. It is also connected to the conflict solving matters, reformation of the system of international organizations, development politics of the underdeveloped countries, illegal immigration and environmental protection. The most important element in the concept of regionalism and the processes of regionalization is economic aspect. Economic connections are the most important part of the most regional structures and their cohesion is demonstrating the global dimension of the cooperation. Intensification of integration and disintegration processes in the world is also encouraging and increasing the interest to the subject which has objective and subjective dimension. Since the beginning of the 20th century until now, there have been several key issues to indicate why the restitution from Russia to Lithuania of the Vilnius Museum of Antiquities (1855–1865) collections that were removed by Tsarist Russian authorities to the Moscow Rumyantsev museum in 1868, and perhaps also in 1914, with other valuable collections of the Vilnius Museum under the Vilnius Public Library (1867–1915), is irrecoverable, except for a small amount (286) of their total.The positions regarding the restitution of Lithuanian cultural property, including that of the Vilnius Museum of Antiquities, from Russia is not always active enough and properly justified. Lithuania has no precise registers of the values removed from the Vilnius Museum of Antiquities to the Rumyantsev museum and other museums of Russia.The data in the information published by Russians about the amount of the values removed from the Vilnius Museum of Antiquities are understated.Lithuania, referring to the Peace Treaty with Russia (1920), conducted negotiations for the recovery of the Lithuanian cultural property removed to Russia. The expert negotiator Paulius Galaunė made significant additions to the Vilnius museum collection inventory which was published in the Antiquities Department of the Rumyantsev Museum inventory catalog in 1906.The four, so far unpublished, registers of the values removed from the Vilnius Museum of Antiquities in 1868, sent to the Rumyantsev museum by Pompey Batiushkov, Curator of the Vilnius Educational District reveal the scale of the removal – more than 10 000 items.In the beginning of the third decade of the 20th century, negotiations between Lithuania and Russia on the return of values of the Vilnius Museum of Antiquities failed because of the unsuccessful Polish claim to receive them and of the desire of Russians to strengthen the global importance of the Rumyantsev museum by adding values from the Vilnius Museum of Antiquities.In 1928, Poland received from the St. Petersburg Hermitage one item from the Vilnius Museum of Antiquities – a marble sculptural composition depicting Jadwiga with Jagiello – which after three years was transferred from Warsaw to the Polish Friends of Science Society in Vilnius (1907–1939). The Society declared that they were successors of the traditions of the Vilnius Museum of Antiquities and the Temporary Archaeology Commission, although the remains of the Vilnius Museum of Antiquities collections were inherited by the Museum of Archaeology (1921–1939) at Stefan Batory University, but not by the Society.In Soviet times, the historical continuity of the Vilnius Museum of Antiquities collections inheritance became the main pretext for its return to Vilnius. In 1956, 1966 and 1968, 285 items were returned from Russia to the History and Ethnography Museum of the LSSR Academy of Science (1952–1963) and the Museum of History-Ethnography of the LSSR (1963–1990). These museums were proclaimed the successors of the Vilnius Museum of Antiqui ties. An important predestination of the return was the social-ideological cohesion of Soviet Lithuania and the USSR, heritage funds, as well as professional efforts of the scientist and museum curator Adolfas Tautavičius.After 1990, Lithuania and Russia, like a number of other countries of the world, have accepted international agreements and guidelines recommended by the ICOM (International Council of Museums) Code of Professional Ethics which states the belonging of the collections to the locations where they were formed. However, overdue of the rest of Vilnius Museum of Antiquities collections for Lithuania warns that there must be legal intergovernmental agreements between Russia and Lithuania on the return of cultural property to Lithuania. There is a lack of an appropriate juridical position. The agreement between Russia and the Republic of Lithuania (29 07 1991) does not specify the return of cultural property from Russia to Lithuania. The mutual Cooperation Agreement between the Ministries of Culture (06 07 2009) just appealed to the discovery of the cultural property illegally exported to the territory of another state.According to the Lithuanian government decrees, programs, heritage laws, resolutions that refer to the issues of return of the cultural property to Lithuania, concrete recoveries from Russia have yet not been achieved.The National Museum of Lithuania is interested to recover the collections of the Vilnius Museum of Antiquities from the Russian Federation. The Museum, which keeps about 1000 items from those collections, is the successor of the Vilnius Museum of Antiquities. Los sistemas educativos han sido protagonistas en los últimos veinticinco años de intensos debates e interrogantes propios de las nuevas configuraciones políticas, sociales y culturales que han influenciado y cambiado las miradas y las relaciones conocidas entre la educación y la sociedad. Las nuevas interdependencias del mundo y la globalización económica han instalado algunas notas distintivas en un inevitable acontecer de cambios. Se han revisado modelos y formas convencionales de la vida social, y también han entrado en juego nuevos protagonismos como el papel del mercado y tensiones como los límites entre lo público y lo privado. Los avances en el plano de los derechos ciudadanos como también los procesos de integración regionales, los conflictos y la búsqueda de seguridades, la sociedad de la información y del conocimiento y los avances tecnológicos continuos han acumulado efectos que han transformado la vida social de las personas y de las instituciones sociales en general y donde la educación formal ha sido también receptora de esa realidad que le exigía revisiones estructurales. Con el inicio de la década de 1990 se cristalizan una serie de transformaciones que venían planteándose en Latinoamérica desde años anteriores y que habían tomado impulso en la década de 1980, generando finalmente, en los años noventa profundos cambios en las estructuras políticas, económicas y sociales de los países de la región (Garretón, 1999; Rigal, 2004). Estos cambios impactaron, transformaron y rediseñaron la esfera educativa principalmente a través de las reformas en los sistemas educativos en América Latina, estrechamente vinculadas a los procesos de reestructuración de las economías nacionales (Carnoy, 1999; Fischman, Ball y Gvirtz, 2003).Estos procesos instaron un inevitable giro de las políticas educativas a ciertas preocupaciones como atender a una mayor cobertura, instalar el problema de la calidad y la equidad y sostener modelos con sesgos en la descentralización y transferencia de responsabilidades educativas poniendo en disputa el papel de los Estados, de la comunidad y de las instituciones educativas. La escuela, su diseño y organización, sus resultados y el profesorado se instalaron en el foco del debate. De ella se demandaron adecuaciones y su sentido y función comenzó a requerir nuevas definiciones. La gestión como término, concepto y enfoque se introdujo de manera regular en la agenda de las políticas educativas en Argentina y en América Latina ya hacia fines de los años ochenta. Los sujetos con un acentuado involucramiento en estos escenarios como los directivos de centro comenzaron a ser calificados como sujetos clave frente a estas nuevas configuraciones. Los procesos de revisión, innovación y cambio se incorporaron sistemáticamente bajo la caracterización de la calidad de la educación de los sistemas educativos y en nombre del rendimiento se exigió a las escuelas que alcanzaran determinados resultados escolares. En el análisis del tiempo transcurrido se constata la cantidad y variedad de las tituladas reformas educativas (Martinic, 2001; Teodoro, 2008; Olmos, 2008) en pugna en todos los países de América Latina. En relación a su momento de génesis existieron al menos dos tipos de reforma. En las denominadas de primera generación se puso el acento en la gestión macro, el financiamiento y el acceso a la educación. Por otra parte, las denominadas de segunda generación se centraron en la calidad y los resultados. En particular desde los años 90 se fueron constatando algunas consecuencias que evidenciaron mejoras como la mayor cobertura y asignación de andamiajes inherentes al proceso escolar. Al mismo tiempo tanto el componente de la gestión como el de la calidad manifiestan aún, contrastes significativos con los objetivos deseados, dando lugar a nuevas perspectivas que interpelan los fundamentos y enfoques de las propuestas de reformas. En la última década se vienen calificando de reformas de tercera generación aquellas centradas en la importancia de la efectividad de las escuelas, en la conectividad y en las redes como dinámica de funcionamiento. No obstante estas históricas tensiones de cambio no han cesado y continúan generando desafíos crecientes. Los sistemas educativos nacionales se han involucrado efectivamente en la lucha por conseguir una mayor igualdad en el acceso escolar de la población (Como lo expone la Tabla 1 para América Latina) y han asumido notas de calidad para direccionar sus procesos. Se ha alcanzado un mayor logro en el nivel educativo tanto por el acceso como por la cantidad de años de escolaridad. Estos avances como respuestas inexorables de las políticas públicas en educación no ocultan deudas pendientes (Poggi, 2014) direccionadas hacia la profundización de la misión de justicia que compele a la educación. El mismo documento enfatiza la necesidad de reconocer el papel decisivo que la educación desempeña en la promoción de la paz y de la cohesión social como línea de acción frente a la injustita social, la desigualdad y la persistencia de los conflictos sociales. Hoy otras formas de pensar la finalidad y la realidad educativa desde la justicia y la mayor democratización lo que nos brindan nuevas aristas de interpretación y análisis. Las intenciones y las expectativas al menos en algunos países de América Latina y en Argentina en particular en la última década, han dado lugar al advenimiento de nuevos encuadres. Las políticas educativas se han definido en estrecha relación con el enfoque de derecho y la democratización en los marcos de igualdad y justicia social en relación con las condiciones de pobreza y exclusión que viven muchos sectores de la población. La finalidad, estructuración y dinámica de los centros escolares no están ajenas a esta lectura y se ven interpelados por esta complejidad. En el contexto iberoamericano el esfuerzo por objetivos comunes de las Metas 2021 (Marchesi, 2009) lo expone claramente: […] la educación debería ser uno de los objetivos principales de la acción de los gobiernos, pues de esta forma se fortalecería la capacidad de las personas y de los países para hacer frente a la actual situación y a los futuros problemas que acontezcan. Y continúa: El objetivo final es lograr a lo largo de la próxima década una educación que dé respuesta satisfactoria a demandas sociales inaplazables: lograr que más alumnos estudien, […] calidad reconocida, equitativa e inclusiva […] Existe, pues el convencimiento de que la educación es la estrategia fundamental para avanzar en la cohesión y en la inclusión social. (pp. 9-13) Desde los documentos a cargo de los referentes de los organismos de asistencia técnica, como el IIPE/UNESCO también convalidan estas aportaciones. En el Documento Básico titulado La educación en América Latina: logros y desafíos pendientes , (Poggi, 2014) se afirma: La UNESCO ha subrayado la importancia de la perspectiva de derecho y ha definido la educación como un bien público. ¿Qué significan estas aseveraciones? El planteamiento integral, basado en los derechos humanos, propugna una educación inclusiva de calidad, que enriquezca la vida de todos los educandos, cualesquiera sean sus orígenes o circunstancias, con especial hincapié en los grupos más vulnerables o marginados. Esta visión supone una mirada más compleja y multidimensional al tema de la calidad; subraya el derecho a la educación basado en su relevancia, pertinencia y equidad.(p.11) En esa perspectiva la Argentina define en la Ley de Educación Nacional Nº 26.206 del año 2006 que derogó la Ley Federal de Educación Nº 24.195 promulgada en los años noventa, la obligatoriedad y gratuidad del nivel secundario que implica la escolaridad hasta los dieciocho años. Esta nueva regulación legislativa, que coloca en primera escena la universalización y el derecho a la educación secundaria, añade la particularización del nivel a la problematización ya existente sobre la gestión de las instituciones educativas y al mismo tiempo expone una vez más a uno de los sujetos de mayor involucramiento como es el directivo de centro. En consecuencia los modelos de gestión como construcción socio – histórica e institucional y la trayectoria de los docentes que acceden a la función directiva en escuelas secundarias se constituyen en un tema central y de prioridad para las políticas educativas estatales para estos períodos. La vida cotidiana de las escuelas como las instituciones en si mismas, se redefinen en sus dinámicas y procederes históricos y a los directivos los encontramos en pleno proceso de redefinición explícita e implícitamente de sus capacidades en particular en sus inserciones en la escuela secundaria. El mundo de relaciones de la escuela sigue su transcurso de cambios, las asignaciones al papel directivo y de los profesores sufren replanteos desde las condiciones profesionales y de nuevos conjeturas colectivas. La escuela en su derrotero de subsistencia para el siglo XXI agudiza los cambios y sus agentes entran de lleno en ese escenario de transformaciones. Desde estas consideraciones de proyecciones de cambios y de otras lecturas e intervenciones en relación al sistema educativo tanto desde la profesionalización de los directivos como de las derivaciones de perfiles institucionales surgidos de las nuevas obligatoriedades se ha definido el tema de la tesis: "Modelos de gestión en Directivos en instituciones educativas de nivel secundario". El ámbito de aplicación de esta investigación se define en directivos de escuelas de educación secundaria de la Provincia de Buenos Aires, Argentina, con una selección por zona geográfica, antecedentes de formación docente, estado en la plantilla administrativa de la Escuela y años de ejercicio docente de la función directiva. La realidad educativa actual, en el contexto del sistema educativo argentino y en particular en su mayor jurisdicción, la Provincia de Buenos Aires, equivalente a las Autonomías españolas, que involucra aproximadamente el 45% del sistema educativo nacional, se encuentra en plena implementación de la nueva obligatoriedad de la escuela secundaria. Esta prescripción establecida por las leyes nacional y provincial de los años 2006 y 2007, tiene su correlato con la revisión de los modelos de gestión educativa y los perfiles profesionales de sus directores a partir de las nuevas improntas de universalización de la educación secundaria como derecho. La problemática sobre los modelos de gestión no se define necesariamente como un asunto novedoso desde la significación que históricamente tiene el campo de estudio de la dirección de escuelas –centros escolares en general. Los numerosos estudios de investigación y los trabajos realizados dan cuenta de un vínculo estrecho entre dos ángulos de abordaje: 1. El análisis de los componentes organizacionales de las escuelas, con mayor preponderancia en el nivel de educación primaria o básica y en las últimas dos décadas con énfasis en la interrelación con el proceso de mejoramiento de la calidad de la educación y 2. Las delimitaciones de las funciones del director en tanto mandatos del deber ser, sea por definición normativa o condición de desempeño como técnico que asume un liderazgo. Al conceptualizar sobre la dirección escolar se suele operar a partir de una definición aplicada, pues el término ha adquirido un grado de generalidad suficiente como para ser capaz de orientar la diversidad de la intervención pedagógica cotidiana. En situaciones más recientes la función directiva ha quedado reducida a la variable de intervención en busca de resultados de rendimiento por competencias como exigencia de algunas políticas educativas asumidas como sentido hacia el que dirigir y encaminar los sistemas educativos En la misma medida en que ha justificado y consolidado el interés por la gestión directiva, no es menor la influencia que esa focalización ha supuesto en su convergencia con la escuela secundaria. Una realidad que la ha transformado en objeto de actuación y por lo tanto, de estudio. De hecho, en la escuela secundaria de Argentina, y en particular en la Provincia de Buenos Aires, conviven escenarios de cambio y mutación que hacen posible analizar las condiciones en que se desarrolla la acción directiva. Nos hallamos ante una realidad que habilita el análisis sobre cómo los directivos escolares de secundaria, en medio de las condiciones cotidianas, afrontan a diario la gestión del sistema educativo. De cómo reconocen sus componentes y compromisos subjetivos. Los estudios y producciones sobre el tema tienen una mayor y constante incidencia en España, en Argentina en cambio hay que reconocerlo aún como un campo con poco desarrollo. Por ese motivo debe ser enriquecido y complejizado en debates, investigaciones y análisis de la práctica. La inercia histórica del nivel secundario no esta exenta de un estancamiento teórico y en consecuencia un refuerzo de visiones tradicionales que deriva en modelos "normales" contradictorios con las notas de universalización, democratización y eficacia centrales al momento de observar la evolución de la escolaridad secundaria en la actualidad. La temática elegida ofrece un sin número de posibilidades para ser profundizada ya que se pudo constatar un cierto vacío empírico y teórico significativo sobre la confluencia del estudio de los Directivos, los modelos de gestión y las trayectorias subjetivas en la escuela secundaria. Esta secuencia de planteos y análisis acumulados permiten impulsar un interrogante que orienta el problema de la investigación: ¿Qué significaciones sustentan los Directivos de Escuelas de Secundaria de la Provincia de Buenos Aires sobre la gestión educativa en tanto definen modelos de intervención? (En el apartado de Problema de Investigación se desarrolla en extenso las preguntas del estudio). La investigación aborda una temática relevante al debate educativo de este tiempo. Se presenta como un ejercicio de articulación entre tres núcleos dominantes en el sistema educativo actual: la gestión directiva, la escuela secundaria y la necesidad social por una mayor escolaridad de los adolescentes. La preocupación e interés por el presente objeto de investigación surge del análisis de fuentes bibliográficas y de investigaciones recorridas a lo largo de la carrera profesional, contando entre ellas con artículos, estudios, monografías, legislación, documentos, circulares técnicas, e instructivos surgidos a partir de la transformación educativa de estos años. La literatura referida tanto a los temas de "gestión" de instituciones educativas en general, como a escuela secundaria, en su más amplio sentido es sumamente variada y extensa, así como algunas investigaciones precedentes. Este es un tema bastante difundido que circula y cuenta con acceso para cualquier agente. En el atravesamiento directivos, trayectorias profesionales y escuela secundaria se instala el foco de este trabajo como aporte a un campo sobre todo en Argentina, poco extendido. Ingresar a las instituciones "escuelas secundarias", intercambiar con los directivos, observar sus prácticas, inferir sus modelos subyacentes remite a pensar y plantearse: ¿Cuáles son las creencias que los directivos de secundaria poseen sobre la gestión educativa? Este es uno de los interrogantes centrales que se intentará develar a lo largo del trabajo. Para tal fin haremos uso de la observación de la realidad a partir de la experiencia personal desde la función docente y técnica, la participación en programas de capacitación para agentes en función directiva y la elaboración, desde el espacio universitario, de diseños curriculares de articulación para el ingreso de maestros y directivos a las carreras universitarias de educación. A esa realidad se suma el interés permanente por acuñar una visión del sistema educativo definido desde la escuela y sus protagonistas, en particular la figura de los directivos por la condición de liderazgo y asesoramiento, han conformado los motivos que me impulsaron abrir esta línea de trabajo investigativo. Una investigación de este tipo puede contribuir a enriquecer la base de datos necesarios para diseñar modelos de formación y asistencia profesional de los directivos de escuelas secundarias a partir de esclarecer algunas de las formas de como se expresa el pensamiento de los agentes que conducen las instituciones educativas de este nivel. De esta forma nos introducimos a la problemática de las significaciones que los directivos escolares de secundaria sostienen sobre la gestión de la educación y su correlato con las características de la intervención pedagógica – institucional en el nivel. El diseño del trabajo consta de una primera parte sobre marco teórico y una segunda sobre el marco de la investigación, ambos desarrollados en cinco capítulos. El primer capítulo incluye el desarrollo del marco teórico y se proyecta acentuar cuatro núcleos iniciales de tratamiento: i. representaciones / significaciones socio – culturales ii. administración / gestión educativa; iii. función directiva; y iv. Escuela secundaria, proceso histórico y nuevas definiciones políticas – pedagógicas. El primer apartado tema refiere al encuadre de los aportes que sobre representaciones sociales y teorías implícitas se ha desarrollado en el campo de la sociología y la psicología. En el marco de convergencia de la educación se mencionan los trabajos sobre "pensamiento del profesor" cuyos aportes se han extendido y cobran sentido al momento de establecer las posiciones "personales" de los directores sobre gestión derivadas de sus propias matrices de la trayectoria profesional. Se desarrollan los fundamentos de las representaciones sociales, el proceso de objetivación y las representaciones sociales como fenómenos culturales.La noción de representación social y la formación de conceptualizaciones se articula con conceptos psicológicos y sociales, tales como percepción social, actitudes, prejuicios y estereotipos, creencias e información y disonancia cognoscitiva. El análisis de este trabajo se centra en el contenido socialmente elaborado y compartido de la representación que los directivos de escuelas secundarias tienen de la gestión educativa, en particular desde sus trayectorias y reconociendo que no existe formación específica para el desempeño del cargo directivo. Este "conocimiento práctico", el denominado "pensamiento del director", orienta su forma de relacionarse e intervenir en la escuela y la manera de cómo proyectan desde la institución, por eso el interés de indagarlo porque ese saber orientará las intervenciones formativas con los irectivos y el asesoramiento para una construcción socio – cultural relevante del espacio escolar institucional en el nivel secundario. El segundo punto comprende a los sustentos teóricos de cómo se instala la conceptualización sobre gestión educativa en el sistema educativo. Los enfoques teóricos de la administración de la educación que sostienen las interpretaciones sobre el alcance de la gestión. Como se traduce prácticamente desde los años 90 el término al interior del sistema educativo y a tal efecto se incorpora como función de competencia para el desempeño de la acción directiva. Se trabajarán las perspectivas teóricas de la administración de la educación desde el análisis de sus racionalidades, desde su influencia en la definición tradicional de modelos directivos, como la construcción de posiciones críticas y de eficiencia en la gestión. Las referencias al debate teórico sobre gestión educativa resultan relevantes pues de esos encuadres conceptuales se establecerán vestigios y constataciones sobre su influencia en las concepciones de los directivos. El tercer desarrollo tendrá su objetivo de analizar las definiciones sobre la función directiva y los ángulos de estudio que se nutren de las trayectorias profesionales y los encuadres normativos. Las interpretaciones que han configurado las características del desempeño y el perfil profesional de un directivo. Los aportes sobre las disposiciones personales que constituyen las condiciones de construcción de subjetividad de los directores. Ya en el apartado cuatro se desarrolla el tema sobre como se constituyó la escuela secundaria, su proceso histórico y las nuevas definiciones a partir de las configuraciones políticas, sociales, culturales y pedagógicas. Las definiciones de las políticas educativas que resignifican la escuela secundaria como obligatoria y universal para todos los jóvenes de argentina. La definición del derecho a la educación y la obligatoriedad del nivel para toda la población involucrada. El segundo capítulo expone el encuadre de la investigación que responde a la descripción de la estructura del ordenamiento jurídico que sostiene el sistema educativo, espacio donde se concentra el objeto de la investigación. Se cumplimenta desde el análisis del ordenamiento normativo sobre el sistema educativo, para exponer luego sobre los alcances de la gestión en la normativa, la regulación del sistema sobre la función directiva y concluir con el marco legislativo sobre la educación secundaria. El tercer capítulo explica otro núcleo de trabajo que incluye un extenso desarrollo de la metodología de la investigación del proyecto. Se introduce el tema desarrollándose los apartados sobre antecedentes y el problema de investigación y se continúa con la justificación y relevancia del tema escogido. Se indican luego los objetivos del proyecto como los alcances y delimitaciones del trabajo. El capítulo incorpora una serie de apartados que dan sustento conceptual y científico sobre el encuadre metodológico del proyecto. Adoptando la propuesta de reflexión de Cook y Reichardt (1986), se pretende utilizar una metodología de investigación que, más que accionar por ajustarse a un paradigma a priori, responda eficazmente a la pregunta de la investigación sobre las posiciones y conceptualizaciones sobre gestión educativa que subyacen en los directivos de escuelas secundarias. Desde la relación teoría – realidad, el proyecto busca teorizar la realidad, pretende construir conocimiento, en el sentido de haber comprendido y / o explicado ese plano de la realidad que se somete a estudio. Se propone una investigación de carácter y base cualitativa con aportes de la etnografía. Las palabras o expresiones claves de la referencia metodológica que se exponen en el capítulo respectivo, se pueden circunscribir a los siguientes términos: modelo cualitativo; inductivo; de comprensión, de perspectiva Emic, etnográfico de dimensión generativo, constructivo y subjetivo, con definición de categorías y reflexión y transformación. Se abordará el trabajo desde estas perspectivas porque se considera que son las más apropiadas para explicar la realidad desde las concepciones manifestadas por los propios protagonistas. Para definir el alcance de la población y la muestra, se consideró seleccionar del universo de directores de escuelas secundarias comunes de la Provincia de Buenos Aires, no incluyendo las de orientación técnica considerando que este tipo de institución tiene un número menor de unidades escolares. Se prevé conformar un núcleo de cerca de sesenta directores de escuelas secundarias a fin de constituir una referencia suficiente en relación a las trayectorias y desempeños. De esta población se seleccionarán a aquellos agentes que hubieran cumplido con al menos cinco años de funciones directivas. El relevamiento de información se realizará por intermedio de entrevistas en profundidad, de cuestionarios de apoyo, de instrumentación de grupos focales, análisis de documentación escolar y materiales producidos por los propios directivos, entrevistas a expertos y personal a cargo de instancias de capacitación en temas de dirección, entre otras fuentes. Se busca con la entrevista comprender al directivo en su propio lenguaje, se procura partir del valor situacional del otro para pensar en sus propios términos y constatar, para describir en el objeto de la investigación, su universo subjetivo que influencia en sus intervenciones de gestión. Esta investigación esta fundamentalmente orientada a identificar conceptos y características propias de un fenómeno dado. Es decir, no se pretende ofrecer alternativas de acción y solución de ningún problema en especial. Sin embargo se sabe que es probable que, una vez finalizada la descripción del fenómeno, resulte más fácil encontrar perspectivas de trabajo con los directivos de escuelas secundarias en fuertes escenarios de cambio y respuestas adecuadas a los nuevos desafíos que se le demanda a la escuela secundaria. A partir de la información producida se definirán los criterios que orientarán la dinámica en el trabajo de formación de las categorías con las que se procederá al análisis del material recolectado. En el capítulo cuarto se concentra en el análisis de resultados del estudio y la interpretación de los datos. El aporte de la etnografía, en esta área, a la luz de los presupuestos teóricos expuestos por Goetz y LeCompte, (1988) radica en que tal perspectiva postula sistematizar los fenómenos observados y procura generar categorías conceptuales validando asociaciones entre fenómenos o comparando constructos. La relación teoría, práctica, investigación termina siendo parte de un ejercicio único. Finalmente en el capítulo cinco se exponen las conclusiones y las líneas de acción que se derivan de las implicancias de la investigación. Se presume que las mismas se abordan desde la validación de un conocimiento sistematizado sobre directivos de escuelas secundarias con un fuerte enfoque hacia un diseño de acción programática en términos de construcción de conocimiento sobre el campo, la formación y la capacitación de los directivos.
Die vorliegende Arbeit trägt den Titel: Intellektuellen-Rolle in Günter Grass Werken : "Die Plebejer proben den Aufstand"(1966), "Örtlich betäubt"(1969), "Aus dem Tagebuch einer Schnecke"(1972), und "Ein weites Feld"(1995). Das erste Kapitel befasst sich insgesamt mit drei Haupttiteln II. Der Intellektuelle II.1 Das allgemeine Umfeld In diesem Teil der Dissertation sollen Aussagen getroffen werden, die auf folgende und weitere Fragen eine Antwort geben: Was ist ein Intellektueller? Wie kam der Begriff zustande? Gibt es Unterschiede zwischen den Intellektuellen und wie werden sie eingeteilt? II.2 Das deutsche Umfeld Die Behandlung des Nazisystems und dessen historische Hintergründe vermittelt bedeutsame Lehren. Aber wozu braucht man diese Lehren? Gibt es Spuren von Nationalsozialismus heutzutage? Wo waren die Intellektuellen bei der Bildung des Nationalsozialismus? Ist der Nationalsozialismus erst mit Hitler aufgetaucht? Wenn zuvor, in welcher Phase hat er sich im Bewusstsein der Deutschen verankert? Ob theoretische bzw. geistige Tendenzen dazu beigetragen haben? II.3 Das Bild von Grass als Intellektueller II.3.1 Positionierung Eine Hauptthese für Grass intellektuelle Positionierung wird durch die Verbindung zwischen Grass' Grundkonzeption der gesellschaftspolitischen Intellektualität und der Gruppe 47 ermittelt. Dann bezweckt die Behandlung von Grass Bild nach Erscheinen seines autobiographischen Werks: "Beim Häuten der Zwiebel" (2006), dass seine Intellektualität nicht nur aus dem positiven, sondern auch aus dem negativen Profil beleuchtet wird. Aus der Darstellung zahlreicher Ansichten von Günter Grass werden fünf thematische Kernpunkte als Konzepte behandelt. Unter jedem Konzept sollen spezifische Vorschläge zur gesellschaftlichen Positionierung aufgezeigt werden. II.3.2 Grass' politische Merkmale Es handelt sich hier um die intellektuellen Charaktereigenschaften. Dadurch kommen manche Fragen zu Wort: Hat Günter Grass gesellschaftliche Aktivitäten? Hat er die Voraussetzungen dafür? Wie ist der Umfang seiner Aktivitäten? Hat die Gruppe 47 Einfluss auf Grass intellektuelle Merkmale? Steht bei Grass eine Methode der gesellschaftspolitischen Arbeit zur Verfügung? Dann wird die politische Sprache von Günter Grass und ihre Wirkung auf den Rezipienten untersucht. Danach wird nach Grass' Auffassung von der Revision gefragt und ob sie mit seiner Auffassung der Aufklärung zusammenpasst. Darauf wird die Funktion der Revision in seinem literarischen Werk und in seiner gesellschaftspolitischen Aktivität gezeigt. Abschließend werden die Argumente seiner Intellektualität untersucht: Wie hat Grass' gesellschaftspolitische Aktivität den konkreten politischen Rahmen berücksichtigt? Um diese Frage zu beantworten, muss der Zusammenhang zwischen Politik und Moral verdeutlicht werden. III. Historischer Kontext und Inhalt der Werke Unter diesem Titel wird erstens der historische Zusammenhang der untersuchten Werke skizziert. Dann werden meistens durch Argumente aus jedem Werk selbst nicht nur der Kern des Werkes und sein Handlungsverlauf, sondern auch die dafür angewandte Methode dargestellt. IV. Bezug der untersuchten Werke zu konkreten gesellschaftspolitischen Fragen IV.1 Interaktionswege des Intellektuellen mit der Gesellschaft, vor allem beim Wandel gesellschaftspolitischer Prozesse Zentralkonzepte des ersten Werkes sind: Vermittlung, Engagement, Solidarität und die Aktualität als Maßstab. Diese werden durch zwei Konzepte des zweiten Werkes: Appell an Generationen beim Wechsel und Zusammenhaltsprinzip an Revision gebunden, sowie durch die Behandlung vom Prozess der Meinungsbildung im vierten Werk ausgearbeitet. IV.2 Thematische Aspekte zur Vermeidung eines Naziregimes Aus den thematischen Perspektiven der drei letzten Werke geht eine bunte Sammlung intellektueller Konzepte aus, die zur Bekämpfung von Nazivorsprünge verwendet werden können. V. Pädagogische Strategien der untersuchten Werke Die pädagogischen Aspekte der untersuchten Werke sollen intellektuelle Werte vermitteln, die einen bedeutenden Beitrag zur Lösung gesellschaftspolitischer Probleme und Konflikte leisten. VI. Entwicklung der literarischen und gesellschaftspolitischen Vision Hier wird die Entwicklungslinie der gesellschaftspolitischen Vision in den untersuchten Werken verfolgt. VII. Zur Rezeption der vier Werke Durch die Auseinandersetzung mit der negativen Kritik wird angestrebt, ihre Subjektivität darzulegen, damit der gesellschaftspolitische Wert der vier Werke enthüllt wird. ; The present work carries the title: The role of intellectuals in Günter Grass works: "The plebeians rehearse the uprising"(1966), "locally dazes"(1969), "from the diary of a snail"(1972) and "a wide field"( 1995). The first chapter deals all together with three full titles II. The intellectual II.1 The general sphere In this part of the dissertation the statements which give an answer on the following and other questions should be met: what is an intellectual? How did the concept come about? Are there differences between the intellectuals and how are they divided? II.2 The German Sphere The treatment of the Nazi system and his historical backgrounds provides significant apprenticeships. For what does one need these apprenticeships? Are there tracks of national socialism nowadays? Where were the intellectuals during the forming of the national socialism? Has national socialism appeared only with Hitler? If before in which phase it has anchored itself in the consciousness of the Germans? Whether have theoretical or intellectually trends contributed it towards? II.3 The picture of Grass as an intellectual II.3.1 positioning A main thesis for Grass intellectual positioning is determined by the connection between Grass' basic concept of the society-political intellectuality and the group 47. Then the treatment of Grass picture after appearance of his autobiographical work: "with the skin of the onion"(2006) aims, that his intellectuality not only from the positive, but also from the negative profile is lighted up. From the representation of numerous views of Günter Grass are five thematic quintessential points treated as concepts. Under every concept should specific proposals be indicated to the social positioning. II.3.2 Grass' political signs It concerns here around the intellectual traits. Some questions thereby get a chance to speak: Does Günter Grass have social activities? Does he have the conditions for it? How is the extent of his activities? Does the group 47 have influence on Grass' intellectual signs? Is a method of the society-political work available with Grass? Then the political language is examined by Günter Grass and its effect on the recipient. Then Grass' view of Revision is asked and whether it fits with his view of the clarification. The function of the Revision is consequently offered in his literary work and in his society-political activity. Finally, the arguments of his intellectuality are examined. How has Grass' society-political activity considered the concrete political frame? To answer this question, the connection must be made clear between politic and morality. III. Historical context and contents of the works Under this title the historical connection of the examined works is outlined first. Then are mostly shown with arguments from every work not only the core of the work and its action course, but also the method applied for it. IV. Relation of the examined works to concrete society-political questions IV.1 Interaction ways of the intellectual with the society, above all with the change of Society-political processes Central concepts of the first work are: Mediation, engagement, solidarity and the actuality as a graduation. These become by two concepts of the second work: Appeal at generations in case of change and cohesion principle engaged in the revision, as well as by the treatment of the education of opinion in the fourth work worked out. IV.2 Thematic aspects for the avoidance of a Nazi regime From the subject of the three last works goes a coloured collection of intellectual concepts out, which can be used to the fight against Nazi projections. V. Educational strategies of the examined works The educational strategies of the examined works should provide intellectual values, which make an important contribution to solve society-political problems and conflicts. VI. Development of the literary and society-political vision Here the line of development of the society-political vision is pursed in the examined works. VII. To the reception of the four works The discussion with the negative criticism aims to clear the subjectivity, so that the society-political value of the four works is revealed.
Brussels Ii Conference On 'supporting The Future Of Syria And The Region': Co-chairs Declaration ; Council of the EU PRESS EN PRESS RELEASE 219/18 25/04/2018 Brussels II Conference on 'Supporting the future of Syria and the region': co-chairs declaration 1. The Second Brussels Conference on "Supporting the Future of Syria and the Region" took place on 24-25 April 2018. It was hosted by the European Union and co-chaired by the United Nations. 2. One year after Brussels I, and following the previous three pledging conferences in Kuwait as well as the London Conference in 2016, the Conference renewed and strengthened the political, humanitarian and financial commitment of the international community to support the Syrian people, the neighbouring countries, and the communities most affected by the conflict. Brussels II brought together 86 delegations including 57 States, 10 representatives of regional organisations and International Financial Institutions (IFIs) as well as 19 UN agencies. More than 250 Non-Governmental Organisations (NGOs) were also associated throughout the preparations and the two days of the Conference. 3. The former co-chairs of Brussels I: Germany, Kuwait, Norway, Qatar and the United Kingdom (UK) brought substantial input to the preparations and the proceedings of the Conference. Jordan and Lebanon were closely associated, in a spirit of partnership and in full acknowledgement of their tremendous efforts since the beginning of the Syrian conflict. Turkey also provided important contributions, both as the country hosting the largest number of Syrian refugees and as a key regional actor. 4. Civil society and NGOs were very closely and substantially associated to Brussels II and its preparations, including through extensive consultations with NGOs implementing humanitarian and resilience programmes in the region. The first day of the Conference was devoted to a high-level dialogue with representatives from 164 NGOs, including 15 from Syria and 72 from the three main refugee-hosting countries. 5. In addition, Syrian Civil Society Organisations (CSOs) from across Syria and neighbouring countries discussed their role in the future of Syria in a closed-door side event undertaken by the EU and the Office for the Special Envoy for Syria. The CSOs' views were further presented during the ministerial plenary on 25 April. The international community, and the EU in particular, will continue to work with Syrian civil society as essential stakeholders towards reaching a peaceful solution to the conflict and in its legitimate aspirations to contribute to the country's future. 6. Syria's artistic community was also given prominence through a string of cultural events, including a Syrian art space, "Tourab", that ran for ten days in central Brussels around the dates of the Conference. These events were meant as a tribute to the remarkable individual efforts of the Syrians since the start of the conflict. 7. The Conference reaffirmed that only an inclusive, comprehensive and genuine political solution in accordance with UNSCR 2254 and the Geneva Communiqué, that meets the legitimate aspirations of the Syrian people for dignity and freedom will ensure a sustainable end to the Syrian conflict, prevent regional escalation and a return of ISIL/Da'esh, and guarantee a peaceful and prosperous future for Syria and the region. It reiterated the international community's commitment to Syria's sovereignty, independence, unity and territorial integrity, and safety and security for all citizens. Participants stressed the importance of women's engagement in the political process, including through their adequate representation within the delegations of parties to the conflict. 8. The humanitarian and resilience needs of people inside Syria and in the region remain enormous. Current UN appeals are severely underfunded. In 2018, the UN-coordinated appeal for Syria requests to cover assistance and protection needs inside Syria amounts to US$ 3.51 billion. In addition, through the Regional Refugee and Resilience Plan (3RP), an appeal of US$ 5.6 billion, inclusive of US$ 1.2 billion already committed, is required to support refugee and host community humanitarian and resilience related assistance in Turkey, Lebanon, Jordan, Iraq and Egypt. 9. The Conference acknowledged the continuing generosity of neighbouring host countries and their communities in providing refuge to millions of displaced people. Participants pledged, for both Syria and the region, $ 4.4 billion (€ 3.5 billion) for 2018, as well as multi-year pledges of $ 3.4 billion (€ 2.7 billion) for 2019-2020. In addition, some international financial institutions and donors announced around $ 21.2 billion (€17.2 billion) in loans, of which elements are on concessional terms. The Conference noted that pledges made at Brussels I in 2017 had been largely fulfilled, and in some cases exceeded. Co-chairs and main donors agreed to widen the resource base and ensure greater predictability, coherence and effectiveness of the aid. The attached fundraising annex sets out the pledges made at this Conference. Political 10. The Conference expressed its strong support for the work of the UN Special Envoy for Syria in his mandate to facilitate the political process, with a view to a lasting political settlement based on the Geneva Communiqué and the full implementation of relevant UNSC Resolutions, including UNSCR 2254 (2015). It welcomed the twelve "Living Intra-Syrian essential principles" developed as commonalities in the Geneva process, offering a perspective of a vision of a future Syria that can be shared by all. It also welcomed the parameters on the constitutional and electoral baskets and the importance of a safe, calm and neutral environment, as outlined by the UN Special Envoy for Syria in his Security Council Briefing on 19 December 2017. Participants gave their full support to the Special Envoy's efforts to facilitate, in consultation with all concerned, the implementation of the Sochi Final Statement (as circulated to the Security Council on 14 February 2018) for the establishment of a Constitutional Committee for Syria in Geneva, under UN auspices and in accordance with UNSCR 2254 (2015). 11. The Conference reiterated the importance of preventing and combating terrorism in Syria in accordance with relevant United Nations Security Council resolutions. They took note of considerable progress in military operations to combat ISIL/Da'esh since the last Brussels Conference, while underscoring the continuing need to combat terrorism in accordance with international law. Efforts to combat terrorism do not supersede other obligations under international law 12. The co-chairs expressed their strong condemnation of the use of chemical weapons by any party to the conflict and under any circumstances. Their use is abhorrent and a clear violation of international law. It is very important that any alleged use be followed by an impartial, independent and effective investigation. Ensuring accountability for the use of chemical weapons is our responsibility, not least to the victims of such attacks. Co-chairs called upon all participants to use their influence to prevent any further use of chemical weapons. Humanitarian 13. Violence and human suffering have increased in Syria, with military escalation by parties to the conflict further increasing to an alarming extent in 2018. The civilian population has continued to endure the bulk of the suffering caused by the conflict, including severe, constant and blatant violations of International Humanitarian Law (IHL) and human rights law, in particular: deliberate and indiscriminate attacks on civilians and civilian infrastructure, reported and ongoing use of chemical weapons, forced displacement, arbitrary detention, enforced disappearances, and torture, including sexual exploitation and abuse and gender-based violence. More than 12 million people have now been displaced, including more than 5.6 million refugees hosted in neighbouring countries and 6.6 million displaced inside Syria. Nearly 13.1 million people, almost half of whom are children, urgently need humanitarian assistance and protection inside the country. 14. The co-chairs, together with all participants, reiterated their appreciation for Kuwait's and Sweden's efforts in drafting UNSC Resolution 2401 (2018) and called for its immediate and full implementation, as well as all other relevant resolutions on Syria. They urged all parties to the conflict to strictly adhere to their obligations under IHL. Attacks against civilians, humanitarian workers as well as any civilian infrastructure, particularly health facilities and schools, violate the most basic human rights, may amount to war crimes under international law, and must stop without delay. They also requested that humanitarian mine action programming be accelerated as a matter of urgency. 15. The Conference reconfirmed the importance of delivering needs-based humanitarian assistance to all civilians, in line with humanitarian principles of humanity, neutrality, impartiality and independence. Participants stressed the critical link between protection and access. They called for unconditional, unimpeded and sustained humanitarian access through the most direct routes, including to the 2.3 million people still living in besieged and hard-to-reach areas across Syria through all aid modalities: cross-line, cross-border and regular programme, in line with UNSC Resolution 2393 (2017). 16. Particular concerns were noted over the escalation of fighting and dramatic humanitarian situation still faced by civilians in many parts of Syria. The Conference stressed the need to ensure that any evacuation of civilians must be safe, informed, temporary, voluntary in nature and a solution of last resort including the destination of their choice, the right to return and the choice to stay, as per IHL. All efforts should be made to ensure the unconditional medical evacuation of those in need of urgent medical treatment. Denials of medical supplies and of access to healthcare are violations of international law and should be stopped at once. The systematic removal of life-saving medical items from humanitarian convoys is unacceptable and needs to be addressed once and for all. 17. Participants agreed that present conditions are not conducive for voluntary repatriation in safety and dignity. Significant risks remain for civilians across the country as the situation remains characterised by continued fighting and displacement, with 2.6 million people displaced in 2017 alone. Conditions for returns, as defined by the UNHCR and according to international refugee law standards, are not yet fulfilled. Any organised return should be voluntary and in safety and dignity. Regional/development 18. The international community acknowledged and commended the huge efforts made by the neighbouring countries and their citizens, in particular Jordan, Lebanon and Turkey, as well as Iraq and Egypt, in hosting millions of refugees from Syria. Participants recognised the deepening vulnerability of Syrian refugees, Palestinian refugees from Syria and host communities, which should be addressed through sustained humanitarian and resilience support. 19. Participants committed to remaining fully engaged, in a spirit of partnership, in supporting neighbouring countries to address the challenges they face. Substantial progress has been made by governments, donors and the UN in implementing the commitments undertaken in London in 2016 and in Brussels in 2017, including through the EU Compacts with Jordan and Lebanon. However, more should be done to ensure the continued and effective protection of refugees against risks of forced evictions and returns and improvement of their legal residency status. 20. While the countries of the region continue to face enormous humanitarian challenges, the Conference agreed that increased focus is required to support reform and longer-term development in a sustainable manner. It remains critical to support health and education, economic development, job creation and integration into labour markets, for both host communities and refugees, especially vulnerable groups such as women and youth. The Conference underlined the essential need to reach all children and young people, who will one day have a key role in the recovery and rebuilding of the region, with quality education and skills training. It expressed support for targeted resilience programming and an increase in allocations to women and girls. Extremely vulnerable refugees and host communities will continue to require support through cash assistance and enhanced social protection mechanisms. Resettlement was recognised as an essential protection tool for refugees with heightened protection risks and its importance was highlighted, together with other legal pathways, in offering safe and dignified access to safety beyond the immediate region. 21. The Conference welcomed the Lebanese Government's Vision for Stabilisation, Growth and Employment including the Capital Investment Programme together with its commitment to establish a timetable for reforms that were presented in Paris on 6 April 2018, whose implementation and follow-up with the support of the international community is critical. The Conference also welcomed the Rome II ministerial meeting in support of Lebanon's armed and internal security forces that was held on 15 March 2018. 22. The Conference equally welcomed the fiscal and structural reforms that are being implemented by the Jordanian Government in a difficult economic environment, with a view to ensuring fiscal sustainability and improving the investment climate in line with the "Jordan 2025" vision document and with the Economic Growth Plan for 2018-22. The Conference also welcomed the UK's intention to host an international Conference with Jordan in London later this year to showcase Jordan's economic reform plans, its aspiration to build/enable a thriving private sector, and mobilise support from international investors and donors. 23. The Conference commended the Turkish Government for its generous and large-scale efforts in hosting millions of Syrian refugees and integrating them into national services, including health, education, employment and other municipal and social services. Joint frameworks have been established with the international community under programmes such as the EU Facility for Refugees in Turkey and the UN Regional Refugee and Resilience Plan 2017-2018. Addressing the protracted refugee situation will require continued co-operation along those lines. 24. Participants committed to supporting further investments to foster inclusive economic growth and social development in Lebanon and Jordan, including through concessional financing, blending of grants with loans and the use of the EU External Investment Plan in cooperation with the support of European Financial Institutions and the private sector. They commended the efforts made by host countries to open access to education, water and sanitation and health services and encouraged further progress. Investment in infrastructure and in human capital is necessary to improve the quality of services and will continue to be supported. Participants also noted the importance of vocational training for refugees and host communities, closely aligned with private sector labour needs. Protection measures, in particular the provision of legal residency, should be reinforced. 25. Inside Syria, support to inclusive and accountable service delivery and to livelihood opportunities for the affected populations, particularly women and youth, should continue while ensuring that it does not condone, or indirectly entrench, social and demographic engineering as a result of forced displacement and intentional creation of obstacles to return. Work will address needs related to safe and equal access to civil documentation, housing and property rights to ensure that the rights of Syrians are protected and that those displaced are provided the basic conditions to be able to return to their homes in a dignified, safe and voluntary way when conditions allow. It is also important to support Syrian civil society, social cohesion/dialogue and seek to promote accountability and transitional justice. Funding decisions shall be conflict-sensitive and shall in no way benefit or assist parties who have allegedly committed war crimes or crimes against humanity. The UN reiterated that its Parameters and Principles for UN assistance in Syria will guide UN assistance beyond emergency life-saving aid in Syria. Future steps 26. The EU and the UN committed to tracking the commitments made during the Conference and reporting regularly on their delivery, including through reviews at key international events during the year. 27. Donor countries present at the Conference reiterated that reconstruction and international support for its implementation will only be possible once a credible political solution, consistent with UNSCR 2254 and the Geneva Communiqué, is firmly underway. A successful reconstruction process also requires minimal conditions for stability and inclusiveness, a democratic and inclusive government, an agreed development strategy, reliable and legitimate interlocutors as well as guarantees in terms of funding accountability. None of these conditions are fulfilled in Syria. In the meantime, participants agreed to regularly review post-agreement plans, including those produced by the UN-led post-agreement planning process initiated by the 2016 London Conference on Syria. 28. Participants also called upon all parties to release all persons who are arbitrarily detained, in line with UNSC Resolutions 2254 (2015) and 2268 (2016). Access to all detention facilities should be granted to independent monitors and information provided on cases of forced disappearances. Ongoing work on the release of detainees and abductees by all parties is valuable and can help build confidence between them. Participants expressed support to the UN proposal for a Standing Secretariat under UN auspices, recently proposed to support the working group formed by the Astana guarantors. 29. Finally, participants recalled that transitional justice and accountability are required for sustainable peace and an inherent part in any meaningful process of reconciliation. War crimes and violations of international humanitarian law and human rights abuses need to be investigated. Any entities and individuals guilty of such violations, including the use of chemical weapons, must be held accountable. The co-chairs commended the role of the Commission of Inquiry and welcomed progress in the work of the International Independent and Impartial Mechanism (IIIM) and called for continuous efforts to ensure the necessary means for its functioning. They called for the situation in Syria to be referred to the ICC. This book builds on the lessons from public institutions and programs to support innovation, both successful and failed, from Europe and Central Asia (ECA) as well as China, Finland, Israel, and the United States. Field visits to these countries were hosted by the innovation and scientific agencies of the respective governments, strengthening the international experiences presented here. This book is a culmination of ten years of analytic and operational work led by the private and financial sector development department and the chief economist's office of the ECA region of the World Bank. Several regional reports and country policy notes exploring these issues have been published over the years. The book also reflects the lively discussion in the ongoing series of flagship events to promote knowledge based economies in the region. The most recent knowledge economy forum was held in Berlin in 2010, hosted by the fraunhofer center for Central and Eastern Europe. The book identifies policies that have an adverse affect on innovation. It also identifies policy gaps that, if filled, could have a catalytic effect on private sector innovation.
Varios factores parecen presagiar un futuro triunfo de los partidos políticos chilenos de derecha en las próximas elecciones presidenciales, a celebrarse dentro de un año. Hacer pronósticos a estas alturas puede sonar bastante fuera de lugar, puesto que mucha agua ha de correr bajo el puente, pero al tratarse de una tendencia que continúa afianzándose y, siendo Chile uno de los cuatro o cinco países latinoamericanos donde recaen todas las miradas, vale la pena hacer un breve análisis de la significación histórica de dicho acontecimiento. Y el mismo pasa por el reconocimiento (empírico, no ético) de los tres o cuatro estadios que ha tenido el conservadurismo trasandino.Podríamos empezar por recordar que, hasta la radicalización del gobierno de Allende, y la posterior dictadura pinochetista, el sistema político chileno gozó, durante todo el siglo XX, de una salud democrática envidiable, hablando siempre desde nuestro contexto latinoamericano y manejándonos con los criterios elementales que definen a una poliarquía en los términos del paradigma pluralista.Nunca fue –como Brasil- una democracia tutelada por el ejército, a pesar del prestigio del que gozaba dicha institución a partir de sus victorias militares, principalmente en la Guerra del Pacífico. Tampoco llegó a abrazar, como la gran mayoría de las naciones del continente, a un caudillo populista que terminara estableciendo, queriéndolo o no, un sistema de partido hegemónico y con el poder para el poder como ideología, como Cárdenas en México o Perón en Argentina: a contramano de esto, Chile llegó a vivir una extraña predominancia de su parlamento, lo que generaba y se retroalimentaba con una gran heterogeneidad de partidos con posibilidades de acceder al poder, coalición mediante. No cargó con una herencia de extensas guerras civiles –como el Uruguay-, que derivara en una democracia de tradiciones y divisas en el inconsciente colectivo. Finalmente, supo alcanzar la meta del voto universal de manera muy temprana, casi a la par que los vecinos países rioplatenses.El fondo de la cuestión no era tan maravilloso, por supuesto, y se manifiesta como un constante dominio del conservadurismo. Las élites económicas chilenas jamás tuvieron ningún tipo de enfrentamiento intestino entre sus tres modalidades de dominio: la agrícola, la industrial-minera y la financiera (vale recordar que buena parte de la minería, hasta la década de los sesentas, estuvo en manos de capitales estadounidenses). Esta cohesión del poderío económico evitó sistemáticamente el ascenso de una fuerza de izquierda por medio de las urnas a través de concesiones graduales –en materia de derechos políticos - que favorecieran, en un sistema democrático atomizado, al estrato social que tenía la última palabra: la clase media (las concesiones sociales a los sectores populares fueron menores y más lentas). De hecho, cuando entre las décadas de los 30s y los 40s vence en tres elecciones consecutivas el denominado Frente Popular (radicales, socialistas y comunistas), las clases altas -a través de su aparato político de derecha-, no tardan en cooptar al Partido Radical, fuerza dominante del grupo. Este giro llegó al extremo tragicómico de que un mismo presidente, González Videla, comenzara su mandato con tres ministros comunistas, para luego terminarlo habiendo proscrito al Partido de extrema izquierda en su totalidad (medida que duraría poco).Este modelo político llega a su final con la creciente crispación social que se extendería por toda Latinoamérica desde mediados los años '50. Surge un nuevo escenario, que es más conocido por lo que no me extenderé demasiado en el mismo: el de un sistema político dividido en tres (conservadores, la FRAP-Unidad Popular lideradas por Salvador Allende, y los democristianos de Eduardo Frei, situados oportunamente en el centro). Si bien la derecha en un principio interpreta bien las circunstancias y apoya a Frei en el 1964, en 1970 decide "cortarse sola" y presenta a su propio candidato, provocando una ajustada –e inesperada- victoria de la UP.El hecho de que las élites económicas permitieran a una persona como Allende alcanzar el poder, es una prueba de la madurez –probablemente no buscada- de la democracia chilena de entonces. Ahora bien, una cosa es reconocer la derrota y otra muy diferente el adaptarse a sus consecuencias. Conocemos el desarrollo de los acontecimientos: abrupto descontento de las clases medias, un "todo vale" por parte de las clases altas, fragmentación en las clases bajas, radicalización política, caos, intervención de las hasta entonces constitucionalistas fuerzas armadas, golpe institucional.1973: entramos en otro estadio de la derecha chilena: el de colaboración con los militares. Si bien es evidente que el régimen burocrático-militar devenido a neo caudillismo ultra conservador no daba mucho margen para la acción política propiamente dicha, Pinochet deja en manos de la derecha civil los asuntos económicos, en una suerte de tecnocracia paralela que determinaría un paradigma macroeconómico que más o menos continúa hasta la actualidad.Esta identificación de los conservadores con el régimen, persistió hasta muchos años después de su caída. En primer lugar la derecha no podía "lavarse las manos" en cuanto a su evidente participación en la dictadura, si bien su papel en los aspectos más siniestros de la misma no fuera tan claro. En segundo lugar, haber renegado completamente de Pinochet hubiera supuesto un suicidio político frente a los votantes más fieles, que tenían (y muchos siguen teniendo) gran estima al difunto general. Evidentemente fue una identificación implícita caracterizada por una suerte de PPS -"un profundo y prolongado silencio"-, dado que, como cincuenta años atrás, el vencer en una elección pasaba necesariamente por ganarse al votante de centro.La importancia del estigma pinochetista podría establecerse en las terceras elecciones de la nueva etapa democrática (1999). Con el ex dictador detenido en Londres, los conservadores ven una buena oportunidad de desmarcarse del mismo (sobre todo cuando el propio gobierno de centro izquierda pagaba el precio de exigir que fuese liberado). Los resultados fueron sorprendentes: el ex Chicago Boy y alcalde del exclusivo distrito de Las Condes, Joaquín Lavín, quedó segundo frente a Ricardo Lagos por sólo 30 mil votos en la primera vuelta.Este repentino resurgimiento de la derecha (confirmado luego en la elección de Lavín como alcalde de Santiago), basado por igual en el progresivo ocaso de la figura del dictador y en un populista eslogan de "cambio", sería el primer paso hacia la conformación de una alternativa válida y aggiornada del conservadurismo chileno.El segundo paso, es la aparición como líder de la figura de Sebastián Piñera. Nacido en una familia de tradición democristiana, y dedicado hasta hace poco a la actividad privada, marca sin lugar a dudas una nueva generación conservadora, sin lazo alguno con el pinochetismo –explícito o implícito- y con un discurso bastante sensato en comparación con la vacuidad lavinista (y bastante más moderado, por cierto).Piñera parte como claro favorito frente a cualquier potencial candidato de la Concertación entre socialistas y democristianos, desgastada tras dieciocho de gobierno. La gran esperanza de la coalición de centro izquierda, que era una eventual nueva candidatura de Ricardo Lagos, se desvanece tras el descalabro del nuevo sistema metropolitano de transporte (Transantiago), ideado durante su presidencia. Una victoria de la Alianza por Chile (el nombre que recibe la coalición conservadora) marcaría el definitivo tercer paso para identificar la nueva cara de la derecha chilena, en particular en un continente que parece que continuará siendo dominado por la izquierda en la mayoría de sus países. * Estudiante de la Licenciatura en Estudios Internacionales. Para gestionar la relación que establecen las ciudades con el medio ambiente se requieren estados del arte a punto, lectura integrada de los problemas derivados de acciones e inacciones públicas de la perturbación ambiental de la urbanización, sobre la inadecuada localización geográfica, conocer las prácticas de los actores y sujetos, evaluar el cumplimiento de instrumentos y ordenamientos transversales. En fin se requiere generar investigación científica sobre la intrusión acelerada en el medio ambiente (superficie terrestre, atmósfera y subsuelo) que realiza la sociedad en busca del desarrollo. En esa dirección, desde los años noventa, sobre el desarrollo sustentable del territorio, primero y la gobernanza ambiental, después, a la fecha se han realizado importantes contribuciones desde distintos frentes –científicos, técnicos expertos, organismos multilaterales, marcos legislativos y administración pública renovados- aunque todavía insuficientes y se conoce poco sobre la reducción de impactos, sobre el equilibrio entre necesidades humanas actuales y estado del medio ambiente. Es necesario avanzar en la evaluación de medidas de mitigación, controlar las vulnerabilidades, entre otros aspectos. Es decir, ahondar en el examen sobre los logros de la sustentabilidad y de la gestión social, privada y pública del medio ambiente. El conocimiento científico dinámico de la afectación a los recursos en las ciudades y territorios es apremiante, se requiere mediciones con mayor precisión de las acciones sobre los recursos. En este contexto, el presente libro "Territorios, Sustentabilidad y Gobernanza en México y Polonia" es una contribución para los contextos mexicano y polaco, aunque los hallazgos presentados pueden extenderse a países en desarrollo. El libro es producto de la generación científica en el segundo año de actividad de la Red Internacional de Territorios, Sustentabilidad y Gobernanza en México y Polonia (RETESyG) con registro en la Universidad Autónoma del Estado de México. Éste recoge trabajos seleccionados del segundo congreso, realizado los días 24 y 25 de enero de 2017, el cual tuvo como objetivos revisar el estado del arte, generar discusión contemporánea y cultivar líneas temáticas de colaboración científica en el objetivo problemático de la Red. La Red abarca conceptos -territorio, sustentabilidad, gobernanza- cuyos márgenes de consensos y disensos analíticos de las diversas disciplinas tornan al objetivo problemático en un abanico de posibilidades de estudio. El campo disciplinar en la Red lo conforman las ciencias ambientales, geografía, agronomía, edafología, biología, sociología, economía, urbanismo y, planeación territorial. Las líneas de investigación colaborativa emergentes en la Red son de dos tipos: investigación en cuerpos académicos y grupos científicos con contactos disciplinares (patrones de urbanización, ocupación del territorio y perturbación ambiental; análisis de riesgo, vulnerabilidad, ordenamiento e instrumentos de intervención para la sustentabilidad ambiental; metodologías para medir la vulnerabilidad del territorio) y; línea de investigación colaborativa institucional transdisciplinarios (estudios rurales y gestión ambiental comunitaria). Mientras las temáticas presentadas en el primer libro de la Red, Vulnerabilidad territorial ante la expansión urbana (Santana y otros, 2016) se situaron en el enfoque de vulnerabilidad como el concepto que resignifica la transversalidad de las acciones sociales y del gobierno en los recursos naturales, cuyos resultados de investigación sugieren avanzar hacia el desarrollo territorial sustentable y se plantea a la gobernanza territorial como alternativa a las acciones que reproducen efectos negativos en el medio ambiente y a la sociedad, el presente libro además de dar continuidad en las líneas emergentes, es un paso adelante en la precisión de marcos teóricos, enfoques y desagregación de problemáticas en los territorios, la situación de sustentabilidad y el alcance de la gobernanza. Este segundo libro se estructura en las siguientes partes: la primera se enmarca en la discusión del desarrollo sustentable y la gestión comunitaria rural; la segunda examina la reorganización del territorio y de los espacios urbanos derivados de contextos específicos y, la tercera agrupa trabajos que examinan indicadores, información, normatividad y parámetros de evaluación. Las escalas de estudio son locales (colonia, delegación, campus universitario, huerto familiar, municipio); regionales, cuenca hidrográfica, zona metropolitana, entidad federativa y; nacionales, México y Polonia. Los capítulos de la primera parte, tienen como trasfondo la búsqueda del desarrollo sustentable y la propuesta de la gestión comunitaria desde el ámbito rural como una alternativa consciente del manejo adecuado de los recursos. La búsqueda de la sustentabilidad ha demostrado dificultades de concepción y de instrumentación institucional, también ha propiciado discusiones científicas con enfoque multidisciplinario desde los años noventa en adelante. Al ser un concepto de origen normativo con un macro propósito de alto nivel jerárquico de gobierno, multilateral internacional, en los países se estandarizan esfuerzos vertidos y los resultados obtenidos no siempre son los esperados. Sin embargo desde la organización social local se vislumbran otras salidas. El desarrollo territorial sustentable está relacionado con la existencia del patrimonio en la conciencia de la sociedad local. Tal reconocimiento, protección y promoción del patrimonio social y local, incentiva al uso adecuado de los recursos físicos y recursos intangibles. De esta manera el patrimonio es la base integradora del territorio, el actor más importante en la formación de la identidad local. Para identificar paradigmas pertinentes en áreas rurales en Polonia se plantean las preguntas de ¿cuáles áreas o regiones logran éxitos en el marco de la transformación de las áreas rurales en Europa, cuáles no, y por qué? En el marco de las políticas territoriales de la Unión Europea las áreas rurales de Polonia no han conseguido las metas y logros esperados. Surgen como factores explicativos los geográficos, estrategias de familias campesinas, capital social, existencia de organización y matriz del desarrollo rural. El paradigma de análisis conveniente parece ser el transdisciplinarios de base endógena. Para trabajar en la organización espacial del campo es necesario recuperar los indicadores identificados como exitosos en las propias áreas rurales, el análisis de factores combinados exógenos y endógenos para definir proyectos del tipo "decidamos juntos, trabajar juntos". Con base en los dos primeros capítulos se puede insistir en que las políticas desde arriba no siempre tienen los impactos esperados, por lo que es necesario persistir en la generación de políticas concertadas desde abajo que suelen ser más sensibles y próximo a los actores, lo que permite conseguir resultados. Otro grupo de capítulos, en esta primera parte, se ubican en la dimensión social del desarrollo sustentable local. Los huertos familiares en localidades rurales y rural-urbanas en el Estado de México, por ejemplo, suponen agrosistemas de organizaciones productivas con potencial de conseguir sustentabilidad ambiental, gracias a la gestión comunitaria, integración de saberes tradicionales del conocimiento agroecológico y a la cohesión social familiar. Aunque entre otras debilidades de los huertos se subraya la fractura familiar etaria y la confrontación en la inserción de productos y fuerza de trabajo en los mercados urbanos. Por lo que se plantea revalorar la importancia del huerto familiar para usos medicinales, sana alimentación, mejorar la calidad del aire y usos florísticos, entre otros, como medidas de arraigo. El enfoque cuencas hidrográficas, tratado en otro capítulo, siguiere que sigue siendo pertinente para actuar con el ambiente, tales diagnósticos permiten síntesis por tipos de recursos y derivar etapas de acciones integrales. Las interacciones social, cultural, ambiental y territorial confluyen en el funcionamiento socio productivo lo que puede llevar a decisiones y acciones sustentables. Este primer apartado finaliza con un trabajo de carácter tecnológico local. La alternativa descentralizada de aprovechamiento de los recursos naturales, así se proponen la producción sustentable de biocombustible (con Higuerilla -Ricinus communis-, basado en Jatropha Curcas L) para enfrentar la vulnerabilidad socio ambiental y crisis energética. La segunda parte del libro concentra capítulos que abordan cambios en el territorio y en los espacios urbanos, tales como los procesos internacionales y sus efectos nacional y estatal, aborda la expansión metropolitana que genera flujos de personas de larga distancia, fragmentación socio espacial con los consecuentes efectos en riesgo e inseguridad pública. Es este apartado, entre otros capítulos, se reflexiona sobre los cambios en las condiciones de la economía internacional que impactan territorios nacionales, en el caso del Estado de México con trayectoria de localización de la industria automotriz en México, dicha actividad tuvo que reajustar procesos internos a la rama -factores, cadenas y mercados-, así como reorganizarse por los cambios en el territorio nacional –centro occidente y norte-. Tales impactos, le significó a la entidad que regionalmente vaya perdiendo peso económico y competencia internacional en dicha rama. El crecimiento urbano actual se caracteriza por la dispersión con lo cual incrementan los traslados de larga distancia -commuting intra e intermetropolitano-, porque reproduce ocupación irregular del suelo y el acceso diferenciado al suelo urbano, todo ello agrava la segregación residencial por sectores y áreas urbanas. También el proceso de acelerada ocupación del territorio tiene una inadecuada localización que construye vulnerabilidad y riesgo (suelo productivo, áreas de inundación, pendientes, etc.). El conjunto de tales procesos hace que disminuya la calidad de vida urbana. Una problemática reiterada en los estudios urbanos es la escasa eficacia de la planeación urbana y del ordenamiento ambiental tanto por su pertinencia como por las acciones que alienta. Así el modelo de fragmentación del territorio ha sido propiciado por la planeación urbana y el entramado institucional sectorial. El caso del Estado de México muestra una distribución de la segregación socio espacial mediante "conjuntos urbanos" dentro de la ciudad y en el espacio periurbano. De acuerdo con otro capítulo de la esta parte del libro, el análisis de evaluación e impactos de riesgos en espacios o campus universitarios en las ciudades, es un tema poco estudiado por lo que se deberían adelantar programas que generen resiliencia científica, estudiantil y en infraestructuras. De igual manera, otro estudio sugiere avanzar en la prevención del delito para alcanzar seguridad pública local (sectores, áreas y ciudades), tal aspecto podría incorporarse en una planeación urbana reformulada. Todos estos aspectos son factores que reproducen riesgo, vulnerabilidad y retrocesos en el desarrollo. La tercera parte del libro congrega capítulos que examinan indicadores y tipo de información frente a requerimientos concretos, asimismo destaca que los instrumentos jurídicos que atañen al cuidado del ambiente están institucionalmente fragmentados por lo que deben reajustarse. Se agrega al final, un trabajo sobre los desafíos del trabajo colaborativo científico, examina los esfuerzos y alcances de la RETESyG. La medición de la sustentabilidad con indicadores estándares es un primer paso del estudio, tienen una finalidad de comparabilidad con referentes diversos, pero no reportan la situación concreta pero no permiten toma de decisión. Es necesario complementar medición y evaluación de indicadores consensados concretos para la gestión local. En México, en específico los indicadores del agua, sólo se miden tres de ocho que se realizan a nivel mundial. En el Estado de México, los indicadores del agua no tienen un nivel adecuado de evaluación en calidad, continuidad y cobertura. Por lo que es importante insistir en una evaluación de la calidad del agua con base en los ocho parámetros a fin de contar con información científica completa. Otro trabajo discute sobre las plataformas digitales de información –ciudades inteligentes, Big Data-, en cuanto a la participación pública-social, sobre la pertinencia, objetividad y veracidad. Es decir sobre las características del servicio que ofrecen, no sólo dentro del sector público, sino el cambio hacia la apertura. La interrelación de actores en la generación y gestión de la información propicia gobernanza vertical y horizontal. Aquí se presenta un ejemplo de la técnica del crowdsourcing para mejorar la gestión de la salud pública. De igual forma, la vulnerabilidad territorial en salud del Estado de México, es un trabajo de investigación y representación cartográfica realizado por la Red, información subida a la plataforma digital pública o página electrónica del IGECEM, ello es un avance en la transferencia del conocimiento científico. Un estudio devela el problema de coordinación e interpretación de marcos jurídicos de las áreas de competencia para tomar decisión sobre problemas socio ambiental. En México, las instituciones relacionadas con el riesgo y vulnerabilidad son diversas, el Sistema Nacional de Protección Civil requiere coordinarse con varias dependencias de los tres órdenes de gobierno y organizaciones sociales para cumplir su cometido. Las características de la coordinación -antes, durante y después de un evento- es la primera vulnerabilidad para la gobernanza, la cual se ajusta a marcos jurídicos diversos. Es necesario rediseñar los marcos jurídicos, ordenamientos y mecanismos de gestión dando pasos hacia una gobernanza flexible. El último capítulo del libro, examina los alcances de la Red Internacional de Territorios, Sustentabilidad y Gobernanza en México y Polonia en sus primeros dos años de colaboración científica. Es destacable el potencial de las sinergias y producción de investigación, aunque la generación científica transdisciplinarios es todavía un ensamble sensible. En la medida que la heterogeneidad interna avance en la documentación del objetivo problemático, las demás fases de la red detonarán, tales como medición científica precisa y transferencia para la toma de decisión. El conjunto de los capítulos del presente libro, analiza problemas concretos de la situación ambiental de los territorios, acciones y resultados, son un paso adelante en la discusión científica del desarrollo territorial sustentable. Dado el abanico de temas y estrategias de estudio, su lectura es útil lo mismo para un público especializado, para el sector que toma decisión como para públicos que están iniciándose en la problemática ambiental y el territorio
The article considers the system of priorities and instruments for the development of the regional policy of the EU, taking into account the evolution of the EU's regional policy, which consists in changing its very essence (from rallying and cohesion into a local-oriented regional policy), the stages of the regional policy of the EU (economic essence and trends ) and the current problems of implementing systemic reforms in the EU. Attention is drawn to the fact that the inconsistency and inconsistency of the EU's regional policy may become a threat to the territorial integrity of the region and to strengthen the efferent forces within the regional association. The mentioned systemic challenges increase the importance of considering the issue of building regional policy in other stable states, which, among other things, differ in size, geographical diversity, population size, and economic potential. In recent years, there has been an increase in attention to regional studies, in-depth theoretical studies on the significance of the basic ideas concerning the development of socio-economic territorial systems, the preparation of the latest approaches to the formation and implementation of regional policy, the improvement of the system and management of the internal regions of the state. The study of regional policy and regional development and the synthesis of experience in its implementation in the countries of the European Union has become the subject of discussion by well-known scientists, and a multidimensional approach to the definition of «regional policy» has led to divergent views on its objects and subjects. Therefore, the purpose of the article is to summarize the system of priorities and tools for the development of the regional policy of the EU, taking into account the evolution and stages of the EU regional policy and determining the ways of ensuring it. Due to the fact that at present there is a problem of implementation of system reforms in the EU, which is connected with its vulnerability to modern challenges, the article emphasizes the need to improve coordination of regional economic policy of the EU, employment and social problems, implementation of a joint fiscal policy, as well as a new PESCO defense project designed to strengthen European defense. ; У статті розглянуто систему пріоритетів та інструментів розвитку регіональної політики ЄС з урахуванням еволюції регіональної політики ЄС, яка полягає у зміні самої її сутності (від гуртування та згуртування до регіональної політики, яка орієнтується на місцевий підхід), етапів регіональної політики ЄС (економічної сутності та тенденцій) та сучасних проблем впровадження системних реформ в ЄС. Акцентується увага на тому, що неузгодженість і нескоординованість регіональної політики ЄС може стати загрозою цілосності регіону і посилити відцентрові сили всередині регіонального об'єднання. Зазначені системні виклики збільшують важливість розгляду питання про побудову регіональної політики в інших стабільних державах, які, крім іншого, відрізняються за розміром, географічним розмаїттям, чисельністю населення та економічним потенціалом. В останні роки спостерігається збільшення уваги до регіональних досліджень, поглиблених теоретичних досліджень щодо сутності основних понять, пов'язаних з розвитком соціально-економічних територіальних систем, обґрунтуванням останніх підходів до формування та реалізації регіональної політики, удосконалення системи та процесу управління внутрішніми регіонами держави. Вивчення регіональної політики та регіонального розвитку та узагальнення досвіду його реалізації в країнах Європейського Союзу стало предметом дискусії відомих вчених та багатовимірного підхіду до визначення «регіональної політики», який призвів до розбіжних поглядів щодо її об'єктів та суб'єктів. Тому метою статті є узагальнення системи пріоритетів та інструментів розвитку регіональної політики ЄС з урахуванням еволюції та етапів регіональної політики ЄС та визначення шляхів її забезпечення. У зв'язку з тим, що на теперішній час існує проблема реалізації системних реформ у ЄС, яка пов'язана із його вразливістю перед сучасними викликами, в статті наголошується на необхідності поліпшення координації регіональної економічної політики ЄС, зайнятості та соціальних проблем, реалізації спільної фіскальної політики, а також нового проекту з питань оборони PESCO, покликаного посилити європейську оборону. ; В статье рассмотрена система приоритетов и инструментов развития региональной политики ЕС с учетом эволюции региональной политики ЕС, которая заключается в изменении самой ее сущности (от сплочения к региональной политике, ориентируемой на локальный подход), этапов региональной политики ЕС (экономической сути и тенденций ) и современных проблем внедрения системных реформ в ЕС. Акцентируется внимание на том, что несогласованность и нескоординированность региональной политики ЕС может стать угрозой целостности региона и усилить центробежные силы внутри регионального объединения. Указанные системные вызовы увеличивают важность рассмотрения вопроса о построении региональной политики в других стабильных государствах, которые, помимо прочего, отличаются размером, географическим разнообразием, численностью населения и экономическим потенциалом. В последние годы наблюдается увеличение внимания к региональным исследованиям, углубленным теоретическим исследованиям сути основных понятий, связанных с развитием социально-экономических территориальных систем, обоснованием последних подходов к формированию и реализации региональной политики, совершенствованием системы и процесса управления внутренними регионами государства. Изучение региональной политики и регионального развития и обобщение опыта его реализации в странах Европейского Союза стало предметом дискуссии известных ученых и многомерных подходов к определению «региональной политики», которые привели к неоднозначности взглядов относительно ее объектов и субъектов. Поэтому целью статьи является обобщение системы приоритетов и инструментов развития региональной политики ЕС с учетом эволюции и этапов региональной политики ЕС и определения путей ее обеспечения. В связи с тем, что в настоящее время существует проблема реализации системных реформ в ЕС, которая связана с его уязвимостью перед современными вызовами, в статье подчеркивается необходимость улучшения координации региональной экономической политики ЕС, занятости и социальных проблем, реализации совместной фискальной политики, а также нового проекта по вопросам обороны PESCO, призванного усилить европейскую оборону.
The article deals with the political opposition as an integral component of a democratic society and legal state. It is emphasized that in the public life of any democratic country, the relationship between political opponents are being built between the authorities and the opposition, that is, the opposition is an objective phenomenon of social life. The functioning of the opposition is an inherent element of the political system of any democratic state and the basis for the development of civil societyThe main institutional element of oppositional structures are parties that receive the status of the opposition or the ruling in the competition for power through elections. The effectiveness of the activities of the political opposition depends on many factors, including: legislative definition of the status of the opposition; guarantees of its rights; cohesion forces; the presence of an authoritative leader.Focuses on the fact that political events 20132014 in Ukraine testify to raise the issue of the opposition as part of the political process and the need of its normative definition within national legislation. Additionally, the events of this period led to transformation of the powers of the institutions of state power, a return to the Constitution of 2004, the formation of illegal military groups, weakening the impact of the centre on the individual fields of struggle of political elites, the opposition in Parliament, which has become a constant factor and actually paralyze the effectiveness of the legislative authority of the state, etc. A pressing need at the present stage there is a strong democratic government, consolidation of all political forces of the coalition and the opposition) to preserve stability and interethnic consent, thwarting the attempts to split the country along ideological and national characteristics.In this context, it is emphasized that today the special urgency is got with a set of problems related to the legislative provision of the activity of political opposition. Россию часто обвиняют в том, что она представляет экономическую и военную угрозу для Запада, однако Д. Лэйн, известный британский социолог и политолог, чьи работы не раз публиковались на страницах журнала «Мир России», заключает, что подобные опасения не имеют под собой никакой почвы. Однако в отличие от большинства резко настроенных против России западных авторов, он также признает, что специфическая модель, которой сегодня следует наша страна, является для нее более желательной альтернативой участию в процессах глобализации на условиях неолиберализма. Обоснованию этой довольно неожиданной для западного ученого точки зрения посвящена настоящая статьяThe 'power' of a country in international affairs may be assessed from a number of points of view: its military capacity, which in turn is derived, in great part, from its economic strength; its human and social capital the size and quality (level of health and education) of its population, and finally, its moral and ideological values. To discuss the extent to which Russia is a world power, the author considers its economic capacity and research effort and the ideology of the Putin/Medvedev administration. He also outlines the economic strength of Russia's companies and makes comparisons with China, the USA and the UK, and shows that, despite its energy wealth, Russia is not a major world economic power. The author then address the question of why Russia's power in international affairs is exaggerated and why it is considered a 'threat'. The data analyzed in the paper show quite conclusively that the economic power of Russia and China, as measured by the presence of their major corporations, is qualitatively at a lower level than the advanced Western states particularly the USA. China has a rather wider range of companies in terms of economic sectors, but Russia is limited to companies in the primary sectors oil and gas and materials and is particularly lacking in high-tech industries. While Russia may have considerable cash and gold reserves, it does not qualify as a 'financial power-house'. The author further analysis export profiles of various countries and shows that with the exception of China and Hungary (the latter is not discussed here), the post-socialist societies have entered the global system, but they are low in value-added and are competitive only in low-technology products. In this context, Russia would appear to be an economically weak country, not a leading economic power. China would seem to be a better candidate, though it is still in a qualitatively different league from the USA. Russia's place in the world economic system is limited to a small number of energy companies. However, unlike the majority of the new (ex-socialist) states in the EU, in many respects Russia is not incorporated into the world system, as its economy has a high level of state ownership and control, and foreign companies have little penetration. (Its transnationality index is below the average for developed and developing economies.) Russia's military and political elites (not discussed in this paper) are not integrated into those of the Western hegemonic states. The inclusion of the elites of the post-communist states in the European Union and NATO has strengthened the cohesion of these states (as represented by their elites) with the West, though not in the case of Russia. An assumption of many advocates of entry into the world economy, both before and after the fall of state socialism, is that participation benefits all. What is lacking in these accounts is recognition that the world economy is composed of rich and poor states, economically advanced and economically backward, militarily powerful and weak. Evidence suggests that the core countries extend their lead and keep to themselves research, design and development, finance, and ownership of intellectual and physical property. Their economic power is a necessary condition of their political hegemony. The quality and quantity of their weapons of mass destruction cannot be matched. The peripheral states act as manufacturing subcontractors, as well as providing primary and secondary products, and they experience an outflow of profits and labour in return for FDI and manufactured products. Many nations on the periphery, when confronted with the economic, political and military power of the core states, have little alternative than to accede to their policies. But some countries (Brazil, India, Russia and China) of the 'semi-periphery' may have more options than assumed by world system theorists and those who envisage a 'one-world' economy regulated by hegemonic American capitalism. There are divergences as well as convergence in the world economy. The 'semi-periphery' may lead to the rise of alternative groupings of states which interact with the core but are not part of it in the same way as the state socialist societies did before their collapse. The economies of many countries have production which is local in character, and regional companies and political actors have considerable scope for action independently of the global economy. In this context, the Russian Federation has a limited number of choices. Membership of the EU, as an alternative regional bloc sustaining political and economic networks, is not on the agenda. Russia has to trade as best it can on the world market and meet the conditions of global institutions such as the WTO. Concurrent with pursuing economic exchange with other actors in the world economy (the EU, the USA, Japan, China, India), it has opportunities as part of a wider CIS. Russia has an option for a type of national state-led capitalism as an alternative to participation in the global economy on the terms of neo-liberalism. Statist China rather than the neo-liberal West is a model for Russia to copy

With the European Parliament elections already in full swing in some of the European Union's 27 member states, the consensus among EU watchers is that the populist right is poised to make sweeping gains in the pan-European legislature. Some alarmed mainstream commenters warn of a "Trumpian moment" in Europe.It is true that parties broadly fitting in the populist right/national-conservative camp have been going from strength to strength in the EU. Today, they are either leading, are part of ruling coalitions, or offer crucial parliamentary backing in Italy, Sweden, Finland, Hungary, Croatia, and the Czech Republic, with the Netherlands soon to join the club following the electoral victory of Geert Wilders's party. If the populist right wins in Austria later this year, as the polls predict, and manages to form a government, then roughly one third of EU countries will be governed by right-wing populists. For a full picture, in France, the National Rally party is polling around 30% for the European Parliament, far ahead of the liberal President Emmanuel Macron's party, which is stuck at just 15%. And in Germany, the Alternative for Germany (AfD) is polling second to the center-right Christian-Democratic Union, ahead of all three ruling coalition parties — center-left social-democrats, Greens, and center-right liberals. In Poland, the Law and Order party, though no longer in government, is still a potent force. Since the European elections are, in effect, a sum of 27 national elections, it is entirely expectable that they will mirror these trends and see a further rise of the populist right. Yet hyperbolic comparisons with the Trumpian phenomenon obscure far more than they enlighten. Two reasons stand out.First, even the most optimistic (or alarming, according to one's perspective) projections do not predict that any of the existing populist right groups in the European Parliament will earn a plurality of the seats in the new assembly. There are currently two such groups: European Conservatives and Reformists (ECR) and Identity and Democracy (ID). The polls predict that the more successful of them – ECR – could garner around 86 seats in a 720-member strong assembly (that is an increase from the current 66 seats). ID is expected to win 67 seats (up from the current 49), and that excludes the German AfD, which could bring another 20 but was recently expelled from the ID over its lead member's pro-Nazi comments. Still, both ECR and ID are very far from challenging the center-right European People's Party (EPP) which is widely expected to win the elections with 172 MEPs, as well as center-left Socialists&Democrats (S&D), which is slated to get around 137 seats.Second, the comparisons with Trump do not stand because there is no European equivalent of the Republican Party, and the right populist parties come in many shades and forms. The closest thing the EU has to the Republican party on the pan-European level is the EPP, itself a big tent that uneasily holds together centrist German and Benelux Christian-democrats, French Gaullists, Spanish post-Francoists, Nordic market liberals, and eastern European and Balkan ethnic nationalists. Since a Trump-style takeover of the EPP is impossible, for the populist right to fundamentally reshape European politics, it needs to establish a firm alliance with the EPP while forging its own internal cohesion. That is a tall order. While all parties on the populist right, and increasingly many within the EPP, share restrictive stances on immigration (particularly from Muslim countries), climate action skepticism, and social conservatism of varying degrees, there is a crucial divide on the war in Ukraine. All the EPP parties are solidly pro-Ukraine. So are the leading forces in the ECR — Italian Prime-Minister Giorgia Meloni and the Polish Law and Order. ID, by contrast, offers a more mixed picture: While the Italian Lega, Meloni's coalition partner, generally toes the line on Ukraine, other heavy hitters, such as the French Marine Le Pen, and, before its expulsion, the German AfD, have been seen as far more reluctant to back Kyiv. Add to that one of Europe's chief Ukraine skeptics, the Hungarian Prime Minister Victor Orban and his Fidesz party, currently without an affiliation in the European Parliament. Leaders like Orban and Le Pen consistently call for a consolidation of the populist right into a single powerful bloc and court the ECR's Meloni and the Poles to that end, but Ukraine remains a powerful deal-breaker. To find a way around it, however, it is the Ukraine skeptics who will more likely have to come around to adopt the mainstream EU line. The Dutch Wilders, whose party sits with Le Pen's ID in the European Parliament, used to be a staunch opponent of military aid to Ukraine, but as soon as he got a shot to form a government in the Netherlands, he shed his previous misgivings and pledged both support for Ukraine and increased defense spending to reach NATO's 2% of GDP target. Le Pen, in what one observer called the "process of Melonisation," is similarly working to overcome her pro-Kremlin image and now offers full-throated support for Ukraine. Orban, of course, remains something of an outlier, but despite punching above his weight, he represents a relatively small Central European country and is dependent on EU cash handouts. Herein lies another key difference with the "Trumpian moment": Whereas in the U.S. the rise of the populist right has led to an emergence of a strong pro-foreign policy restraint camp within the Republican party, the European populist right is more likely to follow the opposite path by accepting the mainstream orthodoxies on foreign policy as a ticket to acceptance and power.That may yet prove to be an Achilles heel for the populist right. While Europe has shown consistent solidarity with Ukraine and resilience in the sanctions war with Russia, there are signs of growing war fatigue. This hasn't translated into demands to abandon Ukraine and appease Russia, but rather an expectation of some sort of a negotiated settlement to the war. According to the European Council on Foreign Relations' EU-wide poll, 41% of Europeans hold the view that the EU should push Ukraine towards negotiating a peace deal with Russia, while 31% say the EU should support Ukraine in taking back the territories occupied by Russia.By failing to articulate the preferences of that 41%, the populist right is leaving the field wide open for competitors from its own camp, as well as forces on the far left. The latter, according to the polls, may not reach even 40 MEPs and won't win any votes in the European Parliament on an anti-war platform, but they could use their presence in the assembly strategically to channel the voice of those Europeans who do not feel represented by the current mainstream on questions of war and peace.
The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.
