International audience Robert Miles made a significant contribution to the field of racism and ethnic studies. In his early work, Miles drew upon structuralist Marxist theorizations of capitalism to offer a historically informed analysis of racism and migrant labour (Miles, 1982). This perspective placed political economy at the centre of the study of racism. In addition, Miles' critical discussions with other influential contemporaries such as Paul Gilroy and Stuart Hall (CCCS, 1982) raised crucial issues concerning the construction of 'race' as a social and political relation in Britain (Back and Solomos 2000). However, Miles became most renowned for his critique of the 'race relations' paradigm and his insistence that sociologists employ the concept 'racialization' rather than 'race' (1982, 1989; 1993). Overall, Miles' work was rich both in its theoretical clarity and historical depth, and his contributions warrant critical analysis today. The following interview was conducted in December 2009.
International audience This article is a contribution to the study of the spread of management innovations, methods and rhetorics. It particularly concerns the influence of ideological and political factors, which have so far mostly escaped in-depth study. In particular, we seek to understand to what extent a critique of society developed by social reformers can be a source of inspiration for managers, leading them to change their practices and experiment with new devices. Relying on the framework of historical change in management practices developed by Boltanski and Chiapello [Boltanski, L., & Chiapello, E. (2005). The new spirit of capitalism. London: Verso (Translation of Le nouvel esprit du capitalisme, Paris: Gallimard, 1999)], we study the specific development of budgetary control in France, examined in the light of the general political and economic history of the 20th century. This framework simultaneously encompasses the dissemination of a new accounting practice, the transformation of capitalist institutions and mo des of regulation in a given period and country, and the programmatic discourses [Miller, P., & Rose, N. (1990). Governing economic life. Economy and Society, 19(1), 1-31] associated with the historical move. More exactly, what interests us is a double enrolment process. The business world promoters of budgetary control use the rhetorics of social reformers to present budgetary control as a solution to the economic and social problems of their time; conversely, social reformers promote budgetary control as a realistic, efficient tool that can change the world. Ultimately, a degree of alliance is possible around this management tool, although the extent to which the meanings each group attributes to its action are shared may remain unclear. Based on an analysis of the writings of budgetary control promoters of the 1930s and the 1950s, we show the close links between their discourse and the reforming ideas of their time, and how we can trace through this corpus the evolution of this ...
Study of the living conditions of workers is an area that is already classic in social history. It recognises its 'founding fathers' in the near-contemporary analyses of the English industrial revolution and continues in the early and mid-century discussions on the effects (charitable or negative) of industrial capitalism on workers. The analyses concerned living costs, wages, coverage of living needs, etc. Housing housing, consumption, family structure, access to education, food intake are also among the topical issues analysed. The aim is to rebuild the whole world of popular experience: their working environment, free time, living conditions, intellectual or religious concerns, political and trade union practices and identity forms assumed or rejected. This series of questions developed to a large extent in relation to the organised working class, looking mainly at European countries. From there they moved to other different situations, where there was no homogenous (not even clearly shaped) working class but another set of notions had to be adopted. That is why there are concepts such as 'workers', 'popular sectors', 'under the village' and others, which sought to identify the heterogeneity of figures that could be recognised among subordinate sectors of society. FIL: Bohoslavsky, Ernesto. National University of the Comahue. Faculty of Humanities. Study Group on Social History (GEHiSO); Argentina.
The history of the Soviet Union highlights the importance of economic problems, with several monetary and then economic crises. The power of coercive decision was rendered in the face of a budget deficit and a monetary crisis without an immediate solution. It was then necessary to liberalise prices and stabilise economic activity through a rigorous macroeconomic policy. The market economy has gradually developed, at the cost of rapid impoverishment of a large proportion of the population. The privatisation process and the reorganisation of military-industrial complexes had to be initiated. The social price is high, but the market economy is on course. The main effort is also to reconvert the military activities that have weighed too much on the Soviet economy. Activities need to be reconverted while making them competitive, which is not the same management logic at all. This results in considerable technological and economic difficulties, very heavy and painful social problems and difficult political support. ; International audience The history of the Soviet Union highlights the importance of economic problems, with several monetary and then economic crises. The COVID-19 pandemic caused by the SARS-CoV–2 coronavirus, which emerged in Europe in January 2020, gave rise to restrictions by European Union Member States on freedom of movement and residence in the Schengen area. Individual actions by states mobilized the EU to take formal steps as well as to implement practical solutions to coordinate the efforts of all Member States. Digital solutions belong to the practical measures. Their implementation may bring potential benefits but is also associated with the possibility of potential risks. This article presents the basic assumptions of freedom of movement and residence in the Schengen area and their limitations by Member States justified by public health reasons. The characteristics of digital solutions for facilitating freedom of movement during the COVID-19 pandemic are then presented, taking into account their effectiveness. The paper concludes with a presentation of the benefits and potential risks associated with the implementation of selected digital solutions by the European Union. ; University of Białystok, Poland ; Wioleta Hryniewicka-Filipkowska is Assistant Professor in the Department of Public International Law at the Faculty of Law, University of Białystok, Poland. The Front National (FN) was founded in 1972 on the initiative of a New Association, a fascist organisation made up of supporters of Marshal Pétain, former tortionaries of the Algerian war, Catholic leaders. led by Jean-Marie Le Pen. His daughter Marine Le Pen succeeded him in 2011. Thus, the NF came not from the labour movement but from the most reshareholder part of the bourgeoisie. It is a bourgeois party, he defends capitalism: "We do not call into question the market economy, nor the benefits of competition if it is fair." It is about "regaining competitiveness" and fighting "unfair international competition" (Marine Le Pen, Le Monde, 20 September 2012). Although this party is not strictly speaking a fascist party, in the sense that it claims to be part of parliamentary democracy, it is clearly part of this tradition. He defended a strong state serving the traditional small bourgeoisie weakened by competition. In this respect, he did not turn to the great bourgeoisie, but to the class of workers, while trying to dub them to win their votes. It is therefore against foreign nationals that the NF concentrates a large part of its offensive, in particular to divide workers by comparing workers of French nationality and immigrant workers through a national preference policy.

Quarterly letter from Espaces Marx Aquitaine (January-March 2010: 41-61). The purpose of this article is to identify how the specificities of the current crisis express the structural contradictions of capitalism. First, we are discussing the hypothesis that the onset of the crisis is paradoxically based on the components of the relatively long growth period between 2002 and 2006, the specificity of which is that it was not based on an increase in general well-being. We present the way in which the explosion of the property bubble in the summer of 2007 turned into a financial crisis and then into a global economic downturn, as an expression of a phenomenon of capital over-accumulation and devaluation and the downward trend in the rate of profit. We then look at the measures taken by the various actors to respond to this crisis. Finally, we question the relevance of the speeches presenting an economic recovery, stressing that the relative stabilisation of economic indicators was first based on public intervention. ; Lettre trimestrielle d'Espaces Marx Aquitaine (janvier-mars 2010 : 41-61).
After decades, during which liberal renewal has carefully maintained the confusion of capitalism and the market, there has recently been a repetition of reflections and contributions aimed at restoring some logical rigour in this confusion. It was in the context of this renewal that, in a previous article of the political economy, it was sought to show how capitalism was clearly distinguished from the market from the outset, whether seen from a purely theoretical point of view or from a historical point of view. To conclude, it was clear that today's widespread assimilation of capitalism and the market, because it denies history, makes it impossible to think of an alternative to capitalism. After highlighting and highlighting the clear distinction between capitalism and the market, it is now proposed to develop some methodological and political implications. Firstly, to identify the logical and methodological implications of this economic distinction, with a view to developing critical thinking of contemporary capitalism; on the other hand, to show how it leads to rethinking and nugging certain divisions, which now weaken critical thinking and action.
This round table of 9 June 1992 aimed to take stock of the economic reforms and political repositions in Czechoslovakia since the beginning of the decade. J. Rupnik (CERI/FNSP) raised the question of adapting a Western democratic model in a post-communist context, analysing the shift to pluralism and then political fragmentation in parallel with the transition to a market economy and the economic culture of privatisation. Mr Novák (Charles University) wondered about the role of economic reform in the emergence of political parties with the example of the Civic Forum. Kabele (Charles University) is interested in political actors and in particular the new form of confrontation between right and left in the form of typical ideals (democratic/non-democratic opposition or left/centre/right hierarchy). Z. Bútorová (Komensky University) discussed the June 1992 elections from the point of view of Slovakia, anticipating a major political destabilisation in Slovakia, accompanied by major economic problems and "moral chaos". Mr Patočka (ČSAV) looked at the attitude of local elites to the transition, including retraining issues and different adaptation processes. ; International audience ; This round table of 9 June 1992 aimed to take stock of the economic reforms and political repositions in Czechoslovakia since the beginning of the decade. International audience The article takes place in the research area of the ongoing European project 'Cluster Development Med' (Horizon 2020) regarding the innovation and technology in the sustainable development field. Authors suggest a model, which allows to identify the most successful clusters and make comparisons between and within them. The analysis defines where they perform a positive or negative trend in the area examined. The model embraces three dimensions of cluster activity, so called, "Resources, Activities, Processes". They have been determined on the work of the Lithuanian association "Knowledge Economy Forum" , called "Cluster Analysis". Data for practical evaluation purposes were obtained through two stage process. First, an interview on site with the coordinators of the Lithuanian clusters for data collection was done through a questionnaire survey, developed in collaboration with the Science and Innovation Agency of the Lithuanian Government. Secondly, the data have been aggregated by applying one of multi-criteria methods, specifically, Simple Additive Weighting method. Finally, the multi-criteria analysis results were used to estimate the efficiency of the clusters. The results were compared through suggested benchmarking. Suggested model can be used for evaluation of performance of different clusters.
What are the determinants of redistributive preferences where capitalism meets post-socialism? To examine the sources of conflicting preference combinations of tolerating the income gap and demanding redistributive policies in transitional economies as suggested in previous research, we conduct an online experiment with a nationally representative sample of 2,500 Chinese citizens. We find that Chinese citizens exhibit strong support for real-stake inequality-reducing policies and the government's duty to regulate income distribution. Surprisingly, priming the "unmeritocratic component" of the income generating process in either becoming rich or staying poor makes them significantly less supportive of redistributive policies targeted explicitly at taxing the rich and government duties in regulating the income gap. This effect is mainly driven by those who self-reported to have relatively low economic pressure. We conjecture that such "libertarian" fairness views, and the strong demand for government intervention to "redistribute," could both originate from extreme poverty aversion and wealth aspiration. Wealth aspiration drives a desire for property ownership, making it more likely to justify any means in acquiring property; meanwhile, poverty aversion calls for strong government intervention in lifting the poor up. We argue that such a mechanism could be most saliently exemplified in a post-socialist economic regime with sustained high growth rates and high social mobility.
The problem of economic development has been the subject of discussion in economic theory for hundreds of years. It is one of the most important issues in economics. To this day, it is crucial to specify the factors and conditions of this phenomenon. The purpose of this article is to identify the direction and strength of the relationship between the quality of the institutional environment and the level of economic development. The soft modelling method and analysis of the literature were applied to identify this relationship. Selected research methods allowed for the positive verification of the adopted hypothesis- institutional environment has a significant, positive impact on shaping economic development dynamics. ; University of Bialystok, Doctoral School in the Social Sciences, Poland ; MA, PhD Student, Doctoral School in the Social Sciences, University of Bialystok (Poland) ; m.borkowski@uwb.edu.pl ; 27 ; 48 ; 2 ; Barro, R.J. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. They also put in a new light the problems of connections between and building up of ideologies hostile to schools, that is, neoliberalism, nationalism and militarism. ; satkow@gmail.com ; Uniwersytet Gdański ; Amici, F., & Bietti, L.M.
