O objetivo deste artigo é discutir a trajetória recente da integração regional a partir de uma perspectiva brasileira tendo como referência à política externa do governo Lula da Silva para a América do Sul. Na trajetória da integração sul-americana persistem problemas estruturais tais como a baixa complementaridade econômica, baixa interdependência, assimetrias, baixa capacidade da maioria dos Estados entre outros. Apesar dessas adversidades e entraves a integração segue no horizonte. Para lidar com os desafios da integração ao longo da última década, o Itamaraty passou a trabalhar com duas agendas: uma seletiva e a outra profunda. Abstract: The aim of this work is to discuss the recent trajectory of the regional integration from a Brazilian perspective taking into account the foreign policy of Lula da Silva government to South America. In this trajectory of the south American integration persist structural problems such as low economic complementarity, low interdependence, asymmetries, low capacity of most states among others. Spite of these adversities and obstacles the integration follows in the horizon. To deal with the challenges of the integration a long with the last decade, Itamaraty started to work with two agendas: selective and deep ones.

La Republica de Panama se enfrenta a su destino. El 31 de diciembre de 1999, EEUU se retirara del Istmo despues de un siglo de ocupacion militar. Al mismo tiempo, le hara formal entrega del Canal de Panama al gobierno nacional que asumira la responsabilidad de administrarlo. Los retos que enfrenta Panama tienen que ser resueltos con eficacia. Para ello es fundamental que la direccion del pais proceda con cautela en su politica exterior y con una gran dosis de unidad en su politica interna. En la presente entrega de la revista se analiza la cuestion de las bases militares en cinco articulos de especialistas que manejan diferentes perspectivas. (Tareas/DÜI)

AT THE UPPER ECHELONS, THERE IS NOW AN EXODUS OF TALENTED AND EXPERIENCED OFFICERS; IN THE LOWER RANKS, DESERTION AND DRAFT EVASION ARE WIDESPREAD. NEVERTHELESS, THE RUSSIAN MILITARY HAS LARGELY REMAINED ABOVE POLITICS AND HELPED TO STABILIZE THE NATION AMID REFORM. THE UNITED STATES. WOULD DO WELL TO PRESS FOR AN HONEST AND OPEN MILITARY-TO-MILITARY RELATIONSHIP WITH RUSSIA. ONE DAY, A GRAVE NUCLEAR THREAT MAY REQUIRE IT.

In 2001, Congress enacted legislation that required a 2005 Base Realignment and Closure (BRAC) round to realign military units, remove excess facility capacity, and support defense transformation. The United States Army used multiple-objective decision analysis to determine the military value of installations and an installation portfolio model to develop the starting point to identify potential unit realignments and base closures, providing the basis for all recommendations. Ninety-five percent of the army's recommendations were accepted by the BRAC 2005 Commission. The army expects these recommendations to create recurring savings of $1.5 billion annually after completion of BRAC implementation. This paper offers four contributions to decision analysis literature: an instructive application of multiple-objective decision analysis methods to portfolio selection, a useful method for constructing scales for interdependent attributes, a new method for assessing weights that explicitly considers importance and variation (Swing Weight Matrix), and practical advice on how to use multiple-objective decision analysis methods in a complex and controversial political environment.

As part of an ethnographic study, the impact of foreign postings on spouses who accompany military personnel was explored. Individual interviews and focus groups with 34 British military spouses based in one location in southern Europe were conducted. Key findings suggested that reaction to a foreign posting was a reflection of personal attitudes, prior experiences, support, ability to adjust to change and strength of relationship with the serving spouse and community. For many the experience was positive due to the increased opportunity for family time, for others this helped to compensate for the difficulties experienced. Some military spouses experienced significant distress on the posting, particularly if the family was not well-supported. The potential implications of military spouses not adapting to foreign postings have significant implications for healthcare practice. Provision of more appropriate support resources before and during the posting would facilitate the transition for the military spouse and their family.
