For a smooth transaction to the "Green" economy, environmental audit is emerging as a demanded area of environmental law. Adoption of a special law to regulate the mechanism of conducting environmental audits in Uzbekistan is required to maintain a balance between economic and environmental priorities. Based on this premise, this article analyzes the dynamics of the development of the institute of environmental audit in Uzbekistan, its relationship with other institutions such as environmental monitoring, cadasters, control, expertise and service, identifies their common and distinctive features, studies the prospects for the use of nanotechnology in determining the conformity of economic activities of business entities activities to the requirements of environmental legislation. Subsequently, this article highlights issues related to the regulation and implementation of the process of environmental audit which further calls for the necessity to improve domestic legislation related to environmental audit.

Performance management is an established concept in the public sector, with several empirical studies supporting its beneficial impact on organizational performance. Research on performance management, however, is still in initial stages and mostly examines the impact of this practice under stable environmental conditions. This study adds to the literature by analyzing the effect of this system on performance of local transit agencies in a turbulent environment characterized by the Great Recession and its aftermath. Exploratory factor analysis (EFA) on survey responses from 162 local transit agencies in the United States is used to extract the four components of performance management, namely, formal strategic planning, logical incrementalism, performance measurement, and performance information use. Ordinary least squares (OLS) regression analysis shows that an independent use of formal strategic planning and logical incrementalism has a negative impact on organizational performance under turbulence. Performance measurement and a blend of formal strategic planning and logical incrementalism, however, show a positive impact.

The paper is concerned with effects of lobbying activities by political pressure groups that wish to affect environmental legislation. Two interest groups are considered, environmentalists on the one hand and a polluters' lobby on the other. These two groups can influence the environmental policy in two ways. First, they support those political parties that promise to implement their favoured kind of environmental regulation. This support has an impact on election probabilities and, therefore, on the environmental policy measures implemented by the new government. The second way of influencing political decisions is to exert pressure on an existing government. These two approaches are used in the paper to address the questions of how environmental quality is affected by lobbying activities and how large the resource waste due to lobbying is.
