Abstract
Social tenancy fraud is believed to cost UK taxpayers an estimated £1.8 billion annually, based upon estimates of prevalence and cost from over 5 years ago. Despite this, there is currently no centrally collected or published data on social tenancy fraud. The aim of this research was to investigate the amount of social tenancy frauds investigated, detected and prosecuted by local authorities in England. This was undertaken by means of documentary analysis, following Freedom of Information requests to the 198 local authorities who hold social housing stock. The research confirmed the findings of previous studies, that social tenancy fraud is a particular problem within London, as well as being increasingly detected in other urban areas. It was found that the amount of social tenancy fraud detected nationally has increased significantly in recent years, doubling since 2009. It is unclear, however, whether this indicates that social tenancy fraud is a growing problem or if the response has improved. This research has also identified a myriad of avenues in which further research would be of value, especially with respect to local government transparency which this research has found, despite recent initiatives, to be lacking.

This paper aims to study the cognitive background of light and color in the culture and art of Islamic mysticism and architecture analytically. Islamic mysticism and architecture are two separate disciplines that pursue a common goal in light and color about the creation of the universe and its emergence in different realms. Architecture tries to express the delicate mystical aspects of this matter in the material world. The mysticism supposes the universe or the light of all lights begins from God, and this light, which is an aspect of existence, will be darker passing to the lower worlds. As the world of reason, the first universe, is white, and the world of the body, which is the last known universe, is black. The findings show that light and color are two fundamental elements of creation and existence, which, by mixing in Islamic mysticism and architecture, have found a new identity and have created a vast global vision toward Allah. This essay is based on an interpretive analytical method, based on Clifford Geertz's interpretations theories and functionalism of Branislaw Malinowski, based on a library and documentary methodology and a qualitative content analysis method that transforms from descriptive to interpretive.

In April 2016, France adopted a new law enshrining a conception of prostitution as a form of violence against women that needed to be 'abolished' and setting up a complex policy framework to achieve this end. This framework comprises a criminal justice 'pillar' dedicated to prohibiting and punishing the purchase of sexual services, and a social service 'pillar' dedicated to providing financial and social support to individuals involved in selling sex—uniformly assumed to be women and systematically considered to be victims. The new policy was supposed to break from 70 years of symbolic politics characterised by ambiguous regulation, low political attention, and lax policy implementation. Drawing on documentary and interview data, and using the Gender Equality Policy in Practice framework to determine the policy's current and potential impact on women's rights and gender equality, this article argues that implementation of France's new anti-prostitution policy is currently at a critical juncture. Budget reductions, a lack of central state steering, and competing policy priorities are contributing to hollowing out the policy of its capacity to support individuals wishing to exit prostitution while possibly deteriorating the working conditions of those who cannot or do not wish to exit.

This article engages with the shift towards an emphasis on 'resilience' in local government discourses. Using the London Borough of Newham as a case study, it will argue that contradictory definitions of the term have, until recently, been used to justify the erosion of the third sector in the borough, specifically groups who support religious and linguistic minorities. Interviews and documentary analysis are used to consider how the concept of resilience had a racializing effect in this borough, and we argue that as a facet of policy resilience risks treating plurality as a threat rather than a strength. This is highlighted through an examination of how the third sector was characterised as retarding individuals' resilience and promoting 'ethno-centrism' in official resilience discourse. We offer three distinctive insights on the problem of resilience as a feature of policy, firstly, that resilience has a symbolic power that makes it difficult to securitize; secondly, resilience discourses risk instituting racism within policy; and thirdly, that resilience is built against collective forms of resistance and is therefore incapable of harnessing the resources and capacities of local populations. To conclude, we discuss the evolving political situation in the borough and the demise of the administration promoting resilience, through collective forms of resistance.

El objetivo de este artículo es analizar el programa de actividades periescolares que funcionó en las escuelas primarias de la actualciudad de Buenos Aires entre 1948 y 1950. El corpus documental, compuesto por fotografías y relatos escritos por el personaldocente, revela que el gobierno peronista recuperó las políticas sociales que se fomentaron en la Argentina durante los primeros años del siglo XX en las instituciones educativas y las adaptó en un fugaz proyecto que amalgamó los objetivos oficiales deprotección de la infancia y la familia, la democratización de la cultura y la aplicación de las reformas pedagógicas. ; The aim of this paper is to analyze programme of extracurricular activities implemented in the elementary school of the actualcity of Buenos Aires between 1948 and 1950. Measuring public expenses with workforce in fighting forest fire. The frequency of forest fires and the lack of investment in public institutions arising from the current Brazilian economic crisis, emerges the difficulty of competent institutions in managing resources due to the increasing number of fires, mainly the labor. The objective of this work was to measure the expenses with labor in the combats against forest fires in Public Conservation Units by comparing it with the labor with prevention. This exploratory, documentary and ex post facto study was prepared based on documents and reports from public institutions involved in fighting a major fire in a Biological Reserve in the State of Espírito Santo. The data were analyzed according to the participating institutions, number of participants, positions, value of remunerations and days worked. To measure the average daily expenditure on different remunerations, an accounting model was developed, using the values of the remunerations for the year in which the fire occurred. In the end, it could be concluded that, for every 124.3 hectares burned, 110 individuals worked per day, the majority were military personnel at the beginning of their careers and that the expenditure on public labor employed in combat, both in quantity and remuneration, was much higher than the labor with the temporary hiring of firefighters.

These Moorish communities had to adapt to the new political and social reality of the Kingdom of Castile and had to relocate to different urban areas than they had occupied before. The knowledge that we are acquiring about their neighborhoods, especially at the end of the 15th Century, allows us to do a first approach to their prayer spaces. Los conflictos de preeminencia que venían arrastrando el Ayuntamiento de Alcañiz y el Cabildo de la colegial de la ciudad desembocaron en un pleito que fue incoado ante la Real Audiencia de Aragón en 1771 y que se prolongó durante ocho años. Ambas instituciones aportaron diversa documentación sobre su implicación en diferentes empresas artísticas para apoyar sus versiones, y que, en algunos casos, los originales no han llegado hasta nuestros días, por lo que constituyen una importante fuente documental que permite arrojar luz a la historia constructiva de la empresa arquitectónica más importante de la provincia de Teruel en el Setecientos. ; The conflicts of preeminence that had been dragging the municipality of Alcañiz and the town council of the city led to a lawsuit that was initiated before the Royal Court of Aragon in 1771 and lasted for eight years. Both institutions provided various documentation on their involvement in different artistic companies to support their versions, and that, in some cases, the originals have not reached our days, so they constitute an important documentary source that sheds light on the constructive history of the most important architectural company in the province of Teruel in the 18th century.

Focusing on Zhao Jing and Shi Tou's 2015 film, We Are Here, a documentary made to celebrate the twentieth anniversary of the Fourth United Nations World Conference on Women, I examine how the film represents queer women's history in China and in what discourses such a representation is situated. I contend that the processes of remembrance and forgetting are intertwined in narrating queer women's history in China. Indeed, while the film successfully recovers a hidden queer history, it also risks erasing the history of socialist and Marxist feminism, as well as China's socialist legacies at large. I suggest that we should think about Chinese feminist and queer movements in terms of continuities and ruptures by paying attention to their articulations to different transnational discourses at specific historical conjunctures. While We Are Here convincingly addresses the transnational influence from liberal feminism, it is also necessary to call attention to the legacies of socialist and Marxist feminism in China and transnationally in contemporary feminist and queer historiography and mediated memories.

A key strategy in the European Union's ambition to establish an 'Energy Union' that is not just clean, but also fair, consists of empowering citizens to actively interact with the energy market as self-consumers or prosumers. Although renewable energy sources (RES) prosumerism has been growing for at least a decade, two new EU directives are intended to legitimise and facilitate its expansion. However, little is known about the full range of prosumers against which to measure policy effectiveness. We carried out a documentary study and an online survey in nine EU countries to shed light on the demographics, use of technology, organisation, financing, and motivation as well as perceived hindering and facilitating factors for collective prosumers. We identified several internal and external obstacles to the successful mainstreaming of RES prosumerism, among them a mismatch of policies with the needs of different RES prosumer types, potential organisational weaknesses as well as slow progress in essential reforms such as decentralising energy infrastructures. Our baseline results offer recommendations for the transposition of EU directives into national legislations and suggest avenues for future research in the fields of social, governance, policy, technology, and business models.

The development of mangosteen agribusiness in the regions needs attention to benefit local economic development. This research aims to analyze the investment and marketing feasibilities of mangosteen commodity at Olumokunde Village, Poso Regency, Central Sulawesi, Indonesia. Research respondents, as many as 60 farmers, were determined through stratified sampling technique. Data collection was done through observations, interviews, questionnaires to respondents, and documentary study. Research results demonstrate that mangosteen farms meet investment feasibility. The research found that the indicator of net present value was 87.496 million rupiahs, the internal rate of return was 19.8% and the payback period was 10.95 years. Since its 7th year, the mangosteen farm business' amount of revenue has been higher than its operational costs. Also, the research reveals farm sensitivity on the changes of cost production, selling price, and mangosteen production. There are two models of mangosteen fruit marketing channel at Olumokunde: (i) direct marketing from farmers to consumers, and (ii) indirect marketing through fruit wholesalers. The mangosteen agribusiness development needs regional government intervention in the forms of facility and infrastructure requirement as well as supply chain strengthening in order to create large-scale, economical, and highly competitive farms.JEL Classification D25; O22; Q13

Purpose: to characterize from the standpoint of a systematic approach to the problem of application of legislation in the field of physical culture and sports in modern conditions of operation and to suggest ways to solve them.Material and methods: a set of theoretical methods was used to solve the tasks of the study: analysis, comparison, generalization, systematization of literary sources and documentary materials, the method of historicism, the method of systematic approach.Results: the system of sports legislation in Ukraine is analyzed, a number of problems are revealed, in particular: imperfection of the system of relations between the state and other subjects of physical culture and sports, unresolved issues of legal regulation of professional sports, unregulated at the legislative level relations of patronage and investments culture and sports, etc. The French experience of codification of sports legislation in the context of development of proposals for improvement of sports legislation of Ukraine is analyzed.Conclusions: the presence of the above problems in the current system of sports legislation of Ukraine objectively confirms the need to systematize sports legislation, which will address public policy to improve the status of physical culture and sports, clarity of law enforcement, successful development of legislation and sports law.

La documentación de bienes culturales es una de las líneas de gestión del patrimonio de mayor utilidad e importancia. Sin embargo, su desarrollo inicial, desde mitad del siglo XIX hasta principios del XX, estuvo marcado por una serie de carencias de tipo económico y legislativo. En el presente artículo, tomando como referencia conceptual las herramientas existentes de documentación del patrimonio histórico (fichas, inventarios, catálogos…) se pretende mostrar desde un punto de vista histórico y documental, todo este desarrollo en la provincia de Alicante, con especial interés a las administraciones, instituciones y medidas que fueron cimentando esta labor. ; The documentation of cultural heritage is one of the most useful and important lines of heritage management. However, its initial development, from the middle of the 19th century to the beginning of the 20th century, was characterized by an economic and legislative deficiency. In this paper, considering as a conceptual reference the existing tools for the documentation of historical heritage (record cards, inventories, catalogues.), the purpose is to show, from a historical and documentary point of view, all this process in the province of Alicante, with special interest to the public administrations, organisations and measures that were establishing this work.

Based on Russian and French materials, a comparative analysis of the informational value of French and Soviet (archived in Russia) documents on the participation of Soviet citizens in the French Resistance was carried out for the first time, their authenticity and reliability were evaluated. In this article, the authors examined the difficulties of documenting the participation of Soviet people in the French Resistance during and after World War II. The authors showed how the processes of "liquidation" of the Resistance structures and the repatriation of displaced Soviet citizens caused lacunae in the archival holdings. The article reveals the history of the formation, description and use of documentary systems preserved in France and Russia about the participation of Soviet people in the Resistance, as well as the creation of their scientific and reference apparatus. The authors demonstrate how those sources were used in the historiography of the Resistance in various periods of Soviet history and Franco-Russian relations. The authors provided the most relevant information about the libraries, museums and archives that store and collect those documents; for the first time, recommendations are given for working with their scientific and reference apparatus, as well as an advice to Russian-speaking researchers of the Second World War, including the family history researchers.
