Since 1989, throughout the administrations of Salinas de Gortari, Zedillo, & Fox, there have been several proposals to reform the Federal Labor Law (LFT). None of these bills, thou, has been discussed by the floor of the Mexican Congress. A number of factors account for the opposition to labor reform, including NAFTA negotiations from 1991 to 1993; the 1993-1994 presidential shift; & the refusal by the CTM (Mexican Workers Confederation) to modify some provisions of the LFT (such as the exclusion clause), or to make changes to union statutes that prevent free & secret vote to elect their executive committees or in other internal election processes. The agreement between President Fox & CTM leaders has recently ratified the position of workers confederation, but did not give rise to in any reform to the LFT. Adapted from the source document.
