Relations between the European Union (EU) and the Islamic Republic of Pakistan are based on a Cooperation Agreement on Partnership and Development, in force since 2004. This accord seeks to enhance two-way trade, support comprehensive and sustainable development, and promote investment and mutually beneficial economic, technical, and cultural links. ft helps build Pakistan's economic capacity to interact more effectively with the EU and the world. The EU and Pakistan are pursuing a strategic relationship that aims to eradicate poverty and extremism by advancing economic and development goals and supporting sustained democratic governance as agreed in a summit in June 2009. Both partners must realize that it would be mutually beneficial to explore new innovative avenues of cooperation and collaboration in different fields to give the existing relationship a firmer footing.
This paper analyses the relationship between fiscal decentralization and the level of the public debt in the twenty seven member countries of the European Union. Our panel data analysis points to the importance of size as fiscal decentralization reduces public debt in large and small countries, but not in medium - size countries. In addition, our results show that the number of government levels and average size of the lowest government unit is insignificant with respect to the public debt in these countries.
"Mit der Institutionalisierung der Freizügigkeitsregel für Arbeitnehmer durch die Europäische Union haben alle Bürger das Recht erhalten, in allen anderen Ländern der EU zu arbeiten und an den sozialen Sicherungssystemen des jeweiligen Landes zu partizipieren. Da die marktvermittelte Erwerbstätigkeit und der Zugang zu den staatsvermittelten Sozialleistungen die zentralen Institutionen der sozialen Sicherheit sind, kann man entsprechend von einer Europäisierung vormals national kasernierter Systeme sprechen. In welchem Maße die Bürger eine Öffnung der Zugangsmöglichkeiten zu dem eigenen (nationalen) Arbeitsmarkt und den nationalen Sozialleistungen begrüßen und den europäischen Ausländern diesbezüglich die gleichen Rechte zubilligen, steht im Mittelpunkt des Artikels. Auf der Basis einer Auswertung von zwei repräsentativen Bevölkerungsbefragungen können wir zeigen, dass die Europäisierung von wirtschaftlichen und sozialen Rechten bei den Deutschen auf sehr hohe Zustimmung stößt. Mehr als zwei Drittel der Befragten sind der Auffassung, dass europäischen Ausländern Zugang zum deutschen Arbeitsmarkt gewährt werden sollte, über 80% der Befragten sind bereit, europäischen Ausländern den Zugang zu den Sozialleistungen zu gewähren. Die Einstellungsforschung geht in der Regel von der Annahme aus, dass die Menschen den Werten, die sie vertreten, auch in konkreten Handlungssituationen folgen. Ob dies der Fall ist, haben wir geprüft, indem wir konkrete Handlungssituationen und die Kosten einer Wertbefolgung simuliert haben. Es zeigt sich, dass in konkreten Handlungssituationen die Befragten Inländer gegenüber europäischen Ausländern bevorzugen würden und weniger bereit sind, den Ausländern den gleichen Zugang zu Sozialleistungen zu gewähren, wenn damit eine Reduktion der Sozialleistungen insgesamt verbunden ist. In der Summe deuten die Befunde darauf hin, dass sich die deutsche Bevölkerung im hohen Maße für Chancengleichheit von europäischen Ausländern ausspricht, diese Werteeinstellungen aber nur begrenzt belastungsresistent sind." BACKGROUND Although sudden cardiac death (SCD) is recognized as a high-priority public health topic, reliable estimates of the incidence of SCD or, more broadly, out-of-hospital cardiac arrest (OHCA), in the population are scarce, especially in the European Union. OBJECTIVES The study objective was to determine the incidence of SCD and OHCA in the European Union. METHODS The study examined 4 large (ie, >2 million inhabitants) European population-based prospective registries collecting emergency medical services (EMS)-attended (ie, with attempted resuscitation) OHCA and SCD (OHCA without obvious extracardiac causes) for >5 consecutive years from January 2012 to December 2017 in the Paris region (France), the North Holland region (the Netherlands), the Stockholm region (Sweden), and in all of Denmark. RESULTS The average annual incidence of SCD in the 4 registries ranged from 36.8 per 100,000 (95% CI: 23.5-50.1 per 100,000) to 39.7 per 100,000 (95% CI: 32.6-46.8 per 100,000). When extrapolating to each European country and accounting for age and sex, this yields to 249,538 SCD cases per year (95% CI: 155,377-343,719 SCD cases per year). The average annual incidence of OHCA in the 4 registries ranged from 47.8 per 100,000 (95% CI: 21.2-74.4 per 100,000) to 57.9 per 100,000 (95% CI: 19.6-96.3 per 100,000), corresponding to 343,496 OHCA cases per year (95% CI: 216,472-464,922 OHCA cases per year) in the European Union. Incidence rates of SCD and OHCA increased with age and were systematically higher in men compared with women. CONCLUSIONS By combining data from 4 large, population-based registries with at least 5 years of data collection, this study provided an estimate of the incidence of SCD and OHCA in the European Union. In this contribution we demonstrate that European citizens distinguish between political and instrumental Euro-scepticism and indicate the extent to which these Euro-sceptic positions are endorsed. Data from 143,367 European citizens in 15 countries and 182 regions show that political Euroscepticism constitutes a cumulative evaluation in each European country. European citizens who are Euro-sceptic on international policies are also Euro-sceptic on joint decisions on immigration policies and sociocultural policies. Moreover, we notice that political Euro-scepticism is modestly correlated with instrumental Euro-scepticism. We explore the extent to which both forms of Euro-scepticism vary between countries and regions and to what extent the percentages of missing values on these measurements affect the degree of Euro-scepticism at the national and regional level. This contribution shows that research on Euro-scepticism to date is skewed by a focus on instrumental Euro-scepticism.
This article places the European Union (EU) small states within the Vulnerability and Resilience Framework, and tests the correlation between economic resilience and competitiveness. In this analysis, economic resilience is associated with good economic, social and political governance, and economic vulnerability is associated with exposure to external shocks, mostly due to a high degree of trade openness. The findings indicate that (a) that the EU small states tend to exhibit a high degree of economic vulnerability, suggesting that they are highly exposed to external shocks and (b) that the most economically vulnerable EU small states tend to register relatively high resilience and competitiveness scores. This would seem to suggest that economic resilience and competitiveness are related and that their policy framework enables them to withstand or reduce the harmful effects of their exposure to economic shocks. ; peer-reviewed

L'année 2018 marque le 25e anniversaire du début des relations diplomatiques entre l'Union européenne (UE) et les pays d'Asie centrale. Au cours de cette période, l'UE n'a cessé d'accroître sa présence dans la région. Pour autant, l'UE n'est pas encore devenue un acteur puissant en Asie centrale. En comparaison avec d'autres acteurs, et en particulier la Russie, la Chine et les États-Unis, l'influence politique et économique de l'UE reste limitée. Toutefois, l'avantage relatif de l'UE par rapport aux autres acteurs réside dans l'image positive et bienveillante qui lui est attribuée. L'UE peut tirer parti de son attractivité et de son « soft power », un avantage qui tend à diminuer rapidement depuis peu. Afin de conserver son image positive dans la région, l'UE doit envisager de prendre des mesures appropriées en révisant sa stratégie. Une option consiste à développer des outils de communication basés sur Internet, qui seront adaptés à l'Asie centrale, sans pour autant nécessiter d'importantes ressources de la part de l'UE.

Plusieurs facteurs ont contribué au commerce, qui se développe rapidement, et aux relations économiques entre l'Union européenne et la Chine dans les quinze dernières années : l'adhésion de la Chine à l'OMC, le changement dans les rapports de force (économiques) mondiaux, la délocalisation des entreprises européennes en Chine avec réexportations de marchandises produites en Europe, ainsi que la crise mondiale et ses conséquences. À partir de statistiques de base, cet article traite des questions institutionnelles, commerciales et des questions liées à la politique commerciale. Un chapitre est consacré à l'analyse d'un domaine encore 'sous-développé', celui de la coopération bilatérale, par l'évolution des flux bilatéraux d'investissements directs, avec un accent particulier sur les motivations des entreprises chinoises à entrer sur le marché de l'Union européenne. La coopération financière a connu une amélioration qualitative, à la fois comme résultat de la crise de l'euro et du niveau croissant sans précédent des réserves chinoises de change. Malgré une interdépendance croissante, les stéréotypes anciens et de plus en plus obsolètes sont encore vivants et doivent être surmontés afin d'ouvrir la voie à une coopération à part entière. Cette dernière ne peut se limiter à des questions bilatérales, car l'UE et la Chine assument ensemble une responsabilité globale pour un large éventail de défis auxquels elles doivent faire face au xxi e siècle. Une intégration plus poussée de l'UE serait utile non seulement pour favoriser l'ancrage autour de l'UE d'un modèle international de croissance et développement plus équilibré et durable, mais aussi pour une meilleure intégration de la Chine dans un ordre mondial multipolaire (et multilatéral).
