Taiwan privatizes by fits and starts

After describing the origins and development of state-owned enterprises (SOEs) in Taiwan, the author explores the political and economic forces that lay behind the ROC government's plan to privatize them, discusses some early privatization cases and scrutinizes the obstacles to sales of government assets, particularly in labour, capital and political markets in Taiwan.
