Abstract Immigrant legalization policies pose an ethical dilemma between justice and the rule of law. On the one hand, liberal democracies aspire to the principles of individual liberty and equality. Building on liberal ideals of justice, compelling arguments have been made for granting legal status and a path to citizenship to unauthorized migrants by virtue of the social ties they have developed, their contributions to the host society, and their vulnerability to exploitation. On the other hand, legalization poses a challenge to another important value, the rule of law, which requires government to operate within a framework of law in accordance with well-established public norms. Immigrant legalization programmes are said to undermine the rule of law because they reward lawbreaking, allow queue-jumping, and incentivize further unauthorized migration. This article clarifies each horn of the dilemma, focusing on rule of law arguments. We offer a critical reappraisal of immigrant legalization policies by reflecting on the normative meaning of the rule of law and by examining empirical evidence assessing the effects of legalization. Our central contention is that legalization policies can enhance the rule of law. We offer five rule of law arguments in support of legalization, which help to mitigate the dilemma between justice and the rule of law. We conclude by discussing some policy implications of our analysis.

What was the added value of the Ruiz Zambrano judgment of the Court of Justice of the EU for the development of EU citizenship? And how does that affect the national level? In this contribution the case of Ruiz Zambrano and the subsequent case law of the Court of Justice and the Dutch courts is assessed to reveal its impact on EU citizenship and the protection of fundamental rights. The contribution shows that Ruiz Zambrano could be called a revolution, in the sense that irrespective of the exercise of free movement, nationals of the Member States can invoke their status of being an EU citizen. That has consequences for family reunification, and the right to reside as a family in the EU. However, the line of case law is still very limited and can be restricted on grounds of public policy and security (and public health; so far there is no case law on restriction on public health and Article 20 TFEU , but in the context of Covid-19 that might be different in the near future). Moreover, the fundamental rights narrative in the cases on Article 20 TFEU became more prominent. However, the implementation of this line of case law lies at the national level and the Dutch case law on Article 20 TFEU is therefore analysed as an example.

Studies have shown that long-lived individuals seem to pass their survival advantage on to their offspring. Offspring of long-lived parents had a lifelong survival advantage over individuals without long-lived parents, making them more likely to become long-lived themselves. We test whether the survival advantage enjoyed by offspring of long-lived individuals is explained by environmental factors. 101,577 individuals from 16,905 families in the 1812–1886 Zeeland cohort were followed over time. To prevent that certain families were overrepresented in our data, disjoint family trees were selected. Offspring was included if the age at death of both parents was known. Our analyses show that multiple familial resources are associated with survival within the first 5 years of life, with stronger maternal than paternal effects. However, between ages 5 and 100 both parents contribute equally to offspring's survival chances. After age 5, offspring of long-lived fathers and long-lived mothers had a 16-19% lower chance of dying at any given point in time than individuals without long-lived parents. This survival advantage is most likely genetic in nature, as it could not be explained by other, tested familial resources and is transmitted equally by fathers and mothers.

To inform the Government of Kenya's shorter- and longer-term response strategies, the Population Council COVID-19 study team utilizes rapid phone-based surveys to collect information on knowledge, attitudes, practices and needs among a longitudinal cohort of heads of household sampled from existing prospective cohort studies. The first was carried out across five Nairobi urban informal settlements; the baseline survey (n=2,009) was conducted March 30–31 with subsequent follow-up surveys conducted April 13–14 (n=1,764), May 10-11 (n=1,750), and June 13-16 (n=1,529) (to be carried out one per subsequent quarter dependent on funding). Adolescents in the Nairobi cohort (n=1,022) were also interviewed in the June round of data collection. The survey was expanded to communities with existing prospective cohort studies in Wajir County (adults n=1,322 and adolescents n=1,234), Kilifi County (adults n=1,288 and adolescents n=1,178), and Kisumu County (adults n=858 and adolescents n=973), adapted for rural settings with the first round conducted between July–August 2020, the second between February–March 2021, and the third between June–August 2021.

Baseline findings on awareness of COVID-19 symptoms, perceived risk, awareness of and ability to carry out preventive behaviors, misconceptions, and fears will inform the development of government and other stakeholders' interventions and/or strategies. Republiku Hrvatsku kroz povijest je zahvatilo nekoliko velikih iseljeničkih valova. Posljednji val iseljavanja započeo je pristupanjem Republike Hrvatske Europskoj uniji 2013. godine, a traje i danas. Razvijene zemlje Europske unije poput Njemačke, Austrije i Irske postale su glavno odredište hrvatskih iseljenika u potrazi za boljim životom. Cilj ovoga istraživanja je utvrditi stvarno stanje o broju iseljenih Hrvata iz Republike Hrvatske, usporediti podatke sa službenom statistikom Republike Hrvatske te dati zaključak o mogućim posljedicama iseljavanja. Rezultati istraživanja pokazuju da se iseljavanje hrvatskih državljana ne može pratiti prema službenim podacima Državnog zavoda za statistiku jer oni nisu usklađeni sa statističkim podacima zemalja emigracije, odnosno broj prijavljenih hrvatskih doseljenika veći je u prosjeku za 62 % od službenih podataka Republike Hrvatske. Prognoze budućih migracija hrvatskih državljana upućuju na gubitak 20 % stanovništva u sljedećih trideset godina zbog čega je već sada potrebno razvijati nove ekonomske, mirovinske, obrazovne i ostale politike koje utječu na demografske promjene. ; The Republic of Croatia has seen several large emigration waves throughout history. The last wave of emigration began with the accession of the Republic of Croatia to the European Union in 2013 and continues today. Developed European Union countries such as Germany, Austria and Ireland have become a major destination for Croatian expatriates in search of a better life. The aim of this research is to determine the actual status of the number of Croat emigrants from the Republic of Croatia, to compare the data with the official statistics of the Republic of Croatia and to conclude on the possible consequences of emigration. The results of the research show that the emigration of Croatian citizens cannot be monitored according to the official data of the Central Bureau of Statistics because they are not harmonized with the statistics of the emigration countries, i.e. the number of reported Croatian immigrants is on average 62% higher than the official data of the Republic of Croatia. Forecasts of future migration of Croatian citizens indicate that 20% of the population will lose over the next 30 years, which is why it is already necessary to develop new economic, pension, education and other policies that affect demographic change.
