This opening article presents rationales for the Special Section which analyses South Korea's debates and discourses on crucial issues related to East Asian regional politics. The article opens with a consideration of why attention is drawn to South Korea and particularly to its discourses. Expanding upon constructivist theoretical insights, this article shows how they matter in foreign policy-making and state behaviour. In addition, the article clarifies the scope of analysis of this Special Section. While recognising that many different actors and issues shape the regional order in East Asia to varying degrees, we hold that the most direct impact on changes and/or continuity in that order comes from state actors in the realm of security (or the security-economy nexus). The article ends on a cautiously optimistic note: although the perspectives and discourses analysed in this Special Section are not exhaustive, the analysis can serve as a useful reference point for discussion that seeks to advance our understandings of how South Korea is likely to behave toward its neighbours and what the future of the East Asian regional order will look like. AbstractBetween 1930 and 1937, the Lianhua Film Company was one of the major studios in China, and in many ways was a symbol of modernity. The policy of the Company towards its actors was quite new and contributed to the creation of a new social status for this group, especially for the women. This paper focuses on three female stars (Wang Renmei, Chen Yanyan and Li Lili,) who worked for the Lianhua Film Company. Through a detailed analysis of the photos published in its magazine, Lianhua Huabao, as well as feature films produced by the Company, we will study Lianhua's strategies to transform these women into professional actresses. Their image was created by the entanglement of three spheres: their private lives, their public lives and their fiction lives played on screen. We will consider the sometimes conflicting relationships between these spheres by looking at the visual sources (photos and feature films) in conjunction with the actresses' biographies and movie roles. This will underline the complexity and ambiguity of a process understood by the Lianhua Film Company not only as the making of professional actresses but also as the creation of a new, modern Chinese woman.

Pulau Morotai Regency is one of the areas identified by the government as a fisheries-focused Special Economic Zone. However, the reality on the ground is that the fishing industry has only one cold storage facility. One of the factors is the region's remote position, which requires a considerable amount of capital and operational expenditure. Lower energy costs are one way to reduce the operating cost. This study aims to determine the value of each energy-efficient criterion and to know the most efficient energy composition implemented for Cold Storage in Morotai. This study uses the decision matrix approach to compare the operating costs of cold storage with a capacity of 200 tons over 20 years with three possible alternatives: PLN electricity, hybrid electricity (PLN + photovoltaic), and fully photovoltaic energy. With a score of 38 in the decision matrix table, the outcome of the decision matrix calculation indicates that cold storage with a photovoltaic system is much superior.

Abstract. The study of the relationship between media and politics has long been marginal in French political science. The take–off of research has been stimulated by the impact of the Presidential election under the Fifth republic and by the increasing role of television and spin–doctors in this new electoral context. If French studies on political communication converge with international research, they are also characterised by strong peculiarities. The material of case–studies is not campaign–centred, but gives room to various TV programmes, to a wide range of media uses by French politicians. The contribution of historians, the influence of a literary tradition of 'textual' analysis of political speech are important. The publishing of books on this topic also reveals a surprisingly intense participation from spin– doctors, journalists and even politicians. Three main 'schools' are contributing to the dynamics of French research. Linked to the tradition of semiological and literary studies the first one focuses on the study of political discourse in the media. Merging the legacy of English–speaking studies and the French tradition of electoral studies a second one develops an analysis of the campaigning process and of its effects. More recently, a new generation of researchers has widened the object of research to the complex network of relations between politicians, journalists and consultant. Linking successfully the most recent developments or international research and the peculiarities of academic tradition, research on political communication appears as one of the most dynamic areas of French political science.

Background: The paper draws on empirical evidence from a project investigating service responses to disabled women and children experiencing domestic and family violence (DFV). Service provision in these sectors is often rationed due to resource constraints, and increasingly marketised, and disabled people often do not have their needs met. Their opportunities for participation in policy and practice are also constrained.
Aims and objectives: Our aim is to bring critical studies of intersectionality into dialogue with 'evidence-making' scholarship on policy implementation, to allow for new analyses of the inclusion of lived experience expertise in policy.
We ask: What are the potential drivers for new forms of practice and evidence making in policy and service settings?
Methods: The multi-method study comprised literature and policy review and qualitative research about the experience and implementation of an early intervention violence prevention support programme. Semi-structured interviews were conducted with mothers (n=27) and children (n=7), and service providers (n=28).
Findings: Many mothers did not identify as disabled, although they discussed the effects of impairment. However, children were all diagnosed, and diagnosis was a means of accessing funding and services. The service was focused on brokering responses to family needs, and formal participation mechanisms for clients were not prioritised.
Discussion and conclusion: Resource constraints and workforce capacity are ongoing concerns in the disability and violence prevention sectors. Relationships that facilitate trust, agency and choice remain key. Insights from critical policy scholarship suggest opportunities to recognise existing relationships as participation, with implications for policy and practice.

Controversy has surrounded the legal, territorial, and political status of Tibet for decades. How does the Tibetan Government-in-Exile (TGiE)ù in spite of a complete lack of legal recognitionù continue to enact state-like functions from the hill town of Dharomsala, India? Rehearsing the State: The Political Practices of the Tibetan Government-in-Exile presents a comprehensive investigation of the institutions, performances, and actors through which the exiled Tibetan communityùthis active state-in-waiting ù is experimenting, modifying, and rehearsing state practices. Based on ethnographic research on the TGiE and in Tibetan communities based in India, chapters bring critical theories of the state into dialogue with geographies of temporality to develop the idea of rehearsal through the exploration of spaces, roles, scripts, and audiences in the performance of exile statecraft. A wide range of issues are explored, including how state-like functions are enacted without legal jurisdiction over territory, ways in which futures are made present alongside prolonged waiting, and what happens to these anticipatory logics when the time frame is extended indefinitely. PurposeThis purpose of the study is to examine the labour supply decisions with respect to earnings and considers whether we are willing or indeed able to work less. The authors specifically focus on the three points of time, i.e. beginning of the sample, pre and post Global Financial Crisis.Design/methodology/approachThe study regression analysis by utilises microdata from the UK Labour Force Survey (LFS) regarding individual hours worked in three separate survey periods: 1994q2, 2007q2 and 2015q2FindingsThe results suggest that we are far from income-satiated. The elasticity of hours worked with respect to earnings is stubbornly inelastic and for some demographic cohorts positive, implying the desire to work more. The authors find that job flexibility matters in facilitating reduced hours of work, but that jobs are not becoming more flexible. The authors also do see a secular reduction in hours worked, accompanied by a shift to working later in life, but these appear to be down to factors other than higher wages.Research limitations/implicationsThe study has important research implications in terms of understanding the dynamics of the labour market on the whole and in the pre and post global financial crisis periods.Practical implicationsThe research has profound policy implication in terms of labour and employment policy.Social implicationsThere are important social implications, particularly in terms of household labour supply decisions and substitution between work and leisure.Originality/valueThe study has significant element of originality in terms of understanding the changing dynamics of labour market. This is the first study which has investigated the labour market in the light of empirical evidence and in the various time periods.

This article analyzes the intermediate court decisions which are taken afterthe judgment or other final court decision. Orientation of these solutions tothe potential cancellation or change of final judicial acts is of particular relevancein keeping with the recent legislative changes. Highlighting the intermediatecourt decisions as a special form of judicial criminal procedural decisions,the legislator has created difficulty in understanding the principle of segregation.The formation of the decisions on the basis of the law is unacceptable.Since 1998, an extensive practice of the Constitutional Court and SupremeCourt of the Russian Federation has been established, which helps to sharecriminal proceedings decisions of the court on the final and intermediate, theessence of which is the procedure of appeal. This article studies the types ofintermediate court decisions, which are taken within the criminal procedureunder review of judgments as entered and not entered into force. From theanalysis of judicial practice, the study of the scientific literature concludes thatany intermediate court decision in connection with the provisions of Article53.3. 5 of Criminal Procedure Code may be appealed in the Appeal Court, exceptthe ones the appealing of which is prohibited by the legislator. ; Статья посвящена анализу промежуточных судебных решений,которые выносятся после приговора или иного итогового судебногорешения. Формирование промежуточных судеб-ных решений по принципу «все, что кроме» в законе недопустимо. С1998 года создается обширнейшая практика Конституционного и Вер-ховного судов РФ, которые «помогают» разделить уголовно-процессуальные решения суда на итоговые и промежуточные, в основеразделения которых лежит процедура их обжалования. В статье иссле-дуются виды промежуточных судебных решений, которые выносятся впределах уголовно-процессуальной стадии пересмотра судебных реше-ний, как вступивших, так и не вступивших в законную силу. Делаетсявывод о необходимости закрепления законодательных изменений, свя-занных с разрешением повторной подачи апелляционной жалобы всвязи с ее отзывом, возможностью обжаловать в апелляционном по-рядке постановление судьи о возвращении апелляционной жалобы дляпересоставления. Из анализа судебной практики, изучения научнойлитературы делается вывод, что любое промежуточное судебное реше-ние во взаимосвязи с положениями п. 53.3 ст. 5 УПК РФ может бытьобжаловано в суд апелляционной инстанции, за исключением тех ре-шений, обжалование которых напрямую запрещено законодателем.

With the return to multi-party politics in the early 1990's, the issue of the representation of women and their participation in the political process has become increasingly relevant in Cameroon. It has attracted increasing interest from social scientists due to the fact that a key test of modernization is supposed to be the position of women in relation to the rhetoric that constructing an image of strong protective masculinity for political leaders, or holder of important decisions making positions. Advocacy for affirmative action mechanisms that can increase representation of women, such as the quotas system, is becoming an integral part of the debate regarding the modernization of the political system built on the principle of gender equality. This paper assesses how closely do political elites mirror the characteristics of the population they represent in connection to the extent political structures are gendered when it comes to the legislative recruitment process and selection of other public and political executives in Cameroon. The paper argues that the ultimate goal of gender equality is to ensure that democracy and its institutions are truly inclusive, and able to solve today's problem of women's political rights through dialogue, consensus, compromise and equal participation. The paper finds that the selection of both women and men in the legislative recruitment process, or selection of public office holder, is a sine qua non condition for a peaceful and successful inclusive democracy. It finally finds that, a shift from the current voluntary quotas system to a compulsory one will reduce obstacles inherent in some customs, traditions and party politics that impede women representation.Â
