RIJEČ UREDNIŠTVAZa ovogodišnje lipanjske Dane hrvatskoga šumarstva održana je panel rasprava o trenutnoj situaciji u šumama Hrvatske. Naziv rasprave bio je "Hoće li nas šume nadživjeti?". Svrha skupa bila je informirati širu javnost o stanju šumskih ekosustava, ali i o promjenama koje se događaju u njima. Govori li sam naziv skupa dovoljno o ozbiljnosti situacije u kojoj se nalaze naše šume? Promijenjeni klimatski uvjeti koji vladaju na početku 21. stoljeća, donijeli su mnogo neprilika u šumama posljednjih pet godina. Tome treba pribrojiti i nikad veću trgovačku globalizaciju, što doprinosi bržem i lakšem širenju invazivnih vrsta bolesti i štetnika. Danas gotovo da nema ni jedne značajnije šumske vrste drveća koja nema svojih problema. Šume Gorskog kotara sastavljene od jele, bukve i smreke stradale su uslijed klimatskih ekstrema, a potom potkornjaka, nizinske šume hrasta lužnjaka napadnute su hrastovom mrežastom stjenicom, a šume poljskog jasena ubrzano propadaju uslijed više čimbenika, posebice Halare, dok dalmatinske borove šume ozbiljno ugrožava borov potkornjak. Tu su i šumski požari nakon kojih uslijed erozija nestaje i šumsko tlo, što umnogome onemogućuje sanaciju i vodi degradaciji šume. Tako ugroženim šumama smanjuju se financijska sredstva za njihov zaštitu i obnovu, što je sad i definitivno ozakonjeno Zakonom o šumama (NN 68/2018) koji je stupio na snagu 4. kolovoza 2018. O prijedlogu zakona pisali smo u Šumarskom listu 5-6/2018. Saborska rasprava nije donijela zaokret u odnosu na zakonski prijedlog koji je usvojila Vlada Republike Hrvatske. Zakon je ustvari na tragu programa Vlade RH za područje gospodarstva, poljoprivrede i ruralnog razvoja iz listopada 2016. godine. Šumarstvo se u tom programu spominje u potpoglavlju "Aktivno upravljanje šumama, veća proizvodnja i više radnih mjesta u domaćoj drvnoj industriji" s rečenicom: Izmjenom zakonske regulative Vlada će poboljšati i otkloniti poteškoće u načinu raspolaganja šumama i šumskim zemljištima, provoditi razminiranje šuma i šumskog zemljišta, sprječavati ilegalne sječe i trgovine i poticati razvoj domaće drvne industrije koja proizvodi drvni proizvod. Smatramo da takav program baš i nije poticajan za šume i šumska zemljišta. Razminiranje je svakako unaprjeđenje u upravljanju i gospodarenju šumama koje se provodi godinama, kao i najavljeno sprječavanje ilegalne sječe i trgovine, samo za to nema dovoljno pozitivnih pokazatelja, jer je takva djelatnost postala jako unosna na štetu šume i šumovlasnika / šumoposjednika. Početkom godine donesen je i Zakon o poljoprivrednom zemljištu (NN 20/2018, na snazi od 9. ožujka 2018.) koji je propisao, kao i Zakon o šumama, izdvajanje iz šumsko-gospodarske osnove zapuštenog poljoprivrednog zemljišta koje se može privesti poljoprivrednoj proizvodnji i mogućnost davanja takvog zemljišta sukladno Programu raspolaganja u zakup ili prodaju. Omogućeno je i za zemljišta izvan građevinskog područja koja se u katastru vode kao poljoprivredna zemljišta, a u pravilu su zapuštena, da se uključe u šumskogospodarsko područje, jer su troškovi njihovog privođenja poljoprivrednoj namjeni veći od tržišne vrijednosti ili ukupnog iznosa zakupnine toga zemljišta. Ove odredbe trebale bi napokon omogućiti svrsishodnu raspodjelu zemljišta na poljoprivredno i šumsko te njihovo stvarno korištenje. Novi Zakon o šumama uvažio je višegodišnje primjedbe obveznika plaćanja naknade za općekorisne funkcije šuma (OKFŠ), što je u javnosti i medijima često prvo bilo na udaru kao nepotreban i neshvaćen "parafiskalni" namet. Sad se 90 % dosadašnjih obveznika (oko 180 tisuća) izuzima iz plaćanja naknade, jer je prag za obvezu plaćanja godišnji prihod ili primitak veći od 3 milijuna kuna uz zadržanu visinu stope naknade od 0,0265 %. Uvaženo je i traženje jedinica lokalne samouprave o povećanju stopa šumskog doprinosa, pa su one povećane s 3,5 % na 5 % i za jedinice na potpomognutim područjima s 5 % na 10 % prodajne cijene proizvoda na panju. Zakon je uveo i definiciju šumoposjednika: javni šumoposjednik ovlašten za gospodarenje šumom i/ili šumskim zemljištem u vlasništvu Republike Hrvatske, javna ustanova čiji je osnivač Republika Hrvatska i njezine znanstveno-nastavne sastavnice, koje svoju znanstveno-nastavnu djelatnost i znanstvenoistraživački rad obavljaju iz područja šumarstva, pravna osoba čiji je osnivač i vlasnik jedinica lokalne samouprave, a kojoj se odlukom Vlade povjerava gospodarenje te privatni šumoposjednik s podjelom na male (do 20 ha šume i/ili šumskog zemljišta), srednje (od 20 do 300 ha) i velike (većim od 300 ha) šumoposjednike. Za šumskogospodarsko područje ustanovljuje se Registar pri Ministarstvu koji se vodi u elektroničkom obliku, a bit će dostupan pod određenim uvjetima. Registar će sadržavati i dio za izvješćivanje potreban za ispunjavanja međunarodnih i nacionalnih obveza iz sektora šumarstva. Zakon predviđa i izdvajanje namjenskih sredstva u poseban fond za razvoj drvne industrije, što je također jedna od predviđenih aktivnosti u programu Vlade iz 2016. godine.Novi Zakon o šumama pokušao je uvažiti razne promjene koje su se dogodile od donošenja prošloga zakona iz 2005. godine, a koje su nivelirane izmjenama i dopunama kroz proteklih 13 godina, njih ukupno osam. Pokušao se uskladiti i s drugim zakonima iz područja poljoprivrede, zaštite pri­ro­de i okoliša, te strategije EU za šume i sektor koji se temelji na šumama. Potrebno je još uskladiti i donijeti sve podzakonske akte vezane uz zakon.Pitamo se hoće li odredbe novog Zakona o šumama biti na tragu rješavanja nagomilanih problema u šumama Hrvatske?Uredništvo ; EDITORIALA panel addressing the current condition of Croatian forests was organized on the occasion of Days of Croatian Forestry that were held in June 2018. The title of the discussion was "Will forests outlive mankind?" The purpose of the panel was to inform broader public of the condition of forest ecosystems, as well as of the changes taking place in them. Does the title of the panel reflect the seriousness of the danger facing our forests? In the last five years, changed climate conditions occurring at the beginning of the 21st century have inflicted major problems to the forests. Add to this general market globalisation, which contributes to the faster and easier spread of invasive diseases and pests. There is not one important forest tree species today that does not have problems. Forests of Gorski Kotar, which are composed of fir, beech, and spruce, have succumbed to climatic extremes and to attacks of bark beetles. Lowland forests of pedunculate oak are infested with the oak lace bug, while forests of narrow-leaved ash are rapidly deteriorating under the cumulative action of several factors, particularly Halare. Dalmatian pine forests are severely threatened by the pine bark beetle. Forest fires also cause extensive damage. The subsequent erosions lead to the loss of forest soils, which greatly hinders recovery and contributes to the degradation of forests. The financial means needed to protect and regenerate such forests are being minimized and this has now definitely been incorporated in the new Forest Act (Official Gazette 68/2018), which came into effect on August 4th, 2018. A parliamentary discussion did not bring about any changes with regard to the proposed act, which was adopted by the Government of the Republic of Croatia. The Act in fact follows the Government programme for the field of economy, agriculture and rural development of October 2016. In the said programme forestry is addressed in the sub-chapter "Active management of forests, higher production and more work places in the domestic wood industry" with the following sentence: By changing legal regulations, the Government will remove obstacles and improve ways of managing forests and forest land. It will also undertake demining operations in forests and forest land, prevent illegal felling and trade and stimulate the development of domestic wood industry which produces wood products. In our opinion, such programme is not really stimulative for forests and forest land. Demining is certainly an improvement in the management of forests and it has been carried out for years, and so is the announced prevention of illegal felling and trade. However, there are not enough positive indicators for this, since these activities have become very profitable at the detriment of forests and forest owners. At the beginning of the year the Agricultural Land Act was passed (Official Gazette 20/2018, in effect since March 9th, 2018), which regulated, as did the Forest Act, the exclusion of abandoned agricultural land from the forest-management plan and its conversion to agricultural production, as well as the possibility of leasing or selling such land in accordance with the Disposition Programme. The Act also allows for the land outside construction areas, which is listed as agricultural land in the land register but is abandoned in reality, to be included in the forest-management area, since the cost of converting the land for agricultural purposes is higher than the market value or the total amount of rent for such land. These provisions should finally enable a rational division of land into agricultural and forest land, and consequently its proper usage. The new Forest Act has also adopted long-lasting objections made by those obliged to pay a non-market forest function fee. The public and the media often harshly criticized this fee as an unnecessary and incomprehensible "parafiscal" tax. Now, 90% of those obliged to pay the fee (about 180 thousand subjects) are exempt from paying the fee, since the threshold for the obligation has been set down at an annual income or profit higher than 3 million kuna, while the rate of the fee has been retained at 0.0265 %. Demands by local self-management units to raise the rate of forest contribution have also been adopted, and it has accordingly been raised from 3.5 % to 5 %, while for units in subsidized areas it has been raised from 5 % to 10 % of the selling price of the product before felling. The Act also defines a forest owner: a public forest owner authorized to manage a forest and/or forest land owned by the Republic of Croatia, a public institution whose founder is the Republic of Croatia and its scientific-teaching components which carry out their scientific-teaching activity and scientific-research work in the field of forestry, a legal person whose founder and owner is the local self-management unit and which is entrusted with management by a Government decision, and a private forest owner. Private forest owners are divided into small (up to 20 ha of forests and/or forest land), medium (from 20 to 300 ha) and large (more than 300 ha) forest owners. A Register of a forest-management area in the electronic form will be established by the Ministry, and it will be available under certain conditions. The Register will contain a reporting part needed to fulfil international and national obligations in the forestry sector. The Act also provides for the allocation of earmarked means into a special fund for the development of the wood industry, which is also one of the activities in the Government programme from 2016. The new Forest Act has attempted to incorporate different changes taking place since the previous Act of 2005 was passed. There have been a total of eight changes, which have been adjusted by revisions and amendments over the past 13 years. The Act is also coordinated with other laws from the field of agriculture, nature and environment protection, and the EU strategy for forests and forest-based sector. All by-laws related to the Act need to be coordinated and passed.We wonder whether the regulations of the new Forest Act will try to solve the growing problems in the forests of Croatia. Panama's economic growth has been at the top of the Latin American and Caribbean (LAC) region in recent years. The country s rapid growth has been largely pro-poor and translated into significant poverty reduction. The new Administration is well placed to tackle these challenges, with its commitment to maintaining an open and diversified economy and redressing social imbalances. Looking ahead, the country s main challenges are to maintain the current growth performance and ensure that its benefits are extended to all. The World Bank Group s (WBG) new Country Partnership Framework (CPF) seeks to support Panama s continued high growth, while ensuring inclusion and opportunities for marginalized groups, and bolstering resilience and sustainability. These themes are highlighted as priorities in the Government s 2014-2019 Strategic Development Plan (SDP) and in the WBG s Systematic Country Diagnostic (SCD). The CPF seeks to maximize over a six-year period, the comparative advantages of the WBG, through packages of innovative public and private financing options based on cutting edge global knowledge and experience.

Based on preliminary estimates, the Lao People's Democratic Republic (PDR) economy grew by 7.5 percent in 2014, compared to an average of 8 percent over 2011-13. Looking forward, real gross domestic product (GDP) growth is projected to slow further in 2015 before accelerating in the medium term. Average annual inflation in 2014 decelerated to 4.2 percent from 6.4 percent a year earlier, driven primarily by slower growth in food prices and a decline in fuel prices. In response to a widened fiscal deficit in FY2012-13, the government embarked on much needed fiscal corrective measures in FY2013-14 and FY2014-15. Foreign exchange reserves coverage remains low as compared with prudential benchmarks. While the nominal exchange rate remained relatively stable within the band set by the Bank of Laos (BOL), the real exchange rate continued to appreciate. Indications in 2014 are that bank credit growth is slowing down sharply compared to its previous rapid pace over several years. In order to grasp new opportunities and enjoy the benefits of regional integration, it is necessary for Lao PDR to take steps to create a conducive business environment. In order to achieve broad-based, inclusive growth and poverty reduction in Lao PDR, channeling greater resources toward tackling key workforce skills and productivity challenges is of significant importance.

In 2014, economic growth slowed as it began to adjust to unsustainable economic imbalances. Real GDP growth softened to 7 percent in the first 9 months, from 12.8 percent in the previous year. Despite strong mining production growth of 26 percent, the growth of the non-mining sector of the economy dropped to 2 percent in the third quarter from 17.4 percent a year ago. Investment sharply fell amidst declining FDI and weakening business prospects. Consumption remains relatively strong but is also gradually softening. The growth effect from stimulus measures of the last year is also wearing off in 2014 as large liquidity support from the central bank cannot be sustained in the wake of high inflation and external vulnerabilities. The current account deficit is narrowing significantly to around 11 percent of GDP from almost 30 percent in the previous three years, due to import contraction over 16 percent and stronger copper exports. However, a significant external financing gap continues amidst declining foreign investment, reducing internal reserves to less than three months import cover. Inflation remains in double digits after a strong credit boom in 2014 and continuous currency depreciation. Economic growth is likely to continue to soften in 2015 as the economy remains under pressure from the external imbalance and high inflation. To help achieve the goal of the new Solutions-oriented Government to overcome economic challenges and build a sound economic management system, the following policy actions are recommended to be considered in the economic policy framework: (1) Consolidate the off-budget spending made through the DBM into the budget; (2) prepare a credible and realistic fiscal consolidation plan to reduce the deficit; (3) monetary policy should be tightened; (4) further quasi-fiscal activities need to be avoided; and (5) the exchange rate should be left flexible.

As the Mongolian mortgage market grows rapidly, and the Government of Mongolia (GoM) pursues an ambitious social housing agenda, there is an urgent need for a holistic sector approach. The following three key areas require attention from policymakers: first, there is a need to better balance housing supply and demand, which requires the authorities to focus on prudent mortgage lending standards and supervision, as well as on provision of housing infrastructure and zoned land. Second, it will be important to ensure effective implementation of ongoing and planned public housing finance programs, with a focus on preventing mortgage market distortions in pricing, emphasizing robust planning and rigorous transparency and governance. Third, authorities should aim for better balance in the composition of mortgage funding, with a focus on improvement in the legal and regulatory framework for capital markets, as well as Mongolian Mortgage Corporation (MIK) governance, products and operations. The Mongolian mortgage market is exhibiting strong growth, with portfolio outstanding increasing by 190 percent to Mongolian Tughrik (MNT) 656 billion (US$482 million) between 2009 and end-2011. This represents 8 percent of 2010 gross domestic product (GDP) and 12 percent of the 2011 banking loan book. The sector is highly concentrated, with top 4 lenders accounting for 89 percent of the market, as well as spatially in and around Ulaanbaatar. Housing prices have risen sharply in the last two years, particularly in 2011, when the increase for the predominantly mortgaged market segment was over 36 percent. While mortgage lending growth rates are consistent with the overall growth of household credit, real estate prices significantly outpaced Consumer Price Index (CPI) and GDP growth in 2011. Currently non-performing loans (NPL) are very low due to the unseasoned mortgage portfolio; however, high debt-to-income (DTI) ratio levels may exacerbate future loan age-related and cyclical delinquency increases. Due in part to extreme climatic constraints, shortage of zoned and serviced land, and infrastructure bottlenecks, housing supply is severely constrained. Large-scale, publicly-funded, subsidized housing initiatives, such as the '100,000 Apartments' Program, need to be carefully planned, so that they cause minimal distortion to the broader housing finance market.

The World Bank's Mongolia quarterly economic update assesses recent economic and social developments and policies in Mongolia. It also presents findings of ongoing World Bank activities in Mongolia. The Mongolian economy is continuing to grow at a very rapid pace, expanding by 16.7 percent year-on-year (yoy) in first quarter (Q1). This high growth however, is also fuelling inflation which touched 16 percent in April, well above the Bank of Mongolia's (BoM) inflation target of 10 percent. Increasing government spending on wages and salaries, large cash handouts to the general population, and burgeoning capital expenditures are adding to the demand pressures. Meanwhile, the worsening global economic outlook, in particular a faster than expected slowdown in China, Mongolia's largest trading partner, has negatively impacted export growth, resulting in deterioration in external balances. Under these circumstances, the advice to Mongolian policy-makers is to 'hold your horses' and adopt a more cautious macro-economic stance, tightening both monetary and fiscal policy to prevent further over-heating of the economy. The global economic outlook has deteriorated considerably in recent months. Financial conditions in high-income Europe, higher oil prices, and, most importantly, the slowing Chinese economy pose risks for Mongolia. The channels through which these operate include financial and trade linkages namely volatility in commodity prices and through demand from China for its mineral exports. Indeed, signs of these are already visible as demonstrated by the decline in exports in April. Other financial market linkages should also not be discounted: Mongolia's banking system, which has shown signs of overheating over the past year, is highly dollarized, with about a third of deposits denominated in dollars and easy convertibility out of the Mongolia Togrog. A sharp economic slowdown and/or an increased macroeconomic instability could expose the liquidity and asset quality vulnerabilities in individual banks and system overall.

This paper provides an extensive case study of the Turkish automotive and the consumer electronics industries. Despite a macroeconomic environment that inhibits investment and growth, both industries have achieved remarkable output and productivity growth since the early 1990s. Although there are similarities between the performances of the two industries, there are significant differences between their structures, links with domestic suppliers, technological orientation, and modes of integration with the global economy. The automobile industry is dominated by multinational companies, has a strong domestic supplier base, and has seized the opportunities opened up by the Customs Union by investing in new product and process technology and learning. The consumer electronics industry is dominated by a few, large, domestic firms, and has become competitive in the European market thanks to its geographical proximity, productive domestic labor, and focus on a protected and technologically mature segment of the market, which also helps explain the recent decline in industry's fortunes. These industries could have performed even better had more responsive macroeconomic policies been adopted. It is certain that governments could be more responsive only if far-reaching political/institutional reforms are undertaken by changing the constitution and current political party and election laws in order to establish public control over the political elites.

This study quantifies the effects introduced by the COVID-19 pandemic on air connectivity and passenger travel behaviour. Our analysis suggests that the pandemic has led to significant connectivity loss at all airports, especially at large hubs and tourism destinations. Low-cost carriers' operations at these airports, whose main targets are price-sensitive, non-business travellers, have been significantly reduced, too. There is preliminary evidence that network carriers at hub airports played more important roles amid the pandemic, likely due to the benefits associated with their hub-and-spoke networks. Connectivity losses at the smallest airports tended to be temporary and limited. These airports had limited aviation services to start with and, thus, it was not too costly to maintain the minimum connectivity. Empirical results obtained from a passenger preference study indicate that traveller subgroups are impacted in different ways. When there is no online meeting option, nearly 80% of the respondents prefer, and are willing to pay for, pandemic control measures. These 'pro-control' passengers perceive such measures and the associated high costs/fares as valuable and necessary to lower the health-related risks during air travel. When there is an online meeting option, the share of such passengers decreases to 44.5%, with the remaining 55.5% exhibiting disutility for the increased price and time associated with pandemic control measures. The average willingness-to-pay for pandemic control measures decreases significantly, whereas the value of time saved at health checkpoints increases significantly. The aviation industry thus faces a 'double-hit' problem: operation costs will increase due to pandemic control measures, and the resultant inconvenience and extra time and costs further reduce travel demand. Unlike previous short pandemics, business travel is likely to suffer with an extended decline until the pandemic is fully controlled. These results call for financial and operational support for aviation services, especially at major airports and tourism destinations. Because these large airports are expected to be profitable post the pandemic, they may resort to low-cost finance from the capital market in the short term. Because the value of time saved at checkpoints is very high, it is more important for government agencies to make the pandemic control and health measures efficient and smooth. For operations such as vaccination records, stakeholders in different countries should cooperate to facilitate seamless control and pleasant air travel experiences.

Latest reports suggest that an ambitious high-speed electrified railway track running through Laos and connecting Kunming in China's southwestern province of Yunnan with northeastern Thailand is now 78 per cent complete. All the bridges, tunnels and other structures have been completed; what remains to be done is to lay the track, and to install the signalling and the other 'mechanics' necessary for operations. The first trains are expected to use the line approximately two years from now. Formally announced in 2015, the railway is part of China's Belt and Road Initiative (BRI), and is widely seen as a major step in the Laotian government's long-held desire to turn the country from being land-locked to land-linked. For China, completion of the railway will not only link Yunnan directly to Thailand but also connect it to the Malaysian peninsula further south and ultimately to Singapore. The 420-kilometer north-south line cuts through a large part of northern and central Laos, starting at Boten on the Laos-China border, passing through Luang Namtha province, then wending its way roughly south through Oudomxay, Luang Prabang and Vientiane provinces, before terminating at a station most likely to be built close to the country's capital, Vientiane. Its construction has been a colossal undertaking, requiring more than 70 tunnels and 150 bridges. Indeed, the line will run through tunnels for almost 200 kilometres.) It will have ten stations in Laos, including one at the former royal capital of Luang Prabang, It will thus allow domestic passenger and freight use. The line will also have some 20 'crossing loops' to allow trains to pass each other on what will be largely a single-line railway.

The power sector of Armenia achieved remarkable results through first generation policy, legal, regulatory, and institutional reforms implemented from 1991-2003, the first decade of independence. The sector achieved financial sustainability with tariffs that assured recovery of reasonable expenses and collections that reached virtually 100 percent of sales. The implicit and explicit subsidies to the power sector were eliminated and the largest sector companies were among the top taxpayers in the country. More than 70 percent of power sector assets were denationalized (privatized or transferred to Russian ownership in debt-to-asset swaps). However, in 2010 these achievements started to reverse and gradually worsened during the past several years. Today, the large state-owned sector power companies, as well as the privately-owned Electric Networks of Armenia (ENA) have accumulated large amount of expensive commercial debts and are on the verge of bankruptcy.

The eastern Democratic Republic of the Congo (DRC) is poised on the edge of a machete blade. Despite the achievement of considerable peace-building successes throughout much of this central African state in recent years, the current activities of armed groups and the Congolese armed forces in North Kivu, South Kivu, and Ituri, have the potential to further destabilize the eastern provinces, and possibly even neighboring countries. Former combatants are prominent in the security and stability equation in the eastern DRC. The reason is that if this section of society has not been effectively disarmed, demobilized and reintegrated into civilian life, then they have the potential to return to arms. In this region, over 100,000 ex-combatants have been demobilized over the past decade in successive waves of disarmament, demobilization and reintegration (DDR) interventions. Assessments and speculation about the reintegration of ex-combatants in North Kivu, South Kivu and Ituri have suggested that these individuals have become marginalized, and their reintegration into civilian society is precarious, thus making them vulnerable to further recruitment by armed groups. Some reports have even suggested that numerous former fighters have remilitarized in the mining areas in order to access mineral wealth. Consequently, research on the socio-economic reintegration of ex-combatants in the eastern DRC was undertaken by the Institute for Security Studies (ISS), and funded by the Transitional Demobilization and Reintegration Program (TDRP) of the World Bank. North Kivu, South Kivu and Ituri were the three geographical areas of focus, given the volatility and potential pivotal role of these areas in promoting and consolidating peace in the eastern DRC. The specific objectives of the research were to: 1) assess the processes of the socio-economic reintegration of former combatants into civilian life; 2) analyze the causes and dynamics of the current security situation (or lack thereof) in the three areas, and the implications for current and future DDR processes; and 3) evaluate the extent to which demobilized former combatants have been re-recruited into armed groups, including motivating and resilience factors. The research took place between February and September 2011, with the findings and analysis being presented in this report.

In the past two decades, research on the informal sector has emphasized the heterogeneity of this part of the economy, example in terms of entry costs, firm size, and access to credit, forward- and backward linkages as well as human and physical capital endowments. Yet, not much research has investigated the causes of this heterogeneity and the implied inefficiencies. This is true in particular for Sub-Saharan Africa, where informality dominates urban labor markets. Understanding these causes and the implied inefficiencies is however necessary to design policy interventions that are able to remove the most binding constraints for informal entrepreneurs. This note summarizes the main findings and policy conclusions from a research project that analyzes the quantitative importance of various constraints to informal enterprises in West Africa and Madagascar.

One new aspect that emerges is that, in addition to their impacts on income dimensions of poverty, transport and energy have significant impacts on nonincome dimensions such as health, education, personal security, and community participation. The book also recommends a series of policy and operational-level refinements for increasing the poverty reduction impact.
