This research note describes the population of the French members of the Assemblee Nationale (deputies) from the beginning of the Fifth Republic. Through a statistical analysis of the makeup of 13 legislatures (from 1958 to 2007), it, on the one hand, provides a portrait of the deputies, and, on the other hand, describes the evolution over time of the deputies. At first glance, it appears that the presence of women in the Assemblee Nationale is quite recent and, second, that the generational effects are more or less linked to political alternations. Third, despite the progressive disappearance of certain professions, the socio-professional structure is particularly stable, and, fourth, the renewal of deputies is very circumstantial. In the past, the loyalty most Chinese People's Congress deputies felt toward the state completely overwhelmed their sense of responsibility to constituents. More recently, however, evolving expectations, rapid social change and institutional reforms have transformed the duties of "people's representatives". Based on interviews with 39 individuals and drawing on leadership speeches, Chinese scholarly sources etc, the author discusses role accumulation by Chinese People's Congress deputies. (DÜI-Sen)

We present strong evidence that governing coalitions in Italy exercise significant negative agenda powers. First, governing parties have a roll rate that is nearly 0, and their roll rate is lower than opposition parties' roll rates, which average about 20% on all final‐passage votes. Second, after one controls for distance from the floor median, opposition parties have higher roll rates than government parties. These results strongly suggest that governing parties in Italy are able to control the legislative agenda to their benefit. We also document significantly higher opposition roll rates on decree‐conversion bills and budget bills than on ordinary bills—results consistent with our theoretical analysis of the differing procedures used in each case.

This mixed research design study combines three different methods of corpus pattern analysis in order to comprehend the way in which the non-intervention principle towards ecosystems in core areas of Šumava National Park is utilized in legislation and parliamentary plenary debates. We summarize legislative proposals related to the Park, report on their legislative process and describe the evolution of wording and language nuances in different bills. This study also focuses on the content of the corpus of debates about Šumava National Park in the Chamber of Deputies between 1990 and 2013 and concludes that politicians use the situation in Šumava to support their political strategies, referring to the non-intervention principle only immanently. Analysis of these two datasets presents basic patterns related to the non-intervention principle. A committee is an important filter for turning bills into law. In the fiscal arena in Mexico, close to 60% of bills do not move past the committee. This article analyzes the work of the Finance Committee in México's Chamber of Deputies from 1997 to 2009 with regard to tax proposals. This analysis shows that, despite the fact that committees are strong, particularly the Finance Committee in the Chamber, among other factors, the inclusion of other actors in public fiscal policy making, such as legislative and political leaders, and the executive power limit them.
