Italy's Parliament is unusual amongst Western European legislatures. Its strongest weapon, the vote of confidence, is hardly used at all against government. Nevertheless, it is able to exert considerable influence, and it must bear some responsibility for government instability. (SJK)

This book describes and evaluates the Mauritian Parliamentary structures. As the main source of Mauritian democracy has been the Westminster model, the author analyses the parliamentary structures and practices in Mauritius in the light of those obtaining the U.K. and suggests remedial actions wherever the parliamentary system falls short of Westminster practices. He examines the growth and development of the Mauritian Legislative Assembly in a historical, constitutional and cultural context. The First-Past-The-Post, the Best Loser system, the role of the Speaker, the functions of the Legislative Assembly with reference to law-making and the control of public expenditure, the hold of the Executive over the elected House, the role of the opposition and the various amendments made to the constitution since independence are analysed. A postscriptum examines the accord of 19 July, 1990 between MSM and MMM and the suceeding events until October 1990. A statistical annex presents general election results and tables. (DÜI-Hff)
