This article offers a new empirical perspective on the state of Comparative Politics (CP) in Central and Eastern Europe (CEE). We present findings on the authors, methods, and epistemology of CP publications in the most relevant journals from eleven countries in the region. The major finding is that CP is rather marginal in CEE Political Science. Furthermore, CP articles predominantly focus on the authors' country of origin, use off-the-shelf data, apply mostly qualitative data analysis techniques, and rarely take a historical perspective. The Politics Of Educational Reform: The Alberta Charter School Experiment 20 Years Later
In this paper we examine the charter school movement in Alberta over the past 20 years to assess those factors that have affected its impact on public education. Through a content analysis of policy documents, charter school research, and interviews with various stakeholder groups we elucidate how the charter school policy and regulations limit and control the impact of competition and innovation and contravene market theory. Specifically we focus on the extent to which charter schools in Alberta are fulfilling the expectations of policy reformers—as sites of research and innovation, vehicles to create competition and expanded choice options for parents, and improve student achievement. We conclude the impact of charter schools is more the result of innovative policy design than free market competition.

The origins of energy and environmental policy in Europe: the beginnings of a European environmental conscience

This book examines the development of a European environmental conscience through successive steps of European integration in energy policy. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. Six articles addressing the multiplicity of methodological perspectives currently used & available to foreign policy analysis are presented. In the Introduction, symposium editor Jean A. Garrison articulates the need for contemporary studies to establish novel concepts that will overcome current obstacles in foreign policy analysis. In Foreign Policy Analysis in the Twenty-First Century: Back to Comparison, Forward to Identity and Ideas, Juliet Kaarbo recommends that foreign policy analysis adopt methodological frameworks that are either comparative in nature or address the relationship between identity & ideas. In Foreign Policy Analysis and Globalization: Public Opinion, World Opinion, and the Individual, Douglas Foyle contends that foreign policy analysis must consider the influence that public & world opinion & the global community possess over states' foreign policies in order to better account for the movement of people, capital, & ideas across international boundaries. In Science, Empiricism, and Tolerance in the Study of Foreign Policymaking, Mark Schafer suggests that foreign policy analysts demonstrate greater tolerance for certain subfields & methodological perspectives & that scholarship utilize three empirical techniques -- computer-oriented textual evaluation, state-level psychology, & experimental perspectives. In Foreign Policymaking and Group Dynamics: Where We've Been and Where We're Going, Garrison reviews existing research on group decision making to determine future applications of foreign policy analysis & investigate how individual cognition becomes assimilated into the decision-making processes of groups. In Crisis Studies and Foreign Policy Analysis: Insights, Synergies, and Challenges, Eric K.
