A major value of any international meeting lies in the opportunity it provides for interchange of views and experience among delegates from all parts of the world. At the Eleventh International Congress of Schools of Social Work, special emphasis was placed on discussion in small groups of the major theme of the Congress. The following reports summarize the major subject areas covered by three English-speaking groups, one French- speaking group, and four groups in which Spanish and Portuguese were the languages of communication. The summary reports which were presented at a general session on August 17, 1962 were based on accounts prepared by the chairmen and recorders of each of the groups. The IASSW takes this opportunity to express its great appreciation to the general rapporteurs, the chairmen and the recorders for their immensely valuable contribution to the success of the Congress.

Educational practices are constituted through the junction of cultural artifacts, beliefs, values, and normative routines known as activity systems. Classroom activity is a particularly important nexus for understanding cultural processes in that thinking and doing are linked in social practice. An activity-based, problem-oriented approach to understand development in school contexts focuses analysis on the cultural practices of learning environments. Studying classrooms and other learning contexts as cultural activity reveals how different microcultures for teaching and learning emerge, and it links forms of participation to the kinds of cognitive forms individuals construct to accomplish cognitive and social functions. Ongoing studies of the literacy practices of formal and nonformal learning environments serve as the context for examining culture in educational activity.

The Fully Online Learning Community (FOLC), developed at the University of Ontario Institute of Technology (UOIT), is a social-constructivist model, addressing a paradigm shift in employment skills, and supporting key elements of transformational learning. Adopting a Problem-based Learning (PBL) approach to activity design, FOLC has served as basis for both undergraduate and graduate, fully online degree programs for almost a decade. In this time, it has demonstrated its ability to facilitate richly collaborative, socially cohesive, and constructively critical, learning communities supported by a flexible array of synchronous and asynchronous digital affordances. FOLC represents a "divergent fork" of the Community of Inquiry (CoI) design to foreground the synergistic dynamics of social and cognitive presence, the role of professional educators as co- learners, the community-oriented nature of knowledge construction, the mediating role of digital competence and open technologies in fully online learning, and the transformational potential of democratized communication and assessment practices. Having positioned FOLC conceptually, a developing research agenda, aimed at grounding the FOLC on a broader body of empirical data, is presented. The underlying argument is that rich, transformative learning communities can be established in fully online programs, and these communities can have a significant democratizing effect on participants and the broader social context.

Teacher professional learning is a priority for all Agency member countries, for international bodies and for the European Union. This literature review forms the basis for the Teacher Professional Learning for Inclusion (TPL4I) project. TPL4I aims to identify the essential policy elements to ensure that all teachers at each stage of their career are prepared for inclusive education. It focuses on all policies that affect teacher professional learning: initial teacher education, induction, continuing professional development and in‑school learning opportunities. More specifically, TPL4I aims to review what policy documents and research literature say about the following questions: What current policy priorities for all teacher professional learning can be identified in international and European-level documents and in research literature? What national policy frameworks for teacher professional learning are in place in participating member countries, and how are these situated within national contexts (e.g. within different ministries or agencies)? What policy elements or frameworks are needed to prepare all teachers to include all learners? What policy priorities for teacher professional learning required to prepare all teachers to include all learners need further investigation at the European level? Ultimately, the TPL4I project aims to develop a comprehensive policy framework for professional learning for inclusion. This literature review is the first step in its development. Pedagogical improvement in early childhood education (ECE) is critically impacted by leadership and professional learning. Despite this importance, government funding for ECE professional learning has been significantly reduced over the past decade. Meanwhile, a growing body of research is suggesting that teacher professional learning is most effective when contextualised and sustained over time. In ECE, positional leaders have responsibility for ensuring ongoing teacher professional learning and the development of the programme while developing a culture of distributed leadership. This interpretive mixed-methods study examined the practices and perceptions of ECE teachers and leaders about leadership and professional learning. Surveys and interviews were designed to reveal the relationship between distributed leadership and professional learning in ECE settings and sought to discover practices of effective positional leaders in facilitating both. From the results of this study, it emerged that distributed leadership and professional learning are symbiotic and that ECE positional leaders need to develop certain leadership practices within their services in order to successfully foster both.
