Studies on parochial altruism have insofar focused on the causes leading individuals to attack any out-group on the behalf of one's group. Yet, we have no clue to understand why parochial altruists target specific groups, such as big firms in some contexts and refugees in other contexts. The present paper introduces an experiment to analyse the conditions under which individuals costly attack strong versus weak out-groups. In our study, 300 participants played a repeated Inter-group Prisonner Dilemma (IPD) involving multiple groups and inter-group differences in resources. The results show that individuals have a basic preference for targeting strong out-groups, but that attacks decrease when the inequality in destructive capacity between groups is high. Besides, individuals target weak out-groups when they are threatening their in-group status. Decisions in the game correlate with participants' political ideology and social dominance orientation. Overall, the results give clues to understand historical variations in the targets of political violence.

To contain the spread of the COVID-19, governments have designed and implemented a large range of exceptional measures. Yet, the restrictive nature of the policy options chosen and the severity of their enforcement mechanisms considerably vary across countries. Focusing on the case of the European Union—a group of closely connected nations which develop some forms of supranational policy coordination to manage the pandemic—, we first map the diversity of policy responses taken using two original indicators: the stringency and scope of freedom limitations and the depth of control used in their enforcement. Second, we elaborate three theoretical scenarios to explain cross-national variation in pandemic policy-making. Our exploratory results—based on bivariate statistical associations—reveal that structural determinants (the level of political and interpersonal trust, a country's overall resources, democratic experience and, to a lesser extent, political check and balances) shape crisis policy-making more than crisis-related factors such as the magnitude of the crisis at stake. These results call for further research into the determinants of crisis policy-making that we propose to address with a new research project focusing on the modalities, determinants and impacts of exceptional decision making in times of COVID-19.

Ce rapport vise à fournir des pistes juridiques et techniques pour promouvoir la diffusion des référendums d'initiative populaire à Grenoble. Il y a deux difficultés principales qui expliquent en partie les échecs de ce type d'initiative en France, par rapport à d'autres pays comme l'Allemagne ou l'Autriche, les deux liées à la centralisation qui caractérise notre pays. Premièrement, les règles qui régissent les procédures de décision (c'est à dire qui décide comment les décisions vont être prises) sont fixées au niveau national, et les municipalités n'ont aucune compétence pour produire du droit en la matière. Deuxièmement, les compétences des mairies sont très faibles, ce qui offre moins d'opportunités aux citoyens de prendre desinitiatives. En dépit de ces deux contraintes, nous fournissons ici un ensemble de préconisations pour fournir une procédure qui garantisse à la fois sa légalité, un coût limité et son succès. Par « succès » nous entendons le fait que le dispositif soit réellement utilisé par les citoyens. Pour avoir une idée plus précise des procédures qui fonctionnent, nous avons collecté les informations clefs sur sept systèmes métropolitains où les dispositifs de démocratie directe sont couramment utilisés par les citoyens : des villes Suisses, Los Angeles, San Francisco, le Lichtenstein, etplusieurs villes en Allemagne et en Autriche. Nous avons également analysé la procédure mise en place dans la Ville de Paris qui, à ce jour, n'a jamais réussi à obtenir le moindre succès.

Since January 2020, European countries have implemented a wide range of restrictions to contain the COVID-19 pandemic. Yet governments have also implemented democratic compensators in order to offset the negative impacts of restrictions. This article aims to account for the variation of their use between Belgium, the Netherlands and France. We analyse three drivers: the strength of counterpowers, the ruling parties' ideological leanings and political support. Building on an original data set, our results distinguish between embedded and ad hoc compensators. We find that ad hoc compensators are championed mainly by counterpowers, but also by ideology of the ruling coalitions in Belgium and the Netherlands and used strategically to maintain political support in France. Evidence on the link between embedded compensators and counterpowers is more ambiguous.

This article maps the questions to ask when conceives a simulation. It examines the effects of formats adopted on lessons learned by players and researchers (discover that the conditions for decision-making are more complex than we think, decide between methods, theories or concepts rivals). Simulate calls empathy for views other than his own, increases the ability to master the counterfactual reasoning reveals the effects of the procedure on the results, enriches the understanding of ethical obstacles to the realization of experiences in social sciences.
