Moves to improve the capacities of African militaries for peacekeeping actions and other continental contingencies have been a preoccupation of many defense and foreign policy establishments in 2010. Specifically, governments in Africa and beyond keenly observed progress on the African Peace and Security Architecture (APSA) and African Standby Force, though there was some concern about the results of the final exercise cycle. In spite of the efforts of the African Union to enhance its diplomatic and military capabilities, African nations still lack the capacities to deal with many of the substantial challenges facing the continent. The biggest challenge for APSA is not disagreement on the need to intervene in complex emergencies, but rather the question of how to equip, fund and sustain such interventions.
