Government, industry, and civil society in Timor-Leste agree that the tourism sector could deliver significant and sorely needed economic growth to the country. Tourism in Timor-Leste, for now still nascent, has the potential to develop into a burgeoning industry. In June 2017, a National Development Forum entitled Sustainable and Inclusive Tourism Development in Timor-Leste, and in October 2017 a Tourism Symposium on Inclusive Tourism Development through Industry Associations and Marketing and Promotion of Timor-Leste Tourism was organized by The Asia Foundation with funding from the Australian Department for Foreign Affairs and Trade (DFAT) and the New Zealand Ministry of Foreign Affairs and Trade (NZ MFAT) respectively. The event brought together over 100 participants who identified opportunities and challenges in strengthening tourism in Timor-Leste. Participants also agreed upon a strategic development framework incorporating three key pillars of supply, demand and partnership. Given the recent induction of Timor-Leste's 8th Constitutional Government and the momentum generated by the aforementioned National Development Forum and recent Timor-Leste Tourism Symposia, there is much shared optimism and eagerness. The government approval of the Timor-Leste Tourism Policy and the Explore the Undiscovered tourism brand, earlier in 2017. In support of next steps, this Tourism Barometer has been developed to provide a situational analysis that guides tourism development in the country. It is critical that there is wide participation in the development of The Barometer by public and private stakeholders. Consultations have already been held with both the 7th and 8th Constitutional Governments, and two Timor-Leste Tourism Symposia were held in October 2017 on the topics of tourism partnership and destination marketing. It is envisaged that The Barometer is a living document and will therefore require ongoing consultation among stakeholders to absorb refinements and encourage continuity. Ideally, The Barometer will become a guiding document for any future tourism-specific public-private partnership arrangements that may be established, such as a Tourism Authority of Timor-Leste (TATL) or similar.

We might evaluate not so much what a peace operation accomplishes itself, but how it succeeds or fails in enriching a network of action that sustains peace. Framed in this way, Diehl and Druckman's1 evaluation model proves successful in application to peace and conflict in East Timor/Timor-Leste between 1975 and 2012. Its evaluation goals capture most of the crucial aims in play in Timor-Leste and most relationships among them. No model can capture all goals that become contextually important. The Diehl and Druckman approach proves useful as a sensitizing repertoire, but must be complemented by thinking in time and place about other goals and their interactions.

Die Bemühungen um Strafverfolgung der Menschenrechtsverbrechen während der Besatzungszeit durch Indonesien 1975–1999 gelten gemeinhin als gescheitert. Diese Beurteilung vermittelt ein Bild der Stagnation und Resignation in Timor-Leste, das den Blick auf das verdeckt, was sich auf gesellschaftspolitischer Ebene zum Umgang mit der belasteten Vergangenheit vollzieht. Die lokale Organisation ACbit – Asosiasaun Chega! Ba Ita setzt sich ein für die Umsetzung der Empfehlungen des Berichtes Chega! (portugiesisch: Genug!) der Wahrheitskommission (CAVR) und unterstützt die Betroffenen. Maria Tschanz und Monika Schlicher sprachen im Dezember 2016 in Timor-Leste mit der Dirketorin Manuela Leong Pereira.

Am 16. April 2012 fand die zweite Runde der Präsidentschaftswahlen in Timor-Leste
statt. Am 7. Juli folgten die Parlamentswahlen. 2012 ist ein wichtiges Jahr für Asiens jüngste Demokratie. Timor-Leste feierte den 10. Jahrestag seiner Unabhängigkeit und wählte zum dritten Mal einen neuen Präsidenten und ein neues Parlament. Die Wahlen waren auch eine Bewährungsprobe für den Sicherheitssektor. Die Präsidentschaftswahlen brachten in der zweiten Runde den ehemaligen Armeechef Taur Matan Ruak als Sieger hervor. Der bisherige Präsident und Friedensnobelpreisträger
José Ramos-Horta verlor damit sein Amt. Bei den Parlamentswahlen siegte die Partei CNRT des charismatischen Unabhängigkeitskämpfers und bisherigen Premierministers Xanana Gusmão. Trotz Korruptionsvorwürfen gewann seine Partei erneut die meisten Stimmen. In Koalition mit zwei kleineren Parteien wird die CNRT die nächsten fünf Jahre regieren. Die Partei FRETILIN schaffte es nicht zurück an die Spitze und wird erneut von der Regierungskoalition ausgeschlossen. Die Wahlergebnisse zeigen das Fortbestehen eines tiefen regional-politischen Grabens. Im Osten Timors bleibt FRETILIN mit Abstand die stärkste Partei, im Westen dominiert die CNRT. Es gibt jedoch Anzeichen dafür, dass die bisherigen regionalen Parteiloyalitäten unbeständiger werden. Die Wahlen waren auch eine Bewährungsprobe für den Sicherheitssektor: Die Vereinten Nationen stellten bei einem gewaltfreien und friedlichen Ablauf der Wahlen den Abzug der Mission UNMIT in Aussicht. Polizei und Armee haben aus Sicht der Vereinten Nationen die Probe bestanden. Die politische Arena in Timor-Leste ist weiter fest in der Hand der bisherigen politischen Elite. Die Dynamiken der politischen Unterstützung sind stark geprägt von personenbezogenen Parteien, familiären und sozialen Patronagenetzwerken, verbliebenen Strukturen aus dem Widerstand, Jugendbanden sowie Kampfsport- und Ritualgruppen.
