The driving motivation behind a new US endeavor in Iraq should be modernizing the Arab world. Most Arabs will see such an expedition as an imperial reach into their world. But, in this case, a reforming foreign power's guidelines offer a better way than the region's age-old prohibitions, defects, & phobias. No apologies ought to be made for America's "unilateralism.". 1 Photograph. Adapted from the source document.

This work analyzes citizen action in the context of globalization. Following a brief historical overview of Mexican civil society's development, focus then shifts to actors that have emerged with the negotiations of the Free Trade Agreement of the Americas (FTAA [ALCA]), the Mexican government, labor unions, business organizations, & civil society organizations, with a special emphasis on nongovernmental organizations committed to analyzing trade integration processes & the ensuing citizen actions. It also examines recently established associations that have been called "anarchists" due to their intransigent &, at times, violent opposition to economic globalization. Finally, the authors explore the various factors & circumstances of civil involvement in FTAA's negotiation process: the channels of participation, the negotiation capacity of Mexican civic organizations, their capacity to generate proposals & public opinion, & advocacy network building. 2 Appendixes, 35 References.
