The U.S. Military and Higher Education: A Brief History

From almost unnoticed beginnings in the Morrill Land-Grant College Act of 1862, the military-university relationship has, since 1940, become a major feature of American society. Putting higher education to the service of public priorities has longer and stronger roots in the American tradition than does the ideal of the university as a sanctuary for independent, critical scholarship and disinterested pursuit of learning for its own sake. Ironically, the university gained its principal claim to eminence in the American mainstream only in the early twentieth century when much of the nation's elite came to respect the ideal of autonomous, disinterested research and teaching within an academic sanctuary. Although the ideal continued to be honored as worthy, its approximation to reality faded egregiously after 1940. Its very importance for the achievement of public priorities, most conspicuously for national defense, led the university to accept inducements and constraints that pulled it notably away from its briefly assumed mission as a protected refuge for the dispassionate and critical study of science and society.

ABSTRACTThis paper expands the shift‐share technique by developing a methodology for selecting and including both primary‐ and secondary‐base economies in the shift‐share model. This is useful when the shift‐share technique is applied to subregional economies, whose economic growth is typically tied to the economies of both the state and the nation. The expanded methodology is illustrated with data from the Lowell, Massachusetts, Primary Metropolitan Statistical Area (PMSA).

THE JAPANESE COAST GUARD'S OPERATIONALIZED HEDGING STRATEGY IN THE EAST CHINA SEA

Qualitative evidence from nearly two dozen sources are used to explain how and why an energized, retooled, and restructured Japanese Coast Guard can serve as the primary enabler of an updated Japanese maritime security policy. This study examines the efforts associated with improving Japan's maritime security in the East China Sea against the pressure points of an assertive Chinese naval apparatus, as well as the country's enduring security partnership with the U.S. This research showcases both how, and more importantly, why, a specific Japanese Coast Guard-related policy and operational capability can be effective when developed and cultivated from a tailored hedging strategy. This study finds Japan's best bet for long-term stability and absolute security gain lies in operationalizing a varied hedging strategy through a capable and resourced coast guard.

The Doctrines of Specification and Accession: Potential Bases for Legal Ownership through Labor?

This paper explores the viability of the doctrines of accession and specification as potential sources of a historical-legal basis for ownership rights accruing to labor by recognizing its unique capacity to create value. Focusing on examples from American case law, the origin and development of these doctrines are documented. The changes in these doctrines, from their first appearance in the early civil law or Code of Justinian to the present, often reflect the historic changes in the composition of products, the legal relationship between labor and capital and the changes in the dominant mode of production. The purpose of this inquiry is to determine if a legal rationale exists which justifies collective ownership of the means of production.
