Die Saiga-Antilope (Saiga tatarica) bevölkerte einst in riesigen Herden den gesamten eurasischen Steppengürtel von den Karpaten bis in die Mongolei. Heute liegt ihr Hauptverbreitungsgebiet in Kasachstan. Die Art ist ausgezeichnet angepasst an die Herausforderungen dieses Ökosystems und zugleich auch wichtig für seine Erhaltung. Die Saiga-Bestände waren in den letzten zwanzig Jahren seit Ende der Sowjetunion jedoch drastisch eingebrochen. Wilderei vor allem für das Horn der männlichen Tiere, das in der chinesischen Medizin geschätzt wird, aber auch für Fleisch, hatte zu einem starken Rückgang der Bestandszahlen geführt. Intensive Naturschutzmaßnahmen durch internationale und lokale Naturschutzorganisationen und die kasachstanische Regierung lieferten zwar in jüngster Vergangenheit wieder Grund zu Optimismus, was den Erhalt dieser für die Steppengebiete so wichtigen Art angeht. In den vergangenen Jahren aber stellen rätselhafte Massensterben Naturschützer und Forscher vor neue Herausforderungen: Allein im Frühjahr 2015 starben innerhalb weniger Tage nach vorläufigen Angaben 150.000 Tiere.

This article begins to build a typology of litigation efforts by Russian NGOs at the European Court of Human Rights (ECtHR). It finds that the varied political and professional backgrounds of activists, as well as their international partnerships, shape how they approach the ECtHR. Despite similar training in ECtHR litigation, NGOs vary in their philosophies and goals of litigation. The author explores these variations by examining the cases of three leading Russian human rights NGOs in submissions to the ECtHR, comparing their approaches and suggesting explanations for differences among them.

Contrairement à une idée distillée de Convent en Convent du Grand Orient de France (GODF), l'Appel de Casablanca n'interdit nullement à une obédience non-africaine de créer des loges en Afrique. Au contraire ! Cet Appel demande seulement que ces loges apportent une « valeur ajoutée » aux loges déjà installées. Le Convent 2014 n'a pas dérogé à cette règle puisqu'il a voté un vœu appelant à un réexamen de cet accord international inter-obédientiel adopté en 2009 à Casablanca et ratifié ensuite par le Convent du GODF en août 2009.

In this opinion editorial, New Water Policy and Practice International Advisory Board member Dr Clive Lipchin (Director of the Center for Trans‐boundary Water Management, Arava Institute for Environmental Studies, Israel) discusses the need for decentralized approaches to transboundary wastewater management under conditions of inadequate infrastructure and political complexity. Clive focuses on the need for local approaches, stressing the relevance of community level management approaches and, using the Israel‐Palestine context in Gaza as a case example, calls for adaptation to socio‐political challenges to find long‐lasting solutions.

We study the initial expansion of public schooling across Brazilian states (1889–1930) and develop an alternative explanation of how colonial institutions may affect the provision of public goods in the long run. We find that states that exported commodities undergoing international booms, between 1889 and 1930, had significantly larger export tax revenues and could spend more on education, while other states lagged behind. Yet, such positive effect of commodity booms on education expenditures was muted in states that either had more slaves before abolition or cultivated cotton during colonial times.

It is difficult to obtain accurate statistics on human trafficking nowadays, but, according to some data, between 800 and 900 thousand people are trafficked annually, almost 80 percent of them being women. Meanwhile, about 70 percent of the latter are trafficked for sex trade. Human trafficking as an organised crime is in the third place, after drugs and arms trade, of international monetary transactions with its profit estimated from 7 to 10 billion dollars. This article aims at examining some key issues concerning human trafficking in the South Caucasus.

"Black Collectivities" selectively reproduces and expands on the proceedings of a conference held in Chicago in May 2013 that brought together an international roster of artists, art historians, cultural critics, and curators invested in the histories and futures of collaborative practice in Africa and its diasporas. In this article, conference organizers Huey Copeland and Naomi Beckwith introduce the aesthetic, conceptual, and political stakes animating the conference and the issue emerging from it with an eye toward both critiquing mainstream artistic discourses around collectivity and articulating the centrality of black cultural practices to them.

Gruppenkohäsion hat sich für die Teilnahme an gesundheitsorientierter körperlicher und sportlicher Aktivität in der internationalen Forschung als besonders bedeutsam herausgestellt. Trotz dieses Sachverhalts existiert für den Bereich des Freizeit- und Gesundheitssports kein deutsches validiertes Messinstrument zu ihrer Erfassung. Das Ziel der vorliegenden Studie war es demnach einen Fragebogen zur Erfassung der Gruppenkohäsion in Freizeit- und Gesundheitssportgruppen (Fragebogen "Kohäsion im Team–Freizeit und Gesundheitssport"; KIT-FG) ins Deutsche zu übersetzen und zu validieren. In einer ersten Studie wurde die faktorielle Validität mittels konfirmatorischer Faktorenanalysen sowie die Reliabilität in präventiv ausgerichteten Sportgruppen geprüft. In einer zweiten Studie erfolgte neben der Überprüfung der Konstruktvalidität eine Replikation der faktoriellen Struktur des KIT-FG in rehabilitativ ausgerichteten Sportgruppen. Zusammenfassend liefern die Resultate der beiden durchgeführten Studien erste gute Hinweise für die Eignung des KIT-FG als ein valides und reliables Instrument für die Erfassung der Gruppenkohäsion in Gesundheitssportgruppen.

Theorisation in modern geopolitics is replete with instances where certain regions have been accorded a marginal status in various schemes of global political–geographical configurations. Geopolitical ideas propounded by Halford J. Mackinder, Nicholas Spykman and Saul B. Cohen are all evidence of geopolitical visualisation and ordering which advantage certain parts of the world by geo-graphing them as strategically important. This ordering disadvantages certain other areas as less important and, therefore, marginal in the context of international politics. The study here attempts to locate the ascription of marginality in modern geopolitics.

International audience ; Cet article évoque le rôle des hommes d'affaires dans la production et l'action de la diplomatie taiwanaise. Il révèle comment, à partir des années 1980, certains hommes d'affaires en concertation avec les hommes politiques ont co-produit l'action extérieure de la République de Chine. Les processus de collaboration, de délégation ou de représentation montrent la difficulté à séparer ce qui relève de l'action officielle de l'action officieuse, et mettent en évidence les coalitions d'intérêts ou de réseaux croisés de relations qui associent des acteurs opérant sur des scènes variées.

International audience ; La métaphore des « orages de la révolution » est l'une des plus fréquemment employées dans le débat sur la Révolution entre 1789 et 1815. Elle est aussi particulièrement incertaine. La tension créée par le rapprochement des deux termes ouvre un espace interprétatif et conflictuel. Les discours sur la nature et sur la politique se mêlent et se redéfinissent. Bien qu'elle soit parfois un cliché, la métaphore des orages de la révolution est donc une « métaphore vive » parce qu'elle a « le pouvoir de redécrire la réalité » (P. Ricœur).

International audience ; La polysémie au service de la polémique : le cas des pamphlets d'Agrippa d'Aubigné Dans cette étude, au carrefour de la sémantique et de la pragmatique lexicale, je me propose d'étudier les phénomènes de polysémie dans les pamphlets d'Agrippa d'Aubigné , La Confession catholique du sieur de Sancy et Les Avantures du baron de Faeneste , dans le but de montrer comment divers jeux fondés sur la polysémie construisent des analogies entre des références appartenant à des univers non connexes et participent de l'entreprise de discréditation des adversaires politiques et religieux de l'auteur.
