When Chancellor Gerhard Schr?der went public and announced his plan for early elections on the evening of 22 May 2005, the SPD and the Green Party had just lost the state election in North-Rhine West-phalia. It was the last German state ruled by a Red-Green government, which left the federal government without any stable support in the Bundesrat. The chancellor's radical move resulted in early elections that neither the left (SPD and Greens) nor the conservative political camp (CDU/CSU and FDP) was able to win. While the citizens considered the CDU/CSU to be more competent to solve the country's most important problems, unemployment and the economy, the SPD once again presented the preferred chancellor. The new govrnment, build on a grand coalition of CDU/CSU and SPD, might be able to solve some of the structural problems of the country. While this will be beneficial for Germany as a whole, it will at the same time weaken the major German parties, which are running the risk of becoming politically indistinguishable.

PurposeThis paper summarizes typical pitfalls as they can be observed in larger process modeling projects.Design/methodology/approachThe identified pitfalls have been derived from a series of focus groups and semi‐structured interviews with business process analysts and managers of process management and modeling projects.FindingsThe paper provides a list of typical characteristics of unsuccessful process modeling. It covers six pitfalls related to strategy and governance (1‐3) and the involved stakeholders (4‐6). Further issues related to tools and related requirements (7‐10), the practice of modeling (11‐16), the way we design to‐be models (17‐19), and how we deal with success of modeling and maintenance issues (19‐21) will be discussed in the second part of this paper.Research limitations/implicationsThis paper is a personal viewpoint, and does not report on the outcomes of a structured qualitative research project.Practical implicationsThe provided list of total 22 pitfalls increases the awareness for the main challenges related to process modeling and helps to identify common mistakes.Originality/valueThis paper is one of the very few contributions in the area of challenges related to process modeling.

OBJECTIVE: To assess the content and delivery of essential antenatal services before implementation of programmes for prevention of mother-to-child transmission (PMTCT) of human immunodeficiency virus (HIV). METHODS: We assessed 18 antenatal care centres (eight public units and ten managed by nongovernmental organizations) in Kinshasa, Democratic Republic of the Congo. We used a survey to capture information about the number and type of antenatal health workers, infrastructure capacity and the delivery of basic antenatal care services such as: nutritional counselling; tetanus toxoid vaccination; prevention and management of anaemia, malaria, sexually transmitted infections, and tuberculosis; and counselling for postpartum contraception. FINDINGS: Antenatal care units differed with respect to size, capacity, cost, service delivery systems and content. For instance, 17 of the 18 sites offered anaemia screening but only two sites included the cost in the card that gives access to antenatal care. Nine of the clinics (50%) reported providing the malaria prophyalxis sulfadoxine pyrimethamine as per national policy. Four (22%) of the sites offered syphilis screening. CONCLUSION: Scaling up PMTCT programmes in under-resourced settings requires evaluation and strengthening of existing basic antenatal care service delivery.

From this vantage point an incumbent chancellor had put party interests above crucial aspects of the Basic Law. The debate ensuing Schröder's decision is, thus, to be understood as a variation of a controversy about the legitimate power of parties in the political system, i.e. about the essence of the parliamentary form of government in Germany. In order to bring these issues to the fore the article first describes the chronology of events triggered by Gerhard Schröder's (and Franz Müntefering's) announcements on 22 May 2005. It then examines the five motions for a vote of confidence that have been brought to the floor of the Bundestag since 1949. Finally, it discusses the question of whether the Bundestag should receive the constitutional right to dissolve itself. Overall the analysis supports the view that the vote of confidence has been totally subsumed under the logic of parliamentary government in Germany. (German Politics / FUB)

The California Health Benefits Review Program (CHBRP)—established in 2003 in response to new state legislation aimed at enhancing the evaluation of potential changes in health benefit packages—represents a unique marriage of academic analysis and real-time legislative decision making. CHBRP is based within the University of California (UC) Office of the President and provides analyses to the legislature within a 60-day timeframe on the potential consequences of specific benefit changes under consideration as part of legislative mandates. The consequences examined include current known medical effectiveness of the services for which coverage is to be mandated as well as potential costs and impact on public health considerations associated with the mandate. Teams throughout the University system specialize in analyzing medical effectiveness, costs, and public health impacts and work with a statewide faculty task force and a private actuarial firm to generate literature reviews and analyses in response to legislative requests. These teams work on multiple requests simultaneously, all within the constraints of the legislative calendar. In its first 2 years, CHBRP generated 22 such analyses.

La razón de esta reforma del texto refundido de la Ley de Propiedad Intelectual, aprobado por el Real Decreto Legislativo 1/1996, de 12 de abril, responde a la necesidad de incorporar al derecho español una de las últimas directivas aprobadas en materia de propiedad intelectual, la Directiva 2001/29/CE del Parlamento Europeo y del Consejo, de 22 de mayo de 2001, relativa a la armonización de determinados aspectos de los derechos de autor y derechos afines a los derechos de autor en la sociedad de la información, con la que la Unión Europea, a su vez, ha querido cumplir los Tratados de la Organización Mundial de la Propiedad Intelectual (OMPI) de 1996 sobre Derecho de Autor y sobre Interpretación o Ejecución y Fonogramas.

"Am 10.6.2006 legte die vom Sicherheitsrat der Vereinten Nationen (VN) zur Aufklärung des Mordes am ehemaligen libanesischen Ministerpräsidenten Rafiq al-Hariri und an 22 weiteren Menschen im Vorjahr eingesetzte 'Internationale Unabhängige Untersuchungskommission' (UNIIIC) ihren vierten Bericht vor. Unter Leitung von Detlef Mehlis hatte die UNIIIC (United Nations International Independent Investigation Commission) den externen Druck auf Syrien durch ihren Bericht vom Oktober 2005 deutlich erhöht, indem der Damaszener Regierung kaum verholen unmittelbare Verantwortung für die Ermordung al-Hariris vorgeworfen wurde. Unter ihrem neuen Leiter, Serge Brammertz, stellte die Kommission die Verantwortung für die Tat hingegen als eine noch offene Frage dar und attestierte der syrischen Regierung weitgehende Kooperationsbereitschaft. Diese angesichts der gegenwärtigen Gewalteskalation im Nahen Osten möglicherweise nur kurze Atempause für das syrische Regime ist Anlass, um grundsätzlich zu untersuchen, wie der externe Druck auf Syrien beschaffen ist und mit welchen Mitteln das Regime versucht, seine Herrschaft zu stabilisieren. Die USA begannen Ende der 1970er-Jahre externen Druck auf Syrien aufzubauen, erst zu Beginn des 21. Jahrhunderts aber kam es zu einer Situation, in der sich Syrien mit Staaten wie Nordkorea, Kuba, Simbabwe und Iran in die Riege der 'Pariastaaten' eingereiht fand. Syrien gelang es lange Zeit, den externen Druck durch eine flexible Außenpolitik weitgehend verpuffen zu lassen. Inzwischen sind die USA - und auch andere Akteure - aber nicht mehr bereit, syrische Kooperation in einzelnen Bereichen durch den Verzicht auf die Ausübung generellen Drucks zu belohnen. Mithin ist Syrien verstärkt auf innere Machtpotenziale angewiesen, um der Gefahr einer Destabilisierung entgegenzuwirken. Während sich der außenpolitische Handlungsspielraum des syrischen Regimes verengt hat, gelingt es ihm nach wie vor mit leidlichem Erfolg, wirtschaftliche, vor allem aber politische, soziale und ideologische Ressourcen zur Stabilisierung seiner Herrschaft zu mobilisieren." Background  This study assessed whether a Learning Disability Service should develop a specific autism strategy or provide services on a needs‐led basis.Materials and methods  An autism screening questionnaire had been used to identify individuals scoring above a cut‐off who had (n = 9) or had not (n = 15) received a formal diagnosis of autism. A sample of low scorers (n = 22) were matched to these groups. Questionnaires assessing service provision, needs (disabilities and challenging behaviour), quality of life and knowledge of autism were sent to relatives of individuals living at home or key‐workers for those living in supported housing.Results  The high scoring groups had similar levels of needs. Those diagnosed with autism received more services in total while the high scoring group without autism diagnoses scored significantly lower on quality of life. Although these differences were not maintained when level of disability was taken into account, it appeared that there was some level of unmet need in the high scorers without autism diagnoses group.Conclusions  It appeared that resources should be targeted at identifying and addressing the specific needs of individuals presenting with autistic spectrum difficulties.

The Council of Europe, founded in 1949 to promote greater unity & safeguard the political & cultural heritage of the continent, has become the largest international governmental organization in Europe with its 46 members. It proclaimed the year 2005 the "European Year of Citizenship through Education." The promotion of democracy & democratic political culture is one of the chief objectives of the Council of Europe, & the interest & active participation of citizens in public affairs are the conditions necessary for the development of democratic political culture. The awakening of citizens' interest & civic involvement begins at school. The Republic of Croatia as a member of the Council of Europe will observe 2005 as a Year of Citizenship through Education. In January of that year, the Croatian Ministry of Education, Science, and Sports set up a special commission consisting of 22 members representing educators & teachers from all three levels of the educational system, nongovernmental organizations, ministry departments, & mass media. The commission developed an action plan which it presented to the public in March of 2005 & which contained the principal objectives that the country's schools should seek in their teaching democratically minded citizenship.
