The effects of new technology on human performance in domains such as anesthesiology, commercial aviation, and nuclear power operations remain controversial. To study the impact of new technology on skilled practitioner performance, we observed the introduction of a new, highly integrated, microprocessor-based physiological monitoring system for use in cardiac anesthesia. The new computer system differed from its predecessors in method of display, human interface, level of integration, and automation of functions. A process-tracing technique was used to examine physician-computer interaction in the context of 22 anesthesia procedures for cardiothoracic surgery, most of which involved cardiopulmonary bypass. Practitioners experienced a series of problems with the new computer system. Computer system characteristics relative to the specific context of cardiac surgery created new cognitive and physical burdens that tended to congregate at times of high demand, the characteristic feature of clumsy automation. Practitioners as individuals and as a group tried to overcome these problems by adapting the computer system ( system tailoring) and their behavior ( task tailoring) as they learned about the interaction between characteristics of the new system and characteristics of their field of practice.

Abstract
This essay uses personal experience at the University of Sussex and as Principal of Ruskin College since 1989, to argue that Creativity in associational form has been systematically marginalised as 'Mere Administration' or even as 'Theology'. New forms and relations of production (of ideas and culture as much as of material goods) depend upon organisational innovation. Max Weber's work, together with some of the best 19th and 20th century Social History (particularly of voluntary organisations) in Britain, together with the author's own experience all point to the importance of what Marx called 'Centres of Organisation for the working class' which can do what the medieval municipalities and communes did for the middle class'.Don't forget. I set out our principles before we came into power so that people knew exactly what we stood for. Let me try briefly to sum up. It is the sanctity of the individual. International Court of Justice, June 30, 1995.Portugal submitted an Application instituting proceedings against the Commonwealth of Australia before the International Court of Justice on February 22, 1991. Both Portugal and Australia had made declarations accepting the compulsory jurisdiction of the Court pursuant to Article 36, paragraph 2 of the ICJ Statute. Portugal sought a declaration from the Court that Portugal's status with respect to East Timor and the rights of the people of East Timor to self-determination, territorial integrity and unity, and permanent sovereignty over its wealth and natural resources were opposable to Australia. Portugal also sought a declaration that Australia had incurred international responsibility and had caused damage for which it owed reparation to both the people of East Timor and Portugal. Portugal alleged that Australia had incurred this responsibility mainly by negotiating and concluding—not with Portugal, but with Indonesia—a treaty on December 11, 1989, creating a "Zone of Cooperation" in an area of the undelimited continental shelf between East Timor and northern Australia known as the "Timor Gap."

Although it does not guarantee optimum results, results are often optimum or near optimum. The primary disadvantage is slow speed. It has been suggested [1] that quenching (rapid cooling) yields results that are far from optimum. We challenge this perception by showing a context in which quenching yields good solutions with good computation speeds. In this paper, we present an algorithm in which quenching is combined with rapid heating. We have successfully applied this algorithm to the multiple-valued logic minimization problem. Our results suggest that this algorithm holds promise for problems where moves exist that leave the cost of the current solution unchanged. Discusses the relationship between photographer, viewer, & subject with a specific focus on the potential agency of the subject. It is suggested that photographic content is determined by technology, & the reality of a photograph is constructed by contemporary notions regarding truth & perception. Diverse theoretical & quantitative research has shown that technology, including photography, can distort or eliminate the agency of the subject. The question of agency is considered in regard to a picture of a NY street corner (1946) by Todd Webb & an assortment of photographs depicting veiled subjects. It is argued that photographs are fundamentally manifestations of power; the photographer presents the subject & thereby denies the subject the possibility of presenting him- or herself. Further, viewers interpret these images through themselves & their own ways of knowing, independent of any concrete knowledge of the subject. However, the subject is granted diversity through the multiplicity of interpretations placed on the photograph, & subjects can construct their own agency & identity through a discourse & negotiation with the photographer that consequently affects the viewer. 22 References. Argues that the importance of Louis Althusser's essay "Ideologie et appareils ideologiques d'etat" ([Ideology and Ideological Apparatuses of the State] 1970) lies more in the problems it formulates & questions it poses than in the answer it proposes. It is argued that Althusser's ignorance of the question of consent in his notion of the ideological interpellation of individuals as subjects represents an insertion into debates that took place within the political philosophy of the 17th & 18th centuries. Specifically, it is suggested that Althusser's understanding of ideological state apparatuses is a Spinozist reading of Thomas Hobbes. In Benedict de Spinoza's view, Hobbes's notion that society is founded on individual consent is a fiction, because it does not correspond to the reality on which the state rests. Rather, according to Spinoza, the power of the state consists in its relationship with the masses, where real power resides, & not individuals. Read in this manner, it is Althusser's state, & not the individual, that is caught in vicious circle, in that the very techniques it uses to constitute subjects simultaneously constitute multitudes, the real source of power in society. 22 References. AbstractThis study investigated staff attitudes towards individuals with learning disabilities and AIDS in combination with staff attitudes towards client sexuality. Two hundred and forty‐six respondents (55% of those invited to participate) from one organisation in Scotland voluntarily and anonymously returned the nine‐item Staff Attitudes Towards persons with Learning Disabilities and AIDS (LDAIDS) scale (Murray & Minnes, 1994b) and the Sexuality and Persons with Learning Disabilities Attitude Inventory (SPLDAI; Brantlinger, 1983; Murray & Minnes 1994a). Results indicated that staff held moderately positive attitudes towards individuals with a learning disability and AIDS. Regression analysis showed that while controlling for staff demographic and contact variables, attitudes towards client sexuality (SPLDAI) predicted 22% of the variance in scores of attitudes towards clients with learning disabilities and AIDS., Forty‐four percent of participants employed in a direct residential care capacity agreed with mandatory testing of clients for HIV infection. The implications of these findings are discussed with relevance to issues raised by Cambridge (1994) who explored the informed consent/mandatory testing issue. Directions for future research and limitations of the study are also discussed.

La Unión de Repúblicas Socialistas Soviéticas (URSS) era, ante todo, un hecho político y se extendía por un inmenso territorio de 22 mili, de km^. Nacida de la revolución de 1917, la URSS heredó un imperio multinacional, con más de 100 pueblos, formado tras varios siglos de expansión y conquistas rusas. Fue una primera potencia demográfica, económica y militar. Sin embargo, cuando nadie lo esperaba, se desintegró sin resistencia alguna y con una rapidez que a todos sorprendió. Hoy el gran gigante euroasiático ha dado paso a un conjunto de 15 Estados independientes que no terminan de encontrar las condiciones adecuadas para el desarrollo económico y la convivencia pacífica. Un nuevo sistema de relaciones está surgiendo entre los antiguos componentes de la URSS: la Comunidad de Estados Independientes (CEI), de la que forman parte todas las ex-repúblicas soviéticas, excepto los tres países bálticos. Inmersos en un complicado proceso de transición, estos nuevos Estados se enfrentan hoy a numerosos problemas económicos, sociales y geopolíticos, mientras intentan construir una nueva articulación territorial en torno a la poderosa Rusia.

This article reviews recent events in Russia and demonstrates that future progress in developing private property rights will require not only sound economic policies but also more robust state institutions capable of carrying out economic transformation. In January 1992 Russia's first postcommunist government launched a comprehensive economic program to transform the Soviet command system into a market economy. Privatization constituted one of the key components of this program. Two years later, however, privatization in Russia had failed to create real private property rights. By the summer of 1993 insiders had acquired majority shares in two-thirds of Russia's privatized and privatizing firms, state subsidies accounted for 22 percent of Russia's GNP, little if any restructuring had taken place within enterprises, and few market institutions had been created. Progress toward creating private property rights in Russia was impeded by the particular constellation of political institutions in place after the collapse of the Soviet Union in 1991. The set of political institutions comprising the first postcommunist Russian state was not capable of either dismantling Soviet institutions governing property rights or creating or supporting new market-based economic institutions regarding private property.

The effectiveness of a small team of hunting dogs for removing feral pigs was examined in
relation to group size of feral pigs encountered and the population density of pigs being hunted.
Hunting dogs were successful on 88% of occasions of catching or cornering solitary pigs when
encountered. This rate of success rapidly declined as the group size of encountered pigs increased,
with the mean maximum number of pigs that could be caught or cornered in any one encounter
estimated to be about one pig per dog. The sex ratio of mature pigs obtained from a hunted
sample showed a significant bias ( X*2 = 4.3,d.f. = 1, P< 0.05) towards catching more males
(M: F = 1.6: 1.0). One team of hunting dogs removed 22 of an estimated 79 pigs inhabiting a
94-km*2 area at a rate of 0.6 pigs h-*1 in 35 h of hunting. It is concluded that hunting with dogs
is an effective way for removing residual pigs after densities have been reduced by other forms
of control.

Résumé Jacquot (Alain). - Les migrations et l'inégal vieillissement des zones rurales et des zones urbaines : une étude sur la Bretagne et la Lorraine L'objet de cet article est de montrer comment on peut, à l'aide du modèle de projections démographiques omphale de l'INSEE, quantifier les impacts respectifs des migrations et du mouvement naturel sur le vieillissement de la population, au niveau régional ou local. La méthode est appliquée sur la période 1975-1990, d'une part aux 22 régions métropolitaines et d'autre part, au sein de deux de ces régions - la Lorraine et la Bretagne - à des ensembles de communes définis en fonction de la tranche d'unité urbaine. Sur ces deux régions, il apparaît que les mouvements migratoires ont freiné le vieillissement des grandes agglomérations universitaires et des communes rurales périurbaines et ont accentué celui des petites agglomérations et des communes du rural traditionnel. Au niveau des régions, l'impact des migrations sur le vieillissement, lorsque cet impact est mesuré en termes de contribution à la variation de l'âge moyen, est toujours d'un ordre de grandeur inférieur à celui du mouvement naturel, sauf dans le cas de l'Ile de France.
