'Nach einem ersten Teil (Bericht Nr. 3/1998) zur Aufarbeitung der kommunistischen Vergangenheit in Rumänien wird hier Teil II vorgelegt. Der erste Teil befaßte sich mit der Entwicklung in den Jahren 199O-1995/96, als Rumänien von Ion Iliescu geführt wurde. Seit Ende 1996 hat Rumänien eine neue politische Führung - die erste demokratisch gewählte seit 1937! Diese neue Führung hat auch im Bereich der Vergangenheits-Aufarbeitung neue Wege beschritten, neue Möglichkeiten eröffnet und neue Resultate erzielt. Diesen gilt die vorliegende Darstellung, die (wie auch ihre Vorgängerin) auf der Analyse allgemein zugänglicher Quellen beruht, die bis auf wenige Ausnahmen rumänischer Provenienz sind.' Sowohl in Deutschland als auch in ganz Europa ist seit einigen Jahren ein wachsender Trend zu autoritären, demokratie- und menschenfeindlichen Denk- und Handlungsweisen zu verzeichnen. Trotz einer angenommenen hohen Sensibilität gegenüber solchen Positionen ist eine Einflussnahme auch auf die Soziale Arbeit und ihre Akteure nicht ausgeschlossen. Die Studie "Die extreme Rechte in der Sozialen Arbeit in MV" (Laufzeit 06/2020-07/2021) untersucht die Versuche der Einflussnahme extrem rechter Diskurse und Akteure auf die bzw. innerhalb der Sozialen Arbeit in Mecklenburg-Vorpommern systematisch mithilfe eines Mixed-Methods-Ansatzes. Der Artikel stellt die Ergebnisse der Studie sowie ihre methodische Umsetzung dar und analysiert die empirischen Zugänge und methodischen Möglichkeiten der Wissenschaft Sozialer Arbeit in Hinblick auf eigene Beiträge zur Rechtsextremismusforschung.
On August 15, 2022, the final contingent of Operation Barkhane crossed the border into Niger putting an end to almost a decade of French military intervention in Mali. The security void left by France in the country has now become the main means of competition between jihadist groups particularly in the tri-border area between Mali, Burkina Faso, and Niger. Violent extremism together with community conflict over the access of natural resources, inter-ethnic violence, and the increasing number of internally displaced persons (IDP) continues to spill over towards the Gulf of Guinea, through the northern areas of Togo, Benin, Ivory Coast, and Ghana. While the number of fatalities show no sign of lowering, it seems unsuitable for France and its European counterparts to entirely desist their efforts in West Africa. At a time when the withdrawal of French forces from Mali has brought upon a new spin in the region's conflict dynamics, this paper offers insights into the future of European engagement in the Sahel. It will do so by addressing the evolution of French intervention since 2013, assessing the current developments of the Sahel crisis after French involvement in Mali, and aiming at providing several entry points whereby the shift in paradigm could turn into an opportunity for French and European security and defence policies in the region.
After the Second World War, it slowly became clear that the implementation of violence had been "decentralized". If during XIX and half of XX century violence vastly took place in the territories of great powers and the central actors of world politics (even inviolable USA and the UK were plagued on their territories), in the 70s of XX century we have witnessed a cardinal shift as violence started to spread more extensively among the third world, underdeveloped and transitional countries. The epicenters of violence had been shifted from the "civilized" world into the "uncivilized" world. Conventionally and commonly, this shift was anticipated as a decline of violence by researchers like Arendt herself. Nevertheless, I am suggesting that through careful examination of the central political events unfolding after the 70s this perspective lacks cogency. For this, I will examine such regions as the post-soviet region and the Middle East. *** Noam Chomsky's ontological evaluation of the Cold War is decoding its essence and contradicts with the concept of deterrence which Arendt suggested: "The compact was that the US would be free to carry out violence and terror and atrocities with few limits in its own domains, and the Russians would be able to run their own dungeon without too much US interference. So the Cold War in effect was a war of the US against the Third World, and of Russia against its much smaller domains in Eastern Europe." The discernible and impregnable fact is that the Cold War was profitable for both main actors of international politics and the ideological antagonism between them was disguising this predicament. The two leading forces of the globalized world installed and maintained the bipolar system that gave them a possibility to control their share of the world. Arendt's concept of deterrence is not fully encapsulating the current global political crisis. Instead of stressing the role of hegemony in constructing world politics, she is asserting that deterrence can guarantee peace worldwide. *** In the smart machine age, the central front of resistance are social networks, the revolutions have moved from their traditional spaces such as streets and places of public gatherings and now it is running through the Internet. Mutiny and rebellion are less and less followed by the rivers of blood and armed conflict; revolutions have lost their organic intrinsic structure and became a spectacle and part of the simulation. The contemporary forms of the revolution have nothing to do anymore with a political or socio-economic fracture and became a synonym for shifting the power from one ruler to another. In modern times rebellions are blemished with lurking agreements among various influential groups and the system brutally cuts an entrance to politics for the innocent and uncorrupted forces. The next stage of development of the system can be displayed not only by disappearance and dematerialization of the ruling force but also by fading exploited entities, "The era of hegemony is the era of the cyber system. It governs, it regulates, but it does not dominate". This is how Baudrillard's vision of modernity can be theorized: "There are no longer any exploited or dominated. There is something else, something much harder to overtake by surprise. It is harder to critique as well, because critical thought is devitalized in this case".
Im Zuge der Corona-Pandemie und durch den Sturm auf das Kapitol ist die Bedrohungswahrnehmung im Hinblick auf rechtsextremistische Gruppen und Anhänger von Verschwörungstheorien markant gestiegen. Die erneuten Anschläge in Frankreich und Österreich im November des vergangenen Jahres haben gezeigt, dass auch die Gefahr durch den jihadistischen Terrorismus akut bleibt. Die Ende 2020 aktualisierte EU-Agenda für Terrorismusbekämpfung umfasst vor diesem Hintergrund ein breites Themenspektrum. Sie zeugt aber auch von der Heterogenität der Unionskompetenzen und den unterschiedlichen Interessen der EU-Mitglieder. Einerseits bleiben die Befugnisse der EU bei der Rehabilitation von inhaftierten terroristischen Gefährdern oder bei der gesamtgesellschaftlichen Prävention beschränkt. Andererseits treibt die EU einen gemeinsamen Regulierungsrahmen für Meinungsäußerungen im Online-Raum voran. Dieser Ansatz ist zugleich Teil einer erneuerten transatlantischen Agenda. Die aktive Bekämpfung des Rechtsterrorismus wird jedoch eher in flexiblen Koalitionen vorangetrieben werden können. (Autorenreferat)
The Brexit referendum to leave the EU and Trump's success in the US general election in 2016 sparked new waves of discussion on nativism, nationalism, and the far right. Within these analyses, however, very little attention has been devoted towards exploring the transnational ideological circulation of Islamophobia and anti-establishment sentiment, especially amongst diaspora and migrant networks. This article thus explores the role of the Indian diaspora as mediators in populist radical right discourse in the West. During the Brexit referendum and Trump's election and presidency, a number of Indian diaspora voices took to Twitter to express pro-Brexit and pro-Trump views. This article presents a year-long qualitative study of these users. It highlights how these diasporic Indians interact and engage on Twitter in order to signal belonging on multiple levels: as individuals, as an imaginary collective non-Muslim diaspora, and as members of (populist radical right) Twitter society. By analysing these users' social media performativity, we obtain insight into how social media spaces may help construct ethnic and (trans)national identities according to boundaries of inclusion/exclusion. This article demonstrates how some Indian diaspora individuals are embedded into exclusivist national political agendas of the populist radical right in Western societies.
Die Arbeit untersucht den Diskurs um das Boxen in der englischen Gesellschaft zwischen circa 1780 und 1820. Sie zeigt, dass er ein wichtiger Schauplatz für die Austragung sozialer, politischer und kultureller Konflikte war. Im Diskurs um das Boxen spiegeln sich in besonderem Maße die Konflikte zwischen civic humanism und politeness wieder, des Konfliktes zwischen zwei einander entgegengesetzten Männlichkeitsidealen: das Ideal vom starken Mann, das von den Boxern verkörpert wird und dem gegenüber das Ideal des verweichlichten und einfühlsamen 'polite man'. Boxen nimmt auch eine zentrale Funktion in den Debatten über die Rolle der Arbeiterklasse im 'body politic' ein: von Konservativen wurde es eingesetzt als gegenrevolutionäre Maßnahme, um die Masse zu mobilisieren ohne Ihnen eine politische Teilhabe zu geben. Radikale sahen es als ein Instrument, um die Arbeiter zu ermächtigen, sie über Ihre Rechte zu informieren und deren Ansprüche auf Emanzipation zu legitimieren. Boxen war zudem ein Schlachtfeld, um verschiedene Verständnisse von Rasse und nationaler Identität auszutragen: einem Verständnis, dass das nationale Ganze als ethnisch homogen konstruierte und einem inklusiveren Verständnis der englischen Nation, das Minoritäten nicht ausschließen musste. ; The study examines the discourse on boxing in English society circa 1780 to 1820. It shows that it was a site of struggle between diverse notions of gender, class, race, and nation. Boxing was a central arena for the opposition between civic humanism and politeness. It was an arena for the struggle between two diametrically opposed manly ideals, the strong and corporeal ideal epitomized by the boxers versus the feminine and sensitive polite ideal. Boxing took on an important role in the debates on the place of the working class in the body politic; conservatives perceived boxing as a counter-revolutionary measure and way to mobilise the masses in defence of their country without granting them political rights. Radicals viewed it as a tool to empowering the workers, educating them on their rights and legitimizing their claims for emancipation. Boxing was also a site of struggle between conflicting notions of race and differing ideas of national identity, specifically between one which saw the nation as ethnically homogenous and another, more cultural understanding of national identity, which was more inclusive to minorities.

'Der Beitrag stellt am Beispiel eines qualitativ-rekonstruktiv angelegten Längsschnittprojekts zur politischen Sozialisation junger Leute, genauer: zu Ein- und Ausstiegsprozessen rechtsextremer Skinheads, dar, wie Wissenschaft-Praxis-Kooperation im Zusammenhang sozialwissenschaftlicher Forschung funktionieren kann. Auf der Basis grundlegender Reflexionen zum Wissenschaft-Praxis-Verhältnis und entlang von Gütekriterien qualitativer Forschung wird aufgewiesen, aus welchen Begründungszusammenhängen heraus, in welcher Weise und mit welchen erwartbaren Ergebnissen eine Zusammenarbeit von Forschungsteams mit Praktikern und Praktikerinnen insbesondere für die Qualifizierung des Anwendungsbezugs von sozialwissenschaftlicher Forschung fruchtbar gemacht werden kann. Schwerpunktmäßig wird auf Erfahrungen mit einer Praktiker- und Praktikerinnenbegleitgruppe eingegangen, die in verschiedene Etappen des Forschungsprozesses eingebunden wurde. "Nach dem Ende des Kalten Krieges wurde sehr schnell das weltweite Ende totalitärer politischer Systeme proklamiert. Lediglich das weitgehend isolierte Nordkorea wird zuweilen immer noch als letztes überlebendes totalitäres System bezeichnet, das jedoch in den letzten Jahren mit Erosionserscheinungen zu kämpfen hat. Allerdings könnten sich Ansätze aus der Totalitarismusforschung wieder als aktuell und nützlich erweisen, um radikalisierte und politisierte Religion zu analysieren. Das oft als letztes totalitäres Land angesehene Nordkorea kann aufgrund von ideologischen Neubestimmungen, vorsichtigen Wirtschaftsreformen und von Erosionserscheinungen des Sicherheitsapparates heute eher als 'posttotalitär' denn als 'totalitär' gekennzeichnet werden. Damit kann tatsächlich das Ende totalitärer politischer Systeme konstatiert werden. Die Gefahr des totalitären Denkens ist damit indes nicht gebannt. Die fundamentalistischen Religionsdeutungen zeigen strukturelle Gemeinsamkeiten mit den totalitären Ideologien. Am radikalen Islamismus Sayyid Qutbs kann dies exemplarisch gezeigt werden. Eine solche Differenzierung zwischen totalitär verfassten politischen Systemen und dem totalitären Denken innerhalb radikalisierter Bewegungen ohne Staatscharakter erfordert aber auch eine ebenso differenzierte politische Herangehensweise." "In der sozialwissenschaftlichen und historiographischen Forschung zur extremen Rechten in der Bundesrepublik Deutschland haben Fragen nach deren Periodisierung bisher nur eine untergeordnete Rolle gespielt. Während weitgehend anerkannt wird, dass dieses politische Spektrum verschiedene Phasen durchlaufen hat, bleibt die Charakterisierung des Gesamtphänomens oder einzelner Strömungen (sog. 'Neue Rechte') mit Attributen wie 'neu', 'modern' oder 'modernisiert' umstritten. Während einige Autoren eher die Kontinuitäten in Ideologie und Auftreten der extremen Rechten betonen (z.B. Knorr), verweisen andere auf die Dimension der Modernisierung als Wechsel der Anknüpfungspunkte an veränderte cleavages (Leggewie), auf Modernisierung als allgemeine Abwendung vom Nationalsozialismus (Brodkorb) oder sehen diese in der Aufnahme neoliberaler Ideologieelemente vollzogen. 'Dieser Essay diskutiert die Frage nach dem Sinnzusammenhang zwischen rechter Gewalt und Alltagsrassismus in der Fußballwelt. Es wird argumentiert, dass die Betonung des (marginalen) Phänomens des rechten Extremismus und seine Verknüpfung mit Rassismus und Hooliganismus den (weitverbreiteten) Rassismus in den niedrigen Amateurklassen verdeckt. Indem sie ihre moralische Abscheu vor dem Hooliganismus zum Ausdruck bringen, sind Angehörige der Fußballwelt dazu in der Lage, sich symbolisch vom Alltagsrassismus zu befreien. Ausgehend von Ergebnissen einer qualitativen Untersuchung im Mannheimer Fußballmilieu und von Gary Armstrongs Studie der 'Blades' aus Sheffield, wird gezeigt, wie Rechtsextremismus (im elitären Hooligandiskurs) und Alltagsrassismus (im Amateurfußball) - jeder für sich und in ihrer Wechselwirkung - im Zentrum der Gesellschaft Ordnung und Stabilität entfalten. In einem ersten Schritt werden die kulturelle und politische Logik der Hooliganwelt und der Ultrabewegung rekonstruiert. Dabei zeigt sich, dass beide Milieus in keiner systematischen Beziehung zum Rechtsextremismus stehen. Anschließend wird, ausgehend von den Erfahrungen 'türkischer' Migranten in niedrigen Amateurspielklassen, argumentiert, dass sich drei Typen rassistischen Verhaltens unterscheiden lassen. Diese Handlungs- und Deutungsweisen beschränken sich keineswegs auf gesellschaftliche Randgruppen. "Viktimisierungsprozesse sind für viele Opfer mit nachhaltigen Veränderungen in Bezug auf ihr soziales Leben verbunden. Die Situation des Opfer-Werdens bedeutet nicht selten, dass die Lebenswelt der Betroffenen mit ihren bis dahin handlungsleitenden Strukturen aus den Angeln gehoben wird. Was bisher Sicherheit versprochen hat, ist nicht mehr gültig und hinterlässt unter Umständen Gefühle von Hass oder Angst. Besonders bei sogenannten Hate-Crime-Verbrechen sind nicht nur die physischen, sondern auch die psychischen Folgen für die Opfer oft sehr gravierend. Der Sozialphilosoph Axel Honneth geht davon aus, dass der Mensch, um in einer Gesellschaft als solcher existieren zu können, in wesentlichen Aspekten des sozialen Miteinanders einer auf Respekt basierenden Anerkennung bedarf. Mitunter wird die Situation der von einer Viktimisierung Betroffenen aber zusätzlich dadurch erschwert, dass sie auch von dritter Seite nur wenig Anerkennung und Solidarität erfahren, was durch das empirische Material des Projekts 'Opfer rechtsextremerGewalt' bestätigt wird. Kommt es zu einer Anzeige oder sogar zu einem Gerichtsverfahren, gilt die Aufmerksamkeit der Verfahrensbeteiligten zumeist vorrangig den Tätern. Finden Opfer, die nachhaltig unter den Folgen eines Übergriffs leiden, darüber hinaus auch bei sozialen Kontrollinstanzen, in anderen gesellschaftlichen Institutionen und sogar im privaten sozialen Umfeld keine Hilfe oder Unterstützung, so kann es langfristig zu einem Verlust des Vertrauens in die Gesellschaft generell und damit verbunden zu Prozessen gesellschaftlicher Desintegration kommen. Welche Integrationspotentiale kann eine moderne Gesellschaft wie die Bundesrepublik Deutschland den Betroffenen in derartigen Fällen bieten und wie werden diese gegebenenfalls genutzt? Das empirisches Material der Beabeiter kann hier verschiedene Wege dokumentieren, die von Betroffenen erfolgreich beschritten wurden. Andere Fälle jedoch verweisen auf die dringende Notwendigkeit, hier die gesellschaftlichen Hilfsmöglichkeiten im Sinne einer Reintegration der Betroffenen zu stärken bzw. zu ergänzen." The article deals with the analyze of the trends and problems of tourism development in the Middle East, tourist resources of the countries of this region, trends of inbound, outbound and domestic tourism in the region, categories of tourists, and the main problems of tourism development in the region. «Arab Spring» has led to a sharp fall in popularity of the Middle East as a tourist destination. The subject of the article is the definition of key issues and the study of the impact of political instability in the countries of the Middle East on the trends of tourism development in the region. The purpose is to determine the impact of political instability on trends in the development and formation of tourist flows in the Middle East. Objectives: the study of the main problems that led to the decline of the region's popularity, as well as problems hampering the development of tourism and the overall potential in the countries of the region. In the course of the study, the following general scientific methods were used: using systematic analysis the trends and problems of tourism development in the countries of the Middle East were considered; using the comparative-historical method the influence of political events on the tourism development of the region was investigated; using statistical analysis for the study of tourist flows in the countries of the region. The following results were received: the acts of terrorism, the war and radicalism of some religious communities, led to the outflow of tourists, damage to world-famous historical monuments and the death of tourists, which eventually led to the loss of the region of its former potential. Conclusions: At present, the main problem hampering the development of tourism in the Middle East is the political situation in the region, which affects not only the countries in which the war, but also the neighboring country. ; В статье рассматриваются тенденции и проблемы развития туризма на Ближнем Востоке, проанализированы туристические ресурсы стран региона, тенденции развития въездного, выездного и внутреннего туризма в регионе, категории туристов, и основные проблемы развития туризма в регионе. «Арабская весна» привела к стремительному падению популярности Ближнего Востока как туристического направления. Предметом исследования статьи является определение основных проблем и исследования влияния политической нестабильности в странах Ближнего Востока на тенденции развития туризма в регионе. Цель – определение влияния политической нестабильности на тенденции развития и формирования туристических потоков в странах Ближнего Востока. Задачи: исследование основных проблем, которые привели к падению популярности региона, а также проблем, которые сдерживают развитие туризма и общий потенциал в странах региона. В ходе исследования использовались следующие общенаучные методы: системного анализа с помощью которого были рассмотрены тенденции и проблемы развития туризма в странах Ближнего Востока; сравнительно-исторический метод с помощью которого было исследовано влияние политических событий на развитие туризма в странах региона; статистического анализа для исследования туристических потоков в странах региона. Получены следующие результаты: акты терроризма, войны и радикализм некоторых религиозных общин, привели к оттоку туристов, повреждение всемирно известных исторических памятников и гибели туристов, в конце концов привело к потере регионом его бывшего потенциала. Выводы: в настоящее время основной проблемой, сдерживающей развитие туризма на Ближнем Востоке политическая ситуация в регионе, которая влияет не только на страны в которых война но и на соседние стране. ; В статі розглядаються тенденції та проблеми розвитку туризму на Близькому Сході, проаналізовано туристичні ресурси країн регіону, тенденції розвитку в'їзного, виїзного та внутрішнього туризму в регіоні, категорії туристів, та основні проблеми розвитку туризму в регіоні. «Арабська весна» привела к стрімкому падінню популярності Близького Сходу як туристичного напрямку. Предметом дослідження статті є визначення основних проблем та дослідження впливу політичної нестабільності в країнах Близького Сходу на тенденції розвитку туризму в регіоні. Мета – визначення впливу політичної нестабільності на тенденції розвитку та формування туристичних потоків в країнах Близького Сходу. Завдання: дослідження основних проблем, що призвели до падіння популярності регіону, а також проблем що стримують розвиток туризму та загальний потенціал в країнах регіону. В ході дослідження використовувалися наступні загальнонаукові методи: системного аналізу за допомогою якого було розглянуто тенденції та проблеми розвитку туризму в країнах Близького Сходу; порівняльно-історичний метод за допомогою якого було досліджено вплив політичних подій на розвиток туризму в країнах регіону; статистичного аналізу для дослідження туристичних потоків в країнах регіону. Отримано такі результати: акти тероризму, війни та радикалізм деяких релігійних общин, привели к відтоку туристів, пошкодженню всесвітньо відомих історичних пам'яток та загибелі туристів, що в кінці кінців призвело до втрати регіоном його колишнього потенціалу. Висновки: на даний час основною проблемою, що стримує розвиток туризму на Близькому Сході є політична ситуація в регіоні, яка впливає не тільки на країни у яких війна але й на сусідні країні.
