The author outlines and highlights effects of China's post-1978 reforms on rural society and culture, especially on marriage, with case studies from three villages in Renhe district within the municipal area of Panzhihua (Sichuan province). Nach einer konzeptionellen Diskussion der funktionalen Auswirkungen von Netzwerkstrukturen erfolgt im Hauptteil des Beitrags eine empirische Beschreibung und vergleichende strukturelle Erfassung von Policy-Netzwerken in zwei deutschen Politik-Bereichen: dem Bereich der chemischen Kontrolle und der Telekommunikation. Besonderer Akzent liegt dabei auf der Herausarbeitung einzelner Merkmale der verschiedenen Netzwerk-Strukturen anhand der Ideal-Typen des Pluralismus, Korporatismus und Klientelismus. (AuD-Ber)

THE AUTHOR COMPARES TWO PROPOSALS FOR INTERNATIONAL POLICY COORDINATION THAT TAKE THE FORM OF SIMPLE RULES. IN THE FIRST RULE, FISCAL POLICY CONTROLS INFLATION WHILE MONETARY POLICY IS USED TO HOLD DOWN THE EXCHANGE RATE AT ITS "TARGET ZONE" LEVEL. IN THE SECOND RULE, MONETARY POLICY CONTROLS INFLATION AND FISCAL POLICY IS ASSIGNED TO A FOREIGN WEALTH TARGET.

ALASDAIR MACINTYRE ARGUES THAT THE LIBERAL TRADITION LACKS STANDARDS OF RATIONAL JUSTIFICATION AND RELIES INSTEAD ON INTERMINABLE DEBATE. IN CRITIQUING MACINTRYRE'S VIEW, THIS ARTICLE CONTENDS THAT LIBERALISM IS NEITHER MARKED BY MORE INTERMINABLE DEBATE THAN PREVIOUS TRADITIONS NOR IT IS MORE LACKING IN THE RESOURCES FOR RESOLVING SUCH DEBATE. INDEED, THE AUTHOR ARGUES THAT LIBERALISM MEETS MACINTYRE'S DESCRIPTION OF A TRADITION.

Suggestions for welfare reform are offered & the welfare debate, from the early 1960s to the present, is reviewed, showing that the Left was largely silenced in the debate by its own loss of confidence in the idea of the welfare state. It is argued that the two most pressing problems in contemporary welfare programs -- inadequate benefits & the demeaning treatment of beneficiaries -- will not be solved by decentralization, universalization, or community participation. Federal income maintenance programs are advocated because they are more equitable & less susceptible to local business pressures & the politics of resentment that is encouraged by regressive state tax policies. It is concluded that welfare reform should begin with the restoration of benefits in the means-tested & unemployment programs that bear directly on labor power & class inequalitites. W. Howard

After presenting and discussing a stochastic modell (the Markov model) of change and continuity in a nation's diplomatic principles, the author applies this model to mainland China's diplomacy. He believes that the model successfully describes the pattern of change and continuity in mainland China's diplomacy, suggesting that the system is unstable and full of transitions and changes in principles. After a brief review of the Chinese film industry since 1949, he evaluates Chinese films produced and directed by the "Fifth Generation" since 1978 against the background of changing political climates.
