This book tackles the question of border control in and around imperial Japan in the first half of the twentieth century, with a specific focus on its documentation regime. This book discusses the pros and cons of information and communication (ICT) neutrality. It tries to be as objective as possible from arguments of proponents and opponents, this way enabling readers to build their own opinion. It presents the history of the ongoing network neutrality debate, the various concepts it encompasses, and also some mathematical developments illustrating optimal strategies and potential counter-intuitive results, then extends the discussion to connected ICT domains. The book thus touches issues related to history, economics, law, networking, and mathematics. After an introductory chapter on the history of the topic, chapter 2 surveys and compares the various laws in place worldwide and discusses some implications of heterogeneous rules in several regions. Next, chapter 3 details the arguments put forward by the participants of the net neutrality debate. Chapter 4 then presents how the impact of neutral or non-neutral behaviors can be analyzed mathematically, with sometimes counter-intuitive results, and emphasizes the interest of modeling to avoid bad decisions. Chapter 5 illustrates that content providers may not always be on the pro-neutrality side, as there are situations where they may have an economic advantage with a non-neutral situation, e.g. when they are leaders on a market and create barriers to entry for competitors. Another related issue is covered in chapter 6, which discusses existing ways for ISPs to circumvent the packet-based rules and behave non-neutral without breaking the written law. Chapter 7 gives more insight on the role and possible non-neutral behavior of search engines, leading to another debate called the search neutrality debate. Chapter 8 focuses on e-commerce platforms and social networks, and investigates how they can influence users actions and opinions. The issue is linked to the debate on the transparency of algorithms which is active in Europe especially. Chapter 9 focuses on enforcing neutrality in practice through measurements: indeed, setting rules requires monitoring the activity of ICT actors in order to sanction non-appropriate behaviors and be proactive against new conducts. The chapter explains why this is challenging and what tools are currently available. Eventually, Chapter 10 briefly concludes the presentation and opens the debate.

This book traces the social backgrounds, educational experiences and subsequent lives of women who attended the university colleges in Wales from their inception to the outbreak of the Second World War. Using a sample of 2,000 graduates, the book foregrounds the experience of working-class women and critically assesses the claim of social inclusivity built around education in Wales. It charts changes and continuities in womens career prospects; explores graduates relationship with the communities in which they studied, lived, and worked; and, finally, examines the extensive networks which underpinned their personal and professional lives. This book is grounded in an extended analogy between the 19th century story of the Underground Railroad in North America, transporting fugitive slaves to safety in the North, and the 21st century routes and trails of migrant passages to and within Europe. It begins as a kind of historical travelogue tracing the remnants of the 19th-century Underground Railroad in the US and Canada, including its legacies and unfulfilled heritage. It then shifts to the political present by ethnographically sketching a series of different border instances and situations, both external and within the EU space (Ventimiglia, Athens, Paris, Calais, Ceuta and Melilla, Patras, Pozzallo). Focusing on the violent harshening of local border regimes, this book nonetheless suggests a different picture, one conceived as the dynamic effect of both migrants autonomy and of the solidarity provided by local and international groups. Focusing on these specific and contested situations, it is possible to reverse the image of a main borderland into one of a space crisscrossed by many routes and passages. Reading those experiences through the historical lens of the US antebellum Underground Railroad, the book suggests the idea of an analogous "Underground Europe". This book analyses how international and non-governmental organisations have transferred international asylum norms to Ukraine despite the countrys low number of asylum seekers over the last 30 years. Various actors, local and international, state and non-state, participate in multi-scalar transfer, which involves translating, spreading, and sometimes resisting the norms. Analysing the support of and subtle forms of resistance to the legislative adoption of international norms in Ukraines Parliament, this research shows that adoption is shaped largely by domestic politicians pursuit of recognition and conditionality of international organisations such as the European Union and the Council of Europe. Non-state actors seek to influence administrative practices by adapting to resistance and structural obstacles, using top-down and horizontal confrontational and conciliatory, formal and informal approaches, often relying on personal contacts. While norm promoters try to formalise changes, the effects of the transfer attempts on state practices remain heterogeneous and unstable across actors, space, and time. Irina Mutzelburg is Researcher at the Centre for East European and International Studies in Berlin, Germany. This book studies healthy aging in China based on analyses of the datasets of eight waves of longitudinal survey in 1998-2018 with worldwide largest sample of oldest-old. It consists of four parts. The first part reports the 6th, 7th, and 8th surveys of "Chinese Longitudinal Healthy Longevity Survey" (CLHLS), with the largest sample of oldest-old aged 80+ in the world and comparable sample of young-old aged 6579, trends and characteristics of physical health and mental health of older adults in China based on analyses of the CLHLS datasets. The second part focuses on analyses and discussions of the influencing factors of healthy aging from perspectives of families, socioeconomics and community environments. The third part reports studies on the gender and age differences in main chronic diseases prevalence rates, inflammation, anti-oxidation, trace elements, effects of the nutritional dietary structure and the environmental selenium on health among the older adults. The fourth part focuses on the analyses and discussions of policy recommendations to face the serious challenges of the population aging in China and the database of the eight waves of CLHLS from 1998 to 2018, which are available free of charge to scholars, practitioners and general public for scientific research and socioeconomic planning. This book is easy to read and to understand by researchers and the general public, and no special professional background is required.
